The Resurrection of Pichit River Project (RPRP) had an objective in public problem’s resolve to recover water resources and environment, the Pichit River has 127 kilometers long which its shore area approximately 56,900 rai. The River encounter many issues such as shallow, nasty, a lot of weed and hyacinth, were invaded by peoples to cultivate and residential, had been cover in shallow parts to make passage to the village. Upon these issues, Pichit Provincial Internal Security Operation Command (PP ISOC) performed its mission to support and motivate peoples to realize their responsibility for saving the environment. In the same time persuade them to participate in integration and cooperation procedure which will lead to find out the resolution to recover Pichit River.
The objective also settling food security and get others benefit restore old ceremony and tradition that joyful along the river,other than that the nice and clean river could make peoples earn more revenue from the ecotourism.
Moreover, its help reduce flooded in Pichit city by using Pichit river and its branch as the spillway to drainage the overwhelming water from Nan river, which performed duty as a monkey cheek during flood season efficiently.

This project is performed according to The UNPSA 2019 in Ensuring Integrated approaches in the public-sector institutions.
The PP ISOC was integrated and coordinated official departments in variety levels, such as the Army, Marine Department, Irrigation Department, Department of Water Resource, Department of Public Works and Town & Country Planning, Provincial Administrative Organization (PAO) and Municipality including all sectors,which implementation the Government’s strategy to bring country secure, wealth and sustainable by “20 years National Strategic”. The PP ISOC applied Thai tradition’s characteristic to drive the project. There also has alternate output which motivated peoples’ leadership and increased their potential.

The Pichit river was The Nan river in the past which changed direction in year 1867, that has historic evidence stated the old community settled around the bank. The changes of direction and bureaucratic discontinuous effected to administrate the water in all which decrease to critical level.
The RPRP is changing the role of PP ISOC which in the past accustomed to action follow the problem such as distribute emergency items to the victims after flooded. But this project was step ahead to the original reason.
The PP ISOC perform its task to integrate, cooperate and performing all agencies and sector to resolve some difficulties official solution such as delaying and overlapping.
The succession of the project has positive impact to the great majority peoples that preparing ready for the climate change that uncertainty effected through the natural disaster which more severe in Thailand. The most majority had realized the King Rama 9's solution about the Monkey cheek.
The RPRP is the workings portfolio that concrete presented the Public Water Resources Administration that driving from the people which to realize themselves how strong peoples power can achieve not only waiting for the public aids.

According to problem concerning about many groups and sectors. The PP ISOC had analyzed and classified the target groups involving in the problems to find the balance center in solving issues. They use Thai characteristic established a villager cluster so-called “The Grandfather Warlord to salvage Pichit River” which had object to support the natural leader among the villagers along the Pichit River. This are an innovative technique to initiates the implementation through the people by supporting them to proceed self resolution without waiting the government’s aids.

It is a continuation development of King Rama 9 who gave the words "Explosion from inside.” In several decades the recovery couldn’t start with any government initiative because there are so many jurisdictions and laws like "traps" that terrorize state officials.But the "Explosion from inside." is no law that outdated and fragmented to block the need of solving problem of the people, so the PP ISOC has an authority to be an umbrella to manipulate and support peoples that they can designated their need to implement continuously within law’s framework. The final result of this innovation is "sustainability."

The PP ISOC used the model of the RPRP apply to 4 districts in east and 5 districts in the west which drought and flood because of there are slope to the central plain also outside the irrigation.The main issue is lacking of good reservoir management which correction by following King Rama 9 speculation,who gave model called “Khok-Nong-Na.”The PP ISOC was also supported organic farming technique to settle a small farmer group in the area which connected with same water’s problem expand to one big group resolve the problems that couldn’t be fixed in small scale.

