Question 1

Please briefly describe the initiative, what issue or challenge it aims to address and specify its objectives. (300 words maximum)
For the last five years, Kulon Progo Regency has always been surplus with an average of ± 38,113 tons of rice per years, the average food balance is 3,391 kcal/capita/day. The score of the Expected Food Pattern for the last 5 years has an average of 92.2 with an average food consumption of 1,831 kcal/capita/day. The poverty rate in 2019 is 17.39% and the stunting rate is 12.57%. On 10 August 2018, the innovation “PanganKu” was launched to overcome various problems in food security through an integrated system of the third of sub-system: food availability, food distribution and food consumption. The problems in the food availability sub-system are caused land use change (agricultural), climate variability and climate change, the attack of plant pests. The problem in the food distribution sub system is the food distribution chain, which causes the fluctuations and increasing food prices. To solve these prloblems are by empowering the farming community through the facilitation of the Community Food Distribution Institution for 23 Farmer Group Associations. The problem in the consumption sub-system is the food consumption pattern of the community that does not meet the food principles of "diverse nutritionally balanced and safe" efforts to empower women farmers through optimizing the use of yards for 194 Women Farmers Groups for the availability of foodstuffs in the form of vegetables and fruits, poultry and rabbits, PanganKu Innovation Goal: • Improving the food balance. • Providing quality and timely food service, and prioritizing local products. • Increasing the circulation of money in rural areas. • Increasing the Public Food Consumption patterns. • Improving gender equality. • Reducing stunting cases. • Reducing the poverty rate.

PanganKu Innovation is empowerment of farmers and housewives by enhancing capacity of farmer groups by technical assistance in post-harvest cultivation and processing, opening markets and participating in government food programs. In providing assistance distributed through e-warong, beneficiary families buy their needs in e-warong supplied by farmer groups that have been coached. e-Warong it self is managed by a Joint Business Group which is formed from 10 poor families. Payment using a non-cash system in collaboration with BNI 1946 Bank. In assisting marketing from farmers to end consumers through online markets with the TaniKu, WhattApp, belabeli.com, and Sibakul applications.

PanganKu Innovation is community empowerment to achieve food security and reduce poverty. This program is designed to achieve goal 1 End poverty in all its forms everywhere and goal 2 End hunger, achieve food security and improved nutrition and promote sustainable agriculture. PanganKu Innovation has succeeded in contributing to realizing food independence and economic empowerment of farmers. Through the involvement of 18 farmer groups associations, 3 farmer groups, 194 women farmer groups and 34 livestock groups, 107 fish farmer groups, 52 tofu/tempe enterpreneurs in improving the quality of cultivation and opening markets and the absorption of agricultural/livestock products have been achieved: • Increased rice production 0.2% per year • Increased in foodstuff balance from 3,264 kcal (2018) to 3,479 kcal (2019). • Increased Pattern of Food Consumption 92.3 (2018) with calories 1,851 kcal/cap/year to 92.6 with calories 1,855 kcal/cap/year (2019). • Decreased stunting from 14.31% (2018) to 12.57% (2019). • Agricultural extensification by opening 350 hectares of new rice fields According to SDGs 8.3 . PanganKU has been succes encouraging the growth of Micro, Small and Medium Enterprises, 1,526 farmer groups and 88 farmer groups associations, 361 fish farmer groups, 52 tofu/tempe enterpreneurs and 11 associations.

PanganKu's innovation is sustainable in the social sector because enhancing institutional capacity of the Association of Farmer Groups, Women Farmers Groups, Fish Farmers Groups and Tofu/ Tempe Enterpreneurs Groups. PanganKu also make a guarantee that agriciltural production wiil be absorbed through food aid programs, online markets and e-warong as apart of sustainability in social and economic, thus will opening of markets from farmers to end consumers will increase the selling value of food produced by farmers. PanganKU encourages people to use their yards into productive land for agriculture or livestock and has been optimally utilized 3,397 hectares.

PanganKu Innovation which is carried out through community empowerment in the supply of rice, eggs and fruit, tofu/tempeh and fish food assistance carried out through group empowerment. PanganKu that is applied through community empowerment and the group empowerment. This solution can overcome government shortages in foodstuff procurement quality and quality at a reasonable price and the timeliness of aid distribution. In improving public administration, PanganKu innovation is implemented by MoU between the Social Office of Women Empowerment and Child Protection with the Office of Agriculture and Food, the Office of Trade and Industry, and the Office of Marine Affairs and Fisheries in accordance with the assignments of each agency as a follow-up to Perda No. 5 of 2016 concerning Protection of Local Product. The government has facilitated business capital assistance for 6 Farmer Group Associations in 2017 amounting to 1.9 billion and facilitation for 23 Farmer Group Associations of Implementing Community Food Distribution Institutions such as facilitating optimization of the utilization of yards for 194 Women Farmer Groups. In the context of public services, beneficiary families can choose the type of food that can improve social welfare. The government has provided facilitation to e-warongs with EDC machines and business premises.

