It is about service delivery to the poor house holds and alleviate poverty.The initiative was to honor the people who fought for freedom residing from the are which was done by engraving their names on the Cenotaph, which was developed on the park as it will attract both young and adults from the area. the upgrading of the Cenotaph also focused on upgrading the church streets by installing lights on the street and upgrading the intersection.

Patching, resealing, road marking, Kerbing where necessary, landscaping of verges and provision of new street lights, Lynville - Emalahleni (2,8 Km). Upgrading of the on the corner of Hector Way including the provision of play equipment, seating, lighting, landscaping and concrete palisade fencing. Reconstruction of a portion of Twala Avenue, Lynville, patching, resealing, road marking, signage, landscaping of verges and provision of street lights. New construction of +/- 2,1Km of bus or taxi route with all road furniture, including storm water. Upgrading of the intersection of Hector Way and WA Botha streets, Lynville. Upgrading and Lining of channel on Hector Way at the Brugspruit, as well as repairs to the bridge/ culvert in this area. Refurbishment of the epitaph.

Infrastructure development is one of the municipal functions amongst many other. It should not be addressed as separate function but should be integrated into other municipal functions. Infrastructure focuses on the service delivery to the poor house holds and alleviate poverty. To honour the struggle of heroes, a monument has been erected on the park at the intersection Hector Way and WA Botha street. The upgrading of this monument is to be focal point of the park upgrading, including the names with a brief history of the particular individual and their role was in the struggle.

Access to these basic services not only improves individual well - being but also serves as an input into aggregate activity .People care about public services and depend on them being delivered well. Public services provide the most common interface between people and the state, and their functioning shapes people’s sense of trust in and expectations of government. Identifying which services citizens find most problematic and measuring the extent of that dissatisfaction is one way governments can prioritize areas for improvement.

The project has helped in terms of the employment of Women, disabled and youth who are were unemployed. This assisted in providing to the poor families and developing experience and skills which will definitely assist them in the future.
b. Please explain how the initiative has impacted positively a group or groups of the population within the context of your country or region (200 words maximum)
People were able to support their families (put a bread on the table). The community of Lynville had lots of issues regarding the unemployment on youth, and this had a huge impact on lots of youth around Lynville. After the kick start of the project there were lots of people hired which also started attracting the community and assisting in terms of rerouting of the road.

The project was implemented utilizing the Nkangala District Municipality Policy mainly and General Condition of Contract for Construction works. Public services provide the most common interface between people and the state, and their functioning shapes people’s sense of trust in and expectations of government. Identifying which services citizens find most problematic and measuring the extent of that dissatisfaction is one way governments can prioritize areas for improvement.

It is original, as it comes through the District Municipality (Nkangala has 6 local municipalities which falls under its region) from the Local Municipality as one of the functions of a District Municipality is assist the Local Municipalities.

The resources for the project are Human, Budget, Time (period from the beginning till the end), Equipment's, Contractual documents, District Municipality, Local Municipality, Project steering committee, community, Engineers, Contractor, Community Liason Officer and all affected stakeholders.

The whole initiative is sustainable, the park including the cenotaph , road intersection, road itself, lights on the streets are all maintained by the local municipality as it part of all the project implemented by District for Local Municipalities. This in turn has developed employment for people as the whole project needs the maintenance, and all the maintenance of the project after Liability it is done by the local municipality. Most kids are now safe as they are to go play and still learn of their heroes who fought for their freedom at the park and even adults and youth can still utilize the park. The road and lights are also still being utilised daily and serviced by the Local municipality. The whole community benefits even visitors in the vicinity they are able to see the attraction of the park.

Municipality does community outreach programme twice in its financial year as part of community participation and engagement. During this participation community members indicate their needs and municipal prioritize in line with available resources i.e. feasibility of the project and financial capacity

The project owner should appoint someone to monitor how well the project meets all requirements. The designer, construction manager, or contractor are usually unable to provide a dispassionate overview. The monitor should have the authority to prevent changes to the configuration of the project during design and construction that could have an impact on the planned operational performance.
Apply the appropriate delivery method for each project. Particularly in the public sector, there is a tendency to opt for the same delivery method—such as design-bid-build, construction manager at risk, or design-build—for all capital projects. This is understandable. Doing the usual is safer than trying something new. But conditions can differ. It makes much more sense to evaluate each project and then decide which method is most appropriate.