The most important one was "the local people"who work with feeling love of their homeland so the output was highly performance. PP ISOC contact and solicit natural leaders of each village to establish "Grandfather Warlord to salvage Pichit River" which were not many participants in the beginning but when more peoples seen the results of the clean and quality water. The members were increased cover along the river.
With no government budgets and most peoples were poor, so the money mostly came from the donations in currency form or amulet form which be brought bidding in the social network.
b. Please describe whether and how the initiative is sustainable (covering the social, economic and environmental aspects) (200 words maximum)
The main approach mechanism is the "Explosion from within ", which promotes sustainable development.This project was formed from the consumption needs of the people along the river. This is the beginning of the social dimension before it expanded to the environmental dimension and finally, economic benefits. River resurrected including of development of water quality that bring out hunger, health and well-being, better water management and sanitation. The achievement were reduced inequality, eliminating poverty, human settlements (peoples not abandoned homeland to the big city), the capability of the Monkey Cheek System supported drainage system when flooded. There are also helps to utilize the ecosystems in land and wet land.
The moreover important of these is the "natural ability to respond to climate change" This Continuing sustainability in the development of Pichit river rehabilitation. It is the awakening of the shared responsibility of the people. That is the key factor of sustainability.
These feelings have been instilled into the consciousness of people in many sectors to love and cherish the water resources and the environment. As well as the taking care of ecosystem was established in public mind that are sustainable development which make benefit for all peoples.

The Evaluation of the Resurrection of Pichit River Project was done in early year 2017 by Uthokkaput Institute who was research questionnaire 200 people surveyed.The questionnaire have the level of satisfaction is defined in 5 levels, 5 very good, 4 good, 3 moderate, 2 more least and 1 least that was administered by the Royal Irrigation Department on 8 issues.
b. Please describe the indicators that were used (100 words maximum)
The 8 issue (indicators) is consist of 1)wanted to The Pichit River was resurrected and could reserve the water which can use throughout the year for 127 km.,2) There are Official, private and public sectors involved in this restoration,, 3) The problems of weeds, hyacinth and all debris in Pichit River decreased., 4) The resurrection help to relieve drought and distribute water consumption to Pichit’s people as well., 5) The groundwater have increased.,6) There are established the group of user after the meetings to operate and set up the river rules for using river altogether.,7). On both sides of the canal, there is an integrated agriculture which follow the work of King Rama 9, 8) People in the area are satisfied with the water diversion from the Nan River to the Pichit River during the previous flood season.
The assessment criteria satisfaction reference Maslow theory divided into 5 steps are the physiological needs, safety needs, love and belonging needs, esteem need and self-actualization..
c. Please describe the outcome of the evaluation (100 words maximum)
The results of the evaluation of 200 samples were satisfied with 8 questions with the level of satisfaction was rated at 4.17 or 83.35%
The evaluation results refection the peoples’s opinion and satisfaction which the sectors involved can apply to perform more efficiently. The evaluation results also receive the suggestion that mostly conclude in the summary are the peoples agree and support the resurrection of Pichit River which wanted to the river are nice and clean that all peoples can use for good consumption.

The PP ISOC was integrated and coorditaned many government agencies in variety levels such as Royal Thai Army, Marine Department, Royal Irrigation Department, Department of Water Resource, Department of Public Works and Town & Country Planning, Provincial Administrative Organization (PAO) and Municipality and all sectors that are be done by propulsion seeking cooperation from all stakeholders through established the “Grandfather Warlords to Salvage Pichit River.”It is a channel of listening to the opinions of people in the community to conduct public affairs equally through public mechanisms such as temples and Buddhist activities.
These originally group are the effective stake holder that has a rather obvious problem which confederate people across the river length 127 km.This is very active group incorporation.
The next group is the people in the monkey cheeks area of nature in the lowlands and further away from the area which their land has lost its ability to cope with droughts and floods due to the Pichit River ‘s problems.
The last group to help sustainable development are the people in the plains from Pichit to Bangkok. This will indirectly benefit from the water retention capacity of Pichit Monkey Cheek System including food security will increase.

Please describe the key lessons learned, and any view you have on how to further improve the initiative (100 words maximum)
In the past there are many efforts to restore Pichit river, but unsuccessfully because it was aimed leading by the government. This time, we had lesson about using "peoples cooperation as a leading gear to proceed solution.” Also, we are learning about the succession of explosion from within was King Rama 9 gave, realized that it has power to drive the solution to ensures long-term sustain ability.
The second, the power of publishing of "The Grandson Warlord to salvage Pichit river" that become the driving force to motivate public perception.
The third, that follows from the second was the Prime minister interested and took visit that make positive impact to stimulate government agencies to associate.
In summary, the project bring out the results by implemented in two levels.
Firstly ,the local peoples area as Pichit Peoples that was been set self-help habit before the government projects were sent down.
Secondly, the nationally,the project were good example to follow model which can apply in others situation according context of the problem in each area. There might be different histories and values, but they will have the same part that can apply in variety technique use.