PanganKu innovation applied by community empowerment involves 194 Women Farmers Group with 5,820 female farmers as members support the optimization of the use of their yards to produce vegetables and livestock, some of which are marketed to beneficiary families through e-Warong. With the involvement of these women farmers, they also increase family income from selling vegetables and fruit, as well as save money on food purchases by Rp. 200,000/head of family/month. The forum holds regular coordination every month in stages to discuss various issues of food availability, distribution and consumption also to share information between the Government and the community.

This innovation provider group consists of: • 18 Farmer Group Associationa and 3 Farmer Groups are buying farmers' unhulled rice for 93,000 tons of milled dry unhulled rice according to the Government Purchase Price of Rp. 4,650 per kg and selling rice with a turnover of 5,900 tons per year or Rp. 59 billion . • 194 Women Farmer Groups as vegetables – fruit providers with with a turnover of around Rp. 11.8 billion per year involving 5,820 female farmers from the production of the utilization of the yard. • 34 Farmer Groups providing eggs with a turnover of Rp. 22.8 billion per year involving 680 farmers. • 107 Fish Cultivator Groups with 1,070 members as fish providers with a turnover of Rp. 22.13 billion per year. • 58 Tofu/Tempe craftsmen with a turnover of Rp. 4.72 billion per year. • This innovation channeling group consists of 111 e-warongs with 1,110 members with a profit for each purchase from the beneficiary's family for rice is IDR 5,000, egg IDR 1,000, vegetable and fruit IDR 1,000, fish IDR 1,500 and tofu / tempe IDR. 500. • The target group for food aid, as many as 49,184 beneficiary families, each receive Rp. 200,000.00 or around Rp. 118 billion per year.

PanganKu innovation strengthening of food availability through agricultural intensification and extensification until post harvesting, improving the quality of agricultural products, strengthening food distribution through enhancing farmer institutions and improving food quality through utilize of yard by women and family. This innovation aims to improve the quality of agricultural and livestock products, improve distribution and absorption of agricultural and livestock products through opening markets that are channeled from beneficiary families to end consumers through e-commerce: TaniKu, belabeli.com, and Sibakul. PanganKu also enhance capacity of human resources of agricultural extension workers and farmers is carried out both on farm and off farm through training and information technology transformation.. Strengthening of agricultural institutions is carried out by facilitating capital and improving infrastructure from cultivation to post harvest to improve the quality of agricultural products. The Women Farmers Group receive social assistance for optimization of the yard. In order to prevent stunting, nutrizinc rice varieties have been developed and starting 24 July 2020, biofortified rice The monitoring and evaluation activities of PanganKu innovation are: Local governmet develop regulaiton of food aid program, verifies data on beneficiary families, and carries out the cultivation and development of e-warong. The Agriculture and Food Department carries out group coaching for Product Registration for milling, supervises food quality, and imposes sanctions on assisted groups who commit violations. Banking monitors and is responsible for the distribution of funds, starting from the transfer of social assistance funds to beneficiary families. Food aid distribution process is the beneficiary family orders the types of foodstuffs to e-warong, then the e-warong records and passes the order to the provider to provide food according to the order, both in terms of quality and quality. Banking disbursements to the beneficiary family's account, then the beneficiary family pays to the e-warong, then the e-warong pays to the provider.

Several obstacles faced by the innovation including: 1) fluctuation in the price of agricultural products during the main harvest. 2) difficulty in drying farmers' grain during the rainy season. 3) The distribution of food aid is relatively concurrent so that supervision is more difficult. 4) there are still providers who supply poor quality of food. The efforts to overcome these obstacles are carried out by: 1) facilitation of business capital to purchase agricultural products and delay selling pattern. 2) facilitation of drying equipment. 3) the avaibility of coordination on schedule of order and distribution. 4) guidance and imposition of sanctions for providers.

The innovation is carried out in the spirit of Bela Beli Kulon Progo so that the distribution of rice, eggs, fish, vegetables, and tofu/tempeh is all self-produced in line with Regional Regulation No. 5 on Protection of Local Products. PanganKu innovation is supported by MoU between the related institutions in accordance with the duties and responsibilities. The e-warong institution is a Joint Business Group formed of 10 poor families under the coordination of the Social Service for Women Empowerment and Child Protection. Through PanganKu innovation, biofortification rice is channeled to beneficiary families, pregnant and breastfeeding mothers for stunting prevention.

