Question 1

Please provide a brief summary of the initiative including the problems/challenges it addressed and the solutions that the initiative introduced (300 words maximum)
MPost - posta mkononi is a postal addressing system that converts mobile numbers into postal addresses. The problem faced is that many youths and especially women have been jobless and missing out on government opportunities. MPost has resolved this by creating jobs (2000 so far) to the youths without discrimination of gender, or age. MPost has also enabled availability of cheap postal addresses, enabling a majority of youth access govrnment opportunities.
a. What are the overall objectives of the initiative?
Please describe the overall objectives of the initiative (200 words maximum)
The overall objectives of the initiative is to provide non-discriminative job opportunities to more than half the youths in Kenya's population. This will in turn ensure more youth can access governmental job opportunities.
b. How does the initiative fit within the selected category?
Please describe how the initiative is linked to the criteria of the category (200 words maximum)
The initiative is a fit in the category in that, there is no discriminating factor for the youth (male and female) to become MPost agents, as was proved by the Pata-Ajira initiative launched by the Ministry of ICT in Kenya. One simply has register a friend, family or relative on MPost for them to earn an instantaneous commission per sale.

The initiative should improve people’s lives, notably by enhancing the contribution of public services to the implementation of the 2030 Agenda for Sustainable Development and the realization of the SDGs
a. Please explain how the initiative improves the delivery of public services (200 words maximum)
The government normally corresponds to shortlisted job applicants through physical mail (post offices). Many youths have missed out on these opportunities for lack of valid postal addresses. By accessing affordable postal addresses, the rightful youth in Kenya will benefit from opportunities they would otherwise miss on for lack of valid postal addresses. This is evidenced by the story of the founder of MPost.

Question 3

The initiative must impact positively a group or groups of the population (i.e. children, women, elderly, people with disability, etc) and address a significant issue of public service delivery within the context of a given country or region.
a. Please explain how the initiative has addressed a significant issue related to the delivery of public services (200 words maximum)
The women and people who are physically disadvantaged neither need any formal training, nor any physical capabilities to be MPost agents for them to earn. One can simply become an agent from their locality and earn a commission by simply registering their families, friends or relatives.
b. Please explain how the initiative has impacted positively a group or groups of the population within the context of your country or region (200 words maximum)
The initiative has since inception employed over 2000 youth (women, young and old and the physically challenged). Upon registration of a client to MPost, the (women, young and old as well as the physically challenged are ensured of a recurring commission every year from the date of registration. This means, once they register a client, the youth enjoys life-long commissions.

a. Please explain in which way the initiative is innovative in the context of your country or region (200 words maximum)
The initiative is innovative in the context that, it has revolutionalized the postal boxes from brick and mortar boxes to virtual boxes. By being virtual, this means that all the thirty eight million (38,000,000) phone users in Kenya can access postal addresses. This also means a total of USD 19,000,000 (nineteen million US DOLLARS) will be earned through commission by the agents in any year regardless of age, gender or physical fitness.

The innovation is original and has never been implemented elsewhere.

The resources used were mainly human in nature. A total of 10 employees have been involved in the development and roll-out of the innovation.

Yes
The initiative has been launched to Uganda, and is in the process of being launched out in Tanzania.

Question 6

The initiative should be able to be sustained over a significant period of time.
a. Please describe whether and how the initiative is sustainable (covering the social, economic and environmental aspects) (300 words maximum)
The initiative is sustainable. Once Mrs. A introduces and registers Miss. B on MPost, Miss B will pay USD 3 (3 US dollars) for registration. Upon payment, Mrs. A instantaneously earns USD 0.5 (0.5 US dollars) for every registration. Thereafter, Mrs. A will get a commission of 0.5 US dollars every year. This ensures that an agent earns a commission for the rest of their life, ensuring sustainable employment and reduction of poverty.
b. Please describe whether and how the initiative is sustainable in terms of durability in time (300 words maximum)
The initiative has no time frame. The more a country's population increases, the more sales opportunity for the agent, and the more income generated for the agent.

Question 7

The initiative should have gone through a formal evaluation, showing some evidence of impact on improving people’s lives.

Yes
If yes, please describe how the initiative was evaluated? (200 words maximum)
The initiative underwent piloting for the better part of year 2016. Further, the initiative was tried and tested by the Ministry of ICT on a huge scale, and approved ready for the market in Kenya.
b. Please describe the outcome of the evaluation of the impact of the initiative (200 words maximum)
The outcome of the evaluation is that, over 34,000 customers have been registered on MPost, over 2,000 youth (young and old, male and female) have been employed by MPost, over 4,000 mails have been sent/received through MPost. MPost has also been given a clean bill of health by the Universal Postal Union.
c. Please describe the indicators that were used (200 words maximum)
The indicators used included number of successive registrations, number of successive mails sent/received, number of MPost renewals.

The institutions thus far involved includes; 1. The Ministry of ICT (initiated MPost employment opportunities to the Public), 2. Postal Corporation of Kenya(Ensured compliance to national addressing system), 3. Huduma Kenya Secretariat (Facilitated availability of MPost to the Public), 4. National Transport and Safety Authority(Facilitated availability of MPost to the Public).

a. Please describe the key lessons learned, and any view you have on how to further improve the initiative (200 words maximum)
Key lesson learnt is that most youth, regardless of gender or age, or of physical status, miss out on government opportunities for lack of formal addresses. Another lesson is that, the youth above mentioned, are in poverty for lack of sustainable employments. The initiative can further be improved by creating mass awareness to the general public on how it can benefit the jobless and subsequently reduce poverty.
