Please briefly describe the initiative, what issue or challenge it aims to address and specify its objectives. (300 words maximum)
Nowadays, we are living in times of VOLATILITY, UNCERTAINTY, COMPLEXITY and AMBIGUITY (VUCA world). As Civil Servants facing the challenges of the 21st century challenges, we are forced to cope with the question on how the public sector should increase sustainable quality of life services within the society. Addressing this challenge, the Israeli government launched the idea of building a sustainable and forward-looking Talent Management strategy that identifies, recruits, trains, places and promotes a managerial talent in the Civil Service. 3 basic assumptions led us to this idea: - HR is one of the most important assets of Israel; - Israeli Society encompasses a landscape of young and talented leadership strata/ layers that had not continuously integrated systematically in the public sector as a critical mass; - As we all know, Public Sector has the potential of advancing the society and the state. Hence, our vision was to create a critical mass of talented and exceptional human assets coming from various factions of society and are devoted to the Public Service, and consequently will join the Israeli Civil Service to function as a catalyst of change. In order to realize this vision, our mission was to establish a Civil Service Cadet Program that addresses two main competencies: - Grooms and develops a management cadre that enjoys a unique, innovative, theoretical, and practical training to manifest and deepen its understanding of the Israeli Public Sector, and the challenges it faces on both global and domestic level. - Integrate the respective cadre wisely, gradually and systemically in positions of authority, leadership and influence, both as an individual entity and as a group utilizing innovative-oriented cross boundary collaboration between units, agencies, ministries and sectors in order to improve Public Sector Performance for the purpose of aggregating the quality of life within the society.

The Civil Service Cadet Program is an institutional mechanism that promotes accountability and governmental cross-boundary collaboration by 2 means: It examines the society's needs and demands from a wide-ranging system-level perspective as opposed to the ministerial level by focusing on four sectors -Education, Healthcare, Welfare and Local government. These systems constitute 85% of the workforce in the Israeli Public Service Sectors being the key service provision facilitators to the citizens. Within the scope of each system, it identifies the ‘targeted key positions’ that should be filled by the cadets for the purpose of promoting civil service performance and reducing inequalities.

Utilizing the professional and motivational spirit of the cadets, they are placed on various different systemic junctions, taking under consideration the global and local needs. Hereinafter, we will demonstrate few of our alumni occupations: -Head of Gender Equality Division, Civil Service Commission. Promotion of several projects on the national level such as laws and policies that advance gender equality. (SDG5) -Head of the Area of Contaminated Land, Ministry of Environmental Protection. Responsible for coordinating inter-office projects of 'clean-up' encompassing, previously, contaminated land and preparing the respective lands for (lucrative) use (primarily for construction). (SDG12) -National project management and programs in the field of medical technologies, Ministry of Health. Indorses the promotion of cord blood banks, genetics, regulation of clinical trials and more. (SDG3) -Other alumni from the Ministry of Welfare and Ministry of Health promote the development of inter-ministerial policies to reduce the effects of poverty on health.(SDG1, 3) -Head of Project Management of developing fuel substitutes. Responsible for encouraging the private market and research entities to develop proper technologies.(SDG7) -Head of Development and Implementation of mechanisms for coordinating various infrastructure bodies, Ministry of Transport. Serves as facilitator in synchronizing work to promote integrated infrastructure effectively. (SDG9)
b. Please describe what makes the initiative sustainable in social, economic and environmental terms. (100 words maximum)
Our alumni are spread throughout more than 30 ministries and agencies, and are divided into 6 clusters: -Social: health, welfare and education; -Economic and regulation; -Developing and managing nature (natural) resources and infrastructures; -Governance and Macro Units; -HR developing and managing; -Digital transfer and Cyber. The organizational logic of the cadets' placement is systemically-oriented and not ministerial-oriented. Among and within the clusters, our alumni collaborate with each other because they were recruited, trained and placed around the understanding that promoting inter-ministerial topics are more imperative than promoting the ministry itself – providing solutions for the provision of quality of life services.