The distribution of food aid to beneficiary families is determined based on Integrated Social Welfare Data from the Ministry of Social Affairs and is made with non-cash payments from EDC BNI 1946. The efforts to achieve efficiency, improve public services, and increase the comfort and welfare of the community, TaniKu, belabeli.com and Sibakul applications were launched. TaniKu application was developed to support the ease of technology-based agricultural management. This application to support the digital marketing of PanganKu Innovation. Also on-line consultations related to agriculture, and integrated animal markets. Meanwhile, complaints, aspirations and requests for public information are served through Kulon Progo e-Lapor.

Basically, PanganKu innovation is a community empowement program, namely involving the community’s active role in Government's Food Assistance Program in the form of rice, eggs and vegetables - fruit, fish and tofu/tempeh in collaboration with e-warong which is a Joint Business Group of 10 pre-prosperous residents. PanganKu innovation has the potential to be applied in other areas because in principle, the distribution of Government Food Aid through e-warongs by involving active participation from community groups. The Department of Agriculture and Food provides guidance to the Farmer Groups in providing rice, eggs and vegetables. Meanwhile, the Office of Trade and Industry provides guidance to groups of craftsmen as tofu/tempeh suppliers. The Office of Marine Affairs and Fisheries provides guidance to and groups of fish cultivators as of catfish suppliers. The coordination implemented at the district level between the Social Service for Women's Empowerment and Child Protection with the Department of Agriculture and Food and agencies in charge of assisted groups that provide food, and coordination at the field level between e-warong and the group providers. Several regencies conducted a comparative study on PanganKu innovation in Kulon Progo Regency, including Pemalang, Cirebon, Krawang, Blitar, and East Kalimantan.

PanganKu innovation is supported by State Budget (APBN), Regional Budget (APBD), and DIY Privileges Fund for 6 Gapoktan facilities in 2017 amounting to Rp. 1.9 billion as additional business capital, facilitation for 23 Community Food Distribution Institutions to strengthen distribution and stabilization of rice prices. Strengthening the capacity of human resources by conducting training for officers and group institutions in technical and administrative fields. Increasing the use of natural resources by improving infrastructure for 11,047 hectares of irrigated rice fields, optimizing the use of 3,397 hectares of yards, 18,503 fish ponds, and 1,043 hectares of surjan land.

Financially sustainable innovation because: • The farmers groups get an increase in income from selling rice Rp. 5,000.00/zak, eggs Rp. 1,500.00/kg, vegetables Rp. 2,500.00/package, fish Rp. 1,500.00/kg, and tofu/tempeh Rp. 1000/package. • savings in household food consumption expenditure of Rp. 200,000 per month. • additional money circulation in rural areas of Rp. 127,520,976,000.00 every year. Continuous innovation from an institutional aspect because: • Solid implementing institutions and receiving guidance and legalization from related agencies. • is a collaboration between the Ministry of Social Affairs and the Government of Kulon Progo Regency which involves the Social Service for Women's Empowerment and Child Protection with the Agriculture and Food Service.

Internal evaluation on PanganKu innovation is carried out monthly to know what type, amount and quality of food which are channeled to beneficiaries. Internal evaluation is participated by all government food aid providers. External evaluation on PanganKu innovation is carried out monthly by the Social Service for Women's Empowerment and Child Protection on the progress of food aid distribution to be reported to the Regional Secretary as the person in charge of government food aid. An external evaluation is carried out by the Inspector General of the Ministry of Social Affairs and the BPKP every year.

Evaluation indicators are focused on: • Distribution permit for Inner Product for rice mills. • Amount, and quality of rice for medium quality rice commodities with a minimum of 95% sosoh degree, a maximum water content of 14% and a maximum broken grain of 25%. • Delivery time, price feasibility and group institutional administration equipment in accordance with the Regulation of Minister of Trade No.57/2017 concerning Determination of the Highest Retail Price of Rice, excluding benefits and costs of transportation to e-warong). • Quality and market price of other commodities based on the results of the daily average market price survey.

