Prior to the XYP initiative have been put in place the government did not have dedicated communications to exchange its data. Each entity has developed its own information systems including infrastructure mean creating the broader issues that extremely difficult to solve without a significant amount of fund.
To having possibilities to exchange data between government entities, decrease the number of steps in order to provide government services for fast pace by eliminating the additional requirements that cause having extra documents from its customers. In 2017, the government of the mongolia started to develop its own version of the data exchange system named it XYP the system that allows all the systems, databases to communicate with each other without any additional translation or convertors in real-time using SOAP 1.2 protocol.
(For example, in order to have driver license a person could've spent at least 2-4 hours by visiting 5 different entities to collecting reference of ID card, reference of residency from Khoroo, license fee payment slips, notary center to proving all those documents and license issuing center), Once the system in place customer can order his/her driver license using the only internet-connected personal computer or tablet or even cell phone spending fraction of time.
So far, more than 176 references deliver through XYP on a daily basis.

XYP (exchange your platform) triggers the private sectors' involvement in providing fast-paced government services. The banks, mobile operators, car dealers, real estate agents using government data in real-time to identifying their customers, accessing their financial records, insurance information, social insurance records, and so on. It also provides the smooth and deliberate transformation from traditional public services into online services by decreasing public services spending both for the government and private entities.

The government data exchange platform operates with all the information systems that developed prior to its launch, also it completely helps all the participants to engage equally, aligning tax-collection and return (e-barimt) system collectively encouraging the private entities to file taxes online. Allowing the government entities to confirm the tax reports with no time delays.

The social, economic terms are crucial for its success, the Mongolian governments' establishing "citizen-centered government services" goal can not succeed without XYP (exchange your platform system).

Having possibilities to exchange government data brought a ton of opportunities for both service providers and their customers. Spending of public administration is expected to decrease respectively 20% in three years due to traditional services transactions by decreasing its front office employees and administrative expenditures.

Prior to establishing XYP (exchange your platform), the average citizen could spend a minimum of 3 hours roughly 16,000 MNT (approximately 7USD) by visiting multiple government organizations acquiring a number of references and certificates in order to get public service. The system allows the citizen to access public services using internet-connected personal computer or tablet or mobile phone and acquire any references they want without visiting a single agency. Decreasing a number of steps and bureaucracies was the one of the main objectives of this initiative.

Learning from best practices especially Estonian E-government initiatives were the biggest motive to establishing XYP (exchange your platform) system. In 2017, 159the resolution of the Mongolian Government paved the way to kick-off the system and National Data Center was responsible for the development of the system under the Communications and Information technology authority's supervision. After the trial of the system, the cabinet of Mongolia evaluated it and strongly urged all the government entities' involvement.
b. Please clearly explain the obstacles encountered and how they were overcome. (100 words)
Most of the government organizations have been developed their own information systems including infrastructures already prior to the XYP system which was extremely difficult to communicate with each other (establishing proper communications required a significant amount of funds). Moreover, nearly all of them having a purpose for providing a suitable environment to exchange data within its core system. XYP (exchange your platform) provides perfect solutions to creating platform that allows different systems and databases to work together seamlessly mean stirred its purpose for the beginnings.

Prior to the XYP (exchange your platform), the majority of the government entities have placed their information systems including information system infrastructures. Some of the were able to work with each other but most of them were not. Creating a suitable environment for connecting was required another chunk of funds from public spending. On the other hand, XYP enabled all those systems, databases to connect with each other by using SOAP 1.2 protocol with minimum effort. After more than 2 years its development is still in progress but the system showed and proved its usefulness already.
b. Please describe, if relevant, how the initiative drew inspiration from successful initiative in other regions, countries and localities. (100 words maximum)
Korean government's E-government establishment, Estonian E-Government initiatives were among the top examples for this and the biggest contribution came from the inside (National Data Center willingly agreed to develop the XYP system and fund it). Transforming public services online decreasing the bureaucracies changed many for good. Similarities between the Estonia and Mongolia were significant and challenges that Estonians overcome with exactly the issues Mongolia has been facing.

Estonian governments' E-Government initiatives specifically X-ROAD (data exchange platform) was the idea that motivates to create and establish the XYP system. The similarity between the countries and public service structures were the main factors for adopting the idea.

The National data center was the top contributor to developing the system based on its full capacity. Using its properly trained engineers and know-how.

E-Government national plan and 4th industrial revolution would not succeed without proper systems such as the XYP system. The whole initiative is expected to cut public spending by 20 or more percent over three years and more means it is crucial for social and economic transitions.

The whole idea of E-government initiative to make public administrations more transparent, efficient, and more productive using fewer human resources with zero bureaucracies at the same time public services more timely and easy to access them. The idea requires the involvement of all participants including government organizations, public and private sectors. It is expected that the behavior of government services will change over the course and it will be completely beneficial for ordinary citizens rather than pubic entities. Transparency of public administrations will increase and work more effectively within its responsibilities.

Prior to the XYP system, almost every data belong to the government and access them were not as easy as it today. The banks, mobile operators, insurance agencies were asked their customers to bring all the evidence with them. Having all the necessary data in hand means more opportunities to create new businesses initiate new ideas for private sectors. For example, a newly created "Gerege app" uses verification using the XYP system, allows its customers to access the traffic citation record to utility bill payment services.

At this stage, after more than two years of its initial launch, the XYP system is still under development to adopting other creative ideas and initiatives to comply with specific requirements of some of unique public services especially for obtaining a special license, registration and transfer related regulations.