a. Please explain how the initiative has addressed a significant shortfall in governance, public administration or public service within the context of a given country or region. (200 words maximum)
The Israeli public service lacks some collaboration mechanisms, The Israeli Civil Service includes more than 20 ministries and 60 sub-governmental units (~75,000 employees). Consequently, the concern surrounding the quality of life surfaces across multiple ministries and units. The Civil Service Cadets program attempts to address this problem utilizing its unique placement method ensuring that the cadets stand in diversity in a systemic impact junctions, to help the ministries to cooperate harmonically over common issues. Our best regional example for this, is one of Israel's national missions- the need to develop the Bedouin population in south of Israel economically and socially (a unique minority In Israel). Unfortunately a big part of this problem stems from the regular working methods utilized by the government. The Civil Service Cadet Program offers a different working method proposing a variety of cadets to be placed within different ministries (economy, welfare, agriculture and interior) enabling them to address this problem from multi-dimensional perspectives. Using their common language they were able to correctly examine the Bedouin populations' needs; creating more adaptable policies; enhancing trust towards the civil service; and extracting the main obstacles faced towards development within the Bedouin population (SDG10)
b. Please describe how your initiative addresses gender inequality in the country context. (100 words maximum)
Israel's Public Service Sector contends with the challenge surrounding the proportional representation of all groups of society. The latest governmental report of 2014, found that 65% of the civil servants are women, but only 20% assume senior positions within the civil service. The Civil Service Cadet Program is a fast-track for women to be placed in key positons. Today, the program represents 53% women and 47% men. When recruited it serves as an effective mean for correcting distortions and affording equal opportunity based on personal ability. Also, it’s a main focus embedded in the cadets' curriculum during the training stage.
c. Please describe who the target group(s) were, and explain how the initiative improved outcomes for these target groups. (200 words maximum)
The Civil Service Cadet Program aims to provide a national solutions on a Meta-level. By using its recruitment, training and placement strategies, it helps to provide effective solutions for the citizens. Therefore, we lay emphasis on main populations that help us in the decision-making process: 1. Populations that come from geographic and social periphery- Within the context of Israel, we take under consideration inequalities between the center and the periphery, and intending to promote disadvantaged and marginalized population groups. 2. Populations who are marked and considered to have a lack of representation within the labor market per the Israeli government such as: Arabs, Ultra-Orthodox Jews, Ethiopians, People with Disabilities and Gender Inequalities. We do care that every class of cadets will be composed of the various segments of the Israeli society in order to raise awareness about the subjects both within the framework of the training, as well as within the placement period. As it is known, when civil servants represent the numerous segments of the society, they are able to promote initiatives and become more sensitive towards the different characteristics and needs of each population segment.

a. Please describe how the initiative was implemented including key developments and steps, monitoring and evaluation activities, and the chronology. (300 words)
The Civil Service Cadet Program was established under a previous program called "Atidim- cadets for public managment"(1.0 generation) who has won an award from "The Israeli Movement for Quality Government" and had a 150 alumni and 6 classes. Under the government resolution 4473 in 2009, it was decided that this program became a central key initiative with great importance for the Impact of the civil service. The government announced the establishment of a "Steering Committee - Cadets for Public Administration" to be recommended in the continuation of the program. Under the resolution 1244 on January 2010, the approval of establishing the Israeli Civil Service Cadet was granted. (2.0 generation) Per the respective resolution, it was decided that the program will be managed, exclusively, by the government in order for the program's curriculum and policy will meet government demands. The Civil Service Cadet Program is placed under the Civil Service Commission which is sub-governmental agency within the Prime Minister's office. . The Civil Service Cadet Program includes 7 classes – 6 of them have finished their training stage, and are placed within different positions throughout the ministries and agencies. During 2016 after 4 classes have opened, a new strategy was decided after an external company has evaluated the program. This evaluation process created the new cadets model 3.0 generation. Throughout its years, the program was re-evaluated and adjustments were made to keep the concept relevant. Today, the program is one of the leading programs in Israel incorporating unique and innovative stances.
b. Please clearly explain the obstacles encountered and how they were overcome. (100 words)
Two main obstacles: 1.Traditional working environment vs. innovative talented cadets 2.Equality vs. Excellence Overcoming the obstacles by communicating these narratives: -There is enough room for all. There is no expectancy to the Cadet Program, if the civil service will not seek a path to promote existing talented employees who haven't participated in the Program. -May the best win. The cadets should get their first position through our placement mechanism, while the second position- on their own. -None of the cadets becomes a senior manager from the very first start. -There is a great potential for units in recruiting/absorbing cadets.

