The generation of plastic waste that tends to increase from year to year is a serious threat that has the potential to damage the environment. The problem of plastic waste has now become a global problem and Indonesia as the second largest user and producer of plastic waste in the world.
The accumulation of plastic bag waste in Badung Regency until the end of 2017 is 3.7 tons per day or around 1,350.5 tons per year, not including plastic packaging waste, plastic bottles, plastic cups and the like.
Whereas as mandated in article 28H paragraph 1 of the 1945 Constitution and article 65 paragraph 1 of Law 32 of 2009 and article 9 paragraph 2 of Law 39 of 1999 that everyone has the right to a good and healthy environment.
The ineffectiveness of the implementation of coaching, outreach and enforcement of government rules is because it is less accepted in the context of making people aware of and realizing environmentally friendly behavior. So we need a bottom-up pattern by optimizing local wisdom and creating a mutually beneficial relationship between the business operators and the community.
These conditions require preventive efforts to suppress plastic bag waste generation through the 3R pattern, especially "Reduce" which is an effort to prevent environmental damage by reducing plastic bag waste from the source of waste generation, thus bringing up an innovative idea of "BATIK (Badung Anti Plastic Bag)" Based on Local Wisdom is a simultaneous and integrated movement among all stakeholders in realizing environmentally friendly behavior through reducing the use of plastic bags so that plastic bag waste generation is reduced.
This innovation aims to reduce plastic bag waste generation by reducing the use of plastic bags which inspired by local wisdom through Desa Adat involvement.

This innovation is an effort to protect and preserve the environment in supporting sustainable development through the prevention of environmental damage due to the high generation of plastic waste.
This preventive effort is to reduce the plastic bag waste by reducing the use of plastic based on local wisdom by involving DESA ADAT for environmental protection ruled by their customary rules (awig-awig and pararem) in Badung Regency.
This pattern is a bottom up pattern where indigenous peoples and traditional institutions as subjects to realize awareness and change in environmentally friendly behavior through reducing the use of plastic bags.

This innovation supports the achievement of SDGs Goal 16 to discuss on enhancing an inclusive and peaceful society for sustainable development, providing access to justice for all, and building effective, accountable and inclusive institutions at all levels.
With the local culture "Tri Hita Karana" in particular "Palemahan" which is the human relationship with the environment is used as a foundation and the potential to build joint commitment in reducing the use of plastic bags.
Indirectly, this innovation also supports the 5th goal of SGDs where this innovation spawns the Trash Bank in each of Traditional Village (Banjar Adat) in Badung Regency which is managed by housewives throughout the Badung Regency region to provide added value to the family economy (garbage brings blessings) which is a form of empowering women as pioneers in changing environmentally friendly behavior.
This innovation also supports the 8th SDGs and contributes to Badung Regency's PAD (Local Original Revenue) from the tourism sectorto preserve marine ecosystems. This innovation can be replicated or applied throughout the world for preventing the pollution and damage the marine ecosystem.
b. Please describe what makes the initiative sustainable in social, economic and environmental terms. (100 words maximum)
A bottom up pattern of the initiative and involvement of indigenous peoples is the key to the sustainability of this innovation.
Viewed from the economic aspect, BATIK innovation contributes to a clean and environmentally friendly tourism image. Considering that the Badung Regency's Original Revenue provides opportunities for Micro, Small and Medium Enterprises (MSMEs) and the community to produce bags / containers naturally.
Based on the social aspects of BATIK innovation, the impact of behavior change and habits of using plastic bags has decreased in line with the spirit of "Palemahan: Human Relations with the Environment".

This innovation embodies cost efficiencies in the context of effective implementation of coaching towards changes in environmentally friendly community behavior.
In order to fulfill the human rights of every person to a good and healthy environment as mandated in the 1945 Constitution of the Republic of Indonesia Article 28H paragraph (1) and Regulation Badung Regency No. 23 of 2013 concerning environmental protection and management.
These conditions create opportunities for the community to work in providing environmentally friendly bags / containers that are used instead of plastic bags in the form of "Keben / Bokor / besek" to go to temples, cloth bags or paper bags.
Since the first time the BATIK innovation was implemented in all areas of Badung Regency, it has reduced the use and suppressed plastic bag waste generation by ± 115,171,370 pieces per year or ± 921 tons per year. The realization of the reduction will continue to increase with the issuance of Regulation of Regent of Badung Number 47 of 2018 on November 28, 2018 and Regulation of Governor of Bali Number 97 of 2018 on December 21, 2018 and the stipulation of local wisdom-based plastic bag area regulations in Awig-Awig and/or Perarem of each Indigenous Village.