What were the main findings of the evaluation (e.g. adequacy of resources mobilized for the initiative, quality of implementation and challenges faced, main outcomes, sustainability of the initiative, impacts) and how is this information being used to inform the initiative’s implementation? Based on the main findings of the evaluation as follows: • Association of Farmer Groups has obtained a distribution permit for Inner Product. • Yellow rice quality, broken grains> 25%, lice and other objects were still found, making it less suitable for consumption. • There are still damaged vegetables and fruits due to mishandling in packing, transportation and during at e-warong . • E-warong has not met the minimum requirements as a food supplier . • Supply of foodstuffs vegetables - fruits are constrained between the time of harvest and supply are not simultaneously. • Biofortified rice (nutrizinc) production is still limited and not balanced demands and supply. The follow-up findings are as follows: • Guidance and supervision on the process, packing, and distribution of rice food aid to e-warongs. • If the foodstuffs are still found to be not in accordance with the specified requirements, the supplier will be given a written warning and sanction. • The development and supervision of fruits during the harvest process, post-harvest, packing, distribution to e-warong . • E-warong must provide decent place to place food ingredients. • There is coordination between producers and e-warong during the distribution of foodstuffs . • Increase the production of biofortified rice (nutrizinc) through empowerment of farmer groups.

There are 88 Associations of Farmer Group and 23 of them are appointed as Community Food Distribution Institutions in the context of stabilizing rice prices. The Department of Agriculture and Food has facilitated 18 Farmer Group Associations and 3 Farmer Groups to obtain a Inner Product Distribution Permit Certification as a complement to supply government food aid. The government has facilitated the formation of the Forum for Women Farmers at the Village, Sub-Regency and Regency Levels as a coordination forum for 203 groups. There are 44 Farmer Groups carrying out organic fertilizer production, 5 Farmer Groups carrying out milk processing and 1 Farmer Group doing skin salting, and 34 Farmer Groups providing government food aid. The Agriculture and Food Department conducts guidance and facilitation for 361 Fish Cultivator Groups with 8,910 fishery household members with a total of 18,503 fish ponds, 107 of which are supplyers of government food aid. The Office of Trade and Industry fosters 52 groups of tofu/tempe enterpreneurs as suppliers of tofu/tempe government food aid. E-Warong is a Joint Business Group consisting of 10 poor families and acts as a place for distributing the Food Aid Program to beneficiary families through electronic transactions.

Government conducts Food Assistance Program regulations, verifies data on beneficiaries, carries out growth and development of e-warongs, and collaborates with banks. Meanwhile, coordination, monitoring and evaluation of the basic food programs are as follows: • The Agriculture and Food Department handles commodities of rice, eggs and vegetables. • The Trade and Industry Department handles tofu/tempe commodity. • The Marine Affairs and Fisheries Department handles catfish commodity • The Health Department takes tole to determine beneficiaries of pregnant and breastfeeding mothers berperan menentukan penerima manfaat ibu hamil dan menyusui. Supervisor of Agricultural Product Quality carries out guidance on Internal Product Registration, food quality, and provide consideration for sanctions against assisted groups committing violations . Bank BNI 1946 prepares electronic transaction infrastructure and facilities through transfer of social assistance funds to beneficiaries to disbursement and guidance to e-warong human resources. The Coordinator of the Agricultural Extension Center is tasked with providing group guidance to the food production process to packaging to ensure the quantity and quality of food. The Farmer Group Association is responsible for distributing rice, the Farmer Group for distributing eggs, the Women's Farmer Group for distributing fruit vegetables, the Tofu/Tempe Craftsmen Group for distributing tofu/tempe and the Fish Farmers Group for distributing fish.

The lessons learned from PanganKu innovation are: • Realizing an Independent Economy by utilizing local agricultural resources and local business actors in order to create a community-based economic system by involving farmers from production, harvesting, processing, packaging to distribution/sales. • Community empowerment by providing technical assistance and facilitation of on-farm and off-farm production facilities, also providing business capital assistance for groups and opening up markets for agricultural products through government food assistance and assisting marketing through digital marketing TaniKu, belabeli.com and Sibakul. • Multi-stakeholder participation in the distribution of government food aid by involving 18 farmer groups and 3 farmer groups with ± 20,000 farmers involved, 194 women's farmer groups with 5,820 female farmers, 34 livestock groups with 680 farmers, 32 fish farmer groups with 480 fishery household and 52 Tofu/Tempe enterpreneurs with 520 people. • PanganKu innovation shortens the food distribution chain so that very efficient in terms of time, energy, loading and unloading costs and transportation as well as increasing the quantity and quality of food aid. • PanganKu innovation encourages Movement of Planting Food in the Yard by utilizing every inch of land to achieve food self-sufficiency. • The innovation supports Nutri Zinc rice cultivation to produce biofortified rice.