The training stage includes a few innovative practices that combine the compilation of cadet's backgrounds in each class, and their future ability to promote SDG's. For example: 1."Borrowed Identities" – during the training stage the cadet is given a borrowed identity of a represented prototype from the Israeli society to understand through his lens governmental acts. 2.Accelerators for encouraging innovation in SDG's – creating new ideas alongside and in collaboration with top executives in the public sector to promote innovative policy within this framework. 3."Sights"- a unique method that enables the cadets to accompany SDG's policy makers.

One of the main principles of the cadet program has to do with creating and enhancing a variety of interfaces with international leading training programs and institutions. The Civil Service Cadet Program models 1.0 generation and 2.0 generation drew inspiration from previous models from across the world. For example: 1. The Civil Service Cadet Program has become a model of excellence for grooming the public service elite, and as a result, as one of the keystones of a national strategic Talent Management initiative that Nurtures Change Agents for the entire Public Service Sector in Israel - Atudot Le’Israel. The Israeli Government adopted this strategy in July 2016. In order to address the decentralized structure of the Public Service Sector, one of the main pillars is to create a flow of various managerial programs that extend from the ethos of the Civil Servant, to paving paths of excellence within the Public Sector such as Civil Service Preparatory Programs, proceeding with Cadet Programs (for the civil service and cadets for the local authorities), creating 'on-the-job-training' for Mid-Level Career management programs, and finally culminating within system-wide leadership programs for senior management. These programs build an “inventory” of managers who will become competitive assets, who in the later stage, fill in the most important positions (the targeted key positions) in the Public Service Sector. As mentioned, the Civil Service Cadet Program was the first concrete initiative upon which other successful programs derived from due to its wide-ranging experience.

As mentioned above the Civil Service Cadet Program has been adapted by different ministries and agencies.

We utilize knowledge, time and human resources to ensure that the program runs on a track of excellence, here are a few of our resources: - Yearly Fixed annual budget - Facilities for training and placement - Governance - Executive board and outsourcing resources (Academic and non- Academic) - Human Recourse- 12 employees at the headquarter's department.
b. Please explain what makes the initiative sustainable over time, in financial and institutional terms. (100 words maximum)
The Civil Service Cadets Program is using a few elements to assist in becoming sustainable: • Budget – a yearly fixed annual budget and partnership with Budget Division and Accountant General within the Ministry of Finance. • Legal - The program receives assistance regulating unique screening and placement procedures designed for the program. • Governance - a strong executive board and in fixed term / Head of Department also in fixed term and reports to the executive board. • Using a Unique Placement Model – "personalized suit"- we first determine the systems' needs and demands, and then refer to the cadets’ preferences.

It was evaluated by an external company 'Lotem Strategies Group', The Survey Population included: -Alumni of the training stage (classes 1-3); -Mentors/supervisors (mentors of past and current cadets, whether they are also the cadets’ supervisors or not, classes 1-4); -Supervisors of cadets in the placement stage (classes 1-3); -Other interested parties. The survey questions were divided in two: Part 1 deals with what has been done thus far Part 2 deals with strategic thinking and the future of the program An assessment survey is planned to be conducted every two years, in order to continue improving all aspects of the program.
c. Please describe the indicators and tools used. (100 words maximum)
Data Collection and Sample Size In order to answer the survey questions, the data analysis was based on: -Existing material – surveys and position papers, feedback from cadets from earlier years, assessments and research in the field of evaluating other programs, and a survey of research tools for assessing effectiveness; -Focus groups – three focus groups, with a total of some 30 participants; -In-depth interviews – 20 semi-structured in-depth interviews were held with interested parties, including 10 supervisors, as an in-depth preliminary stage for drafting the surveys; -Online questionnaires – were filled by 75 alumni (out of 86=87%) and 46 mentors/supervisors (out of 120=38%).