This innovation brings opportunities for women to realize the Trash Bank each customary Banjar throughout Badung Regency.
There are some targets of location based on local wisdom to create an anti-plastic bag areas, namely:

This innovation is carried out through socialization and coaching by involving traditional institutions, indigenous peoples and stipulation of regulations to reduce the use of plastic bags in awig-awig and pararem and custom sanctions by creating anti-plastic bag zones..
Nowadays housewives have become accustomed to carrying their own eco-friendly shopping bags. Hindu communities no longer use plastic bags as a means of praying when they go to the temple, students do not use plastic bags as containers for offerings (full offer) and full moon (tilem) and shops and modern markets no longer provide plastic bags.
To increase the active participation of the community by involving traditional institutions, indigenous peoples, governments, businesses, and by forming communities that are members of GENETIK (Anti-Plastic Bag Generation), which functions as ambassadors who campaign for the anti-plastic bag movement. The GENETIC community consists of elements of society and the young generation (students, youth, scouts and expatriate communities).
This innovation creates opportunities for people to work to make and sell environmentally friendly bags or containers such as bowls, kebens / besek, cloth bags, and paper bags and shopping bags that can be used repeatedly.

a. Please describe how the initiative was implemented including key developments and steps, monitoring and evaluation activities, and the chronology. (300 words)
BATIK innovation in order to suppress generation of plastic bag waste in Badung Regency, is an original innovation not an adaptation/modification/replication. Through efforts to ban the use of plastic bags and establish anti-plastic bag areas as well as socialization and guidance to change behavior and habits of the community based on local wisdom through developing the potential of local wisdom in the area of Badung Regency. This innovation aims to increase the active participation of the community by involving traditional institutions, indigenous peoples, governments, businesses, and by forming communities that are members of GENETIK (Anti Plastic Bag Generation). GENETIC community consisting of elements of society and the younger generation (students, youth and expatriate communities). Monitoring and evaluation are carried out by teams of each village in collaboration with supporting staff from each village and government staff or facilitator staff from the government carried out every month for all villages in Badung Regency.
the intended community groups are:
1. Housewives are expected to carry shopping bags when shopping,
2. School students are expected to bring environmentally friendly bags or containers during activities at school or regular prayers during full moon (full month) and tilem (dead month),
3. Traders are expected to not provide disposable plastic bags for free and sell environmentally friendly replacement bags that can be used repeatedly,
4. Tourism businesses are expected to not provide plastic bags in restaurants or souvenir centers and replace the use of plastic bags with environmentally friendly containers or bags in hotels and campaign and disseminate this policy to tourists.
5. Customary leaders and religious leaders are expected to campaign for and socialize the use of environmentally friendly bags or containers.

The unavailability of plastic bag replacement which is organic, inexpensive, and practical as a substitute for plastic bags. But now there are many available and produced by the community environmentally friendly containers or bags that can be used repeatedly.
As public awareness increases, the need for environmentally friendly bags or containers is increasing, it is hoped this will become a business opportunity for the community .
There are still people who are not aware yet and find it difficult to change environmentally friendly behavior so that an approach is needed by traditional leaders or traditional elders .

This innovation is a solution to the challenges in implementing the Law of the Republic of Indonesia Number 18 of 2008 concerning Waste Management and Law Number 32 of 2009 concerning Protection of Environmental Management which has been elaborated in JAKSTRANAS (National Strategy Policy) and also has been elaborated in JAKSTRADA (Policy Regional Strategy) Badung Regency regarding Waste Management where the target of reducing waste is 30% by 2025. This innovation contributes significantly to the efforts to reduce plastic bag waste generation by reducing the use of plastic bags.
b. Please describe, if relevant, how the initiative drew inspiration from successful initiative in other regions, countries and localities. (100 words maximum)
Each region has its own local wisdom that can be used as potential in order to realize awareness and change in environmentally friendly behavior. Religious figures and traditional leaders in their respective regions play an important role in inviting people to behave in an environmentally friendly manner through reducing the use of plastic bags.
Customary, cultural and religious activities are moments / situations / emotions that are very well utilized as a campaign / coaching event to invite people not to use plastic bags to switch to using environmentally friendly containers or bags

Yes. Since this innovation was launched and strengthened by the Regulation of Governor of Bali No. 97 of 2018 dated December 21, 2018 has been implemented in all Regencies / Cities in Bali Province, namely SARBAGITA (Denpasar City, Badung Regency, Gianyar Regency, Tabanan Regency) and several regions in Indonesia through the method scaling up as transferability carried out through benchmarking visits, comparative studies conducted by 4 other local governments, 5 groups of Leadership Education and Training II, III, IV with material and targets, namely BATIK innovation at the Environment and Sanitation Agency of Badung Regency and as a speaker at the National Seminar conducted by the Ministry of Environment and Forestry of the Republic of Indonesia in Jakarta, 19July, 2018 , Directorate General of Solid Waste in Jakarta, 8 June 2018. At the regional level also as a speaker conducted by PHRI (Indonesian Hotel and Restaurant Entrepreneurs) on 1 February 2019, ISIF (Indonesia Social Investments Forum) 19-21 March 2019 and other organizations and organizations as well as the location of the study destination mimics the Gokseong County South Korean International Forest Service government agency on April 13, 2019.