What were the main findings of the evaluation (e.g. adequacy of resources mobilized for the initiative, quality of implementation and challenges faced, main outcomes, sustainability of the initiative, impacts) and how this information is being used to inform the initiative’s implementation. 1.High level of satisfaction with the following (alumni and mentors/supervisors): -program and its contribution to the individual achieving goals -Placement and its method -Networking -The program’s impact on the civil service -The program's unicqeness comparing to other programs. 2.The mentors/supervisors think that the highest added value that the program alumni bring to their units is in the value of commitment to working in the civil service, enthusiasm, passion and inter-personal skills. Also, they see the alumni as people who make an impact on their environments, create an atmosphere of change and instill a high sense of capability. 3.Medium-high level of satisfaction with the Internship component 4.Medium level of satisfaction with the training program – most alumni think that the training period is pretty long and that a few modules should be improved. 5.The alumni were split in their answers to the question of the Academic component within the training stage The findings have been assimilated through a strategic change in the program's structure as the following: -Shortening the training stage into a year and a half instead of two years. -Providing the cadets with a voucher to any relevant MA degree. -Creating additional positions within the Cadet's department in the Civil Service Commission.

Please describe how the initiative strives to work in an integrated manner within its institutional landscape – for example, how does the initiative work horizontally and/or vertically across different levels of government? (200 words maximum)
In Israel if you wish to improve any matter that concerns the public’s quality of life, you will have to pass a long way to get there. On one hand, the problem arises within the public sector to be culturally-inflexible in collaborating between units, ministries, local and governmental agencies and sectors, while on the other hand, the public should not be concerned about this constraint. One of our solutions to those challenges was to establish an innovative-oriented network structure that was mentioned as one of the case studies within the OECD's report "Fostering Innovation in the Public Sector"(Apr.2017) In this sense, there are more than 160 alumni of the Civil Service Cadet Program that are spread in more than 30 ministries and agencies and are divided into 6 different cluster: -Social: health, welfare and education; -Economic and regulation; -Developing and managing nature resources and infrastructures; -Governance and Macro Units; -HR developing and managing; -Digital transfer and Cyber. Within each cluster and between clusters, our alumni networking with each other since they were recruited, trained and placed around the understanding that only collaboration can assist in improving the performance of Israel’s Public Sector, and therefore, the citizens’ quality of life.

The 2030 Agenda for Sustainable Development puts emphasis on collaboration, engagement, partnerships, and inclusion. Please describe which stakeholders were engaged in designing, implementing and evaluating the initiative and how this engagement took place. (200 words maximum)
The Cadet Program is essentially an interagency partnership- The Civil Service Commissioner is leading the executive board partnering with the Director General of the Prime Minister Office, the Director of Budgetary Division from the Finance Ministry and 3 public representatives that accumulated vast experiences in impacting and mobilizing transformations. The board is responsible for strategic designing and monitoring the program's policy. The training and placement of the cadets provide us with interfaces of all organizations, initiatives and ideas within the general public sector and within the civil society. The program operates directly within 50 government offices and government units, including continuous contact with approximately 300 supervisors and mentors, of whom are mainly senior staff. In addition, the prime minister's office ("Atudot Le’Israel" department) exposes us to partnerships and interfaces with over 20 leading programs in the national and local level and with the 4 systems of: Education, Labor and Welfare, Health, Interior and with key assistance from outside entrepreneurs coming from the private sector and leading organizations within the Civil Society.

Please describe the key lessons learned, and how your organization plans to improve the initiative. (200 words maximum)
Israel has been taking actions to promote SDGs within the public sector. The program is a unique opportunity to make a difference within the diverse scope of dimensions using a professional goal-oriented leaders. Realizing the most important aspect, is collaboration, thus, the "Alumni in the Center" strategy was adopted. This strategy: - Transfer of the central focus of the Cadet Program towards the development of a significant alumni program, on a personal and network level, which aims to form the core of the activity alongside the training program and support of the alumni's practice in promoting SDGs; - Expands the circle of influence through the program placement model and developing additional courses of activity for the program's peer network (in parallel with the program's alumni network); - Tightens the curriculum taking under considration international challenges in the medium and long-term strategic planning; - Strengthens collaborative interfaces in an institutionalized and systematic fashion through the knowledge and experience gained within the cadet department in the Civil Service Comission, including the connectiontowards the international interface developed in the department. - Set Changes in training stage format. - Strengthens the interfaces of the cadet department with the training team and the cadets on the ground.