The implementation of this innovation does not require special costs but collaborates and is an innovation that is integrated with routine activities at the Department of Environment and Sanitation of Badung Regency in supporting the creation of good environmental quality.
Dissemination and guidance are carried out in collaboration with routine activities such as Plastic Waste Handling and Reduction, Proklim Development, Clean and Healthy Environmental Socialization, Adiwiyata, Saka Kalpataru, Kalpataru, Environmental Conscious Villages, Guidance in the Framework of City Cleanliness and Beauty, Proper, and Supervision Activities. This innovation is based on the Regulation of Badung Regency Number 13 of 2016 and Regional Regulation of Badung Number 7 of 2013 concerning Waste Management.
Also it is supported by Regulation of Regent of Badung Number 47 Year 2018 concerning Reduction of Use of Plastic Bags, Regulation of Regent of Badung 80 Year 2018 regarding Jakstrada (Regional Strategy Policy) waste management, Regulation of Governor of Bali Number 97 Year 2018 concerning Limitation of Disposal of Disposable Plastic Waste, Regional Regulation of Bali No. 4 of 2019 concerning Customary Villages and set forth in Awig-awig and Pararem Customary Villages.

This innovation has been evaluated several times by several different institutions.The BATIK Innovation as a supporter of environmental performance improvement at the Environment and Sanitation Agency of Badung Regency in order to obtain the International Organization for Standardization (ISO) 14001 certificate on environmental management systems.
Outcome of this innovation is also analyzed and evaluated by an environmental consultant PT. Munasa Kreasi Nusantara. This achievement is counted as an effort to reduce waste generation in Waste Management Plan and JAKSTRADA waste management that has been stipulated in Badung Regent Regulation No. 80 of 2018.

The BATIK Innovation has been evaluated through several measurable indicators such as:
1. The amount of reduction in the use of plastic bags is = 115,171,370 pieces per year
2. The amount of reduction of waste plastic bags as many as = 921 tons per year
3. The target object that carry out this innovation was 58% of 11,122 target objects
4. Another benefit of BATIK innovation for the community in social and economic aspects.
Changes in behavior and habits of using plastic bags are decreasing in order to realize Tri Hita Karana.

What were the main findings of the evaluation (e.g. adequacy of resources mobilized for the initiative, quality of implementation and challenges faced, main outcomes, sustainability of the initiative, impacts) and how this information is being used to inform the initiative’s implementation. This innovation has been evaluated. BATIK innovation is one of the supporting factors in increasing the performance of the environmental sector in the framework of protecting and preserving the environment from the negative threat of plastic bag waste. This innovation provides the impact of reducing plastic bag waste generation by reducing the use of plastic bags by 68% from modern markets, modern shops, hotels, restaurants, temples / places of worship, schools, government / private offices, village offices, banjar halls and objects tour. The total location / object of this innovation target is ± 11,122 throughout the Badung Regency.
The participation of public figures as well as public figures and celebrities helps to campaign for the use of environmentally friendly bags that can create a lifestyle using environmentally friendly bags or bags that will be followed by the general public.

This innovation is an activity that is integrated with the National and Regional Programs, namely the National Strategic Policy and the Regional Strategic Policy in waste management, specifically as an effort to reduce waste through reducing the use of plastic bags so that plastic bag waste generation decreases.
Reducing the use of plastic bags based on local wisdom is very effective because indigenous peoples and traditional institutions are subject to behavior change in order to support sustainable development that is environmentally sound. This effort is in line with the Law of the Republic of Indonesia Number 18 of 2008 concerning Waste Management and Law Number 32 of 2009 concerning Protection of Environmental Management, Regional Regulation (PERDA) of Bali Province Number 5 of 2011 concerning Waste Management and Regional Regulation (PERDA) Bali Province Number 1 Year 2017 concerning Environmental Protection and Management, Local Regulation (PERDA) of Badung Regency Number 7 Year 2013 concerning Waste Management and Regional Regulation (PERDA) of Badung Regency Number 23 Year 2013 concerning Environmental Protection and Management

The existence of a customary village institution which has been strengthened by the Regional Regulation of the Province of Bali No. 5 of 2019 concerning Customary Villages. Customary Institutions establish anti-plastic bag areas including the implementation, supervision and application of Customary sanctions for the target objects as regulated in the Awig-awig or pararem of each Customary Village.
In the context of guidance and supervision, the Regional Ranking Organizations (OPD) involved are:

1. Change and transformation are not impossible if supported by various components of society .
Changing behavior and habits requires a joint commitment of all stakeholders by involving the Customary Institutions and Indigenous Peoples .
2. Through a local religious and cultural approach, "Tri Hita Karana" in particular "Palemahan": human relations with the environment can be used as a foundation and the potential to facilitate building joint commitments in reducing the use of plastic bags so that plastic bag waste generation can be reduced.
3. In order to reduce the generation of plastic waste in general, create a waste bank activity to facilitate the management of other plastic waste that has economic value and has been determined through the Regulation of Regent of Badung Number 48 of 2018.
