Question 1

Please briefly describe the initiative, what issue or challenge it aims to address and specify its objectives. (300 words maximum)
The Russian Federation has the largest territory in the world, consisting of 85 constituent entities. One of the main tasks of the Federal Service for State Registration, Cadastre and Cartography (Rosreestr) is to provide high quality and accessible services for state registration of real property rights and state cadastral registration of real property units throughout the country and for all categories of persons. In this regard, since January 1, 2017, Rosreestr has been implementing an initiative to ensure extraterritorial reception and processing of documents for state registration of rights and cadastral registration. The extraterritorial principle of submitting and processing documents for state cadastral registration and state registration of rights is an opportunity for citizens and businesses to apply for registration of rights to real estate and cadastral registration online or in the office of reception and issuance of documents regardless of the location of the property. In other words, a resident of Siberia does not have to go to Krasnodar region, to register the inherited house by the sea. The citizen can submit necessary for carrying out cadastral registration and real property right registration documents and get certifying documents in the region of his permanent residence. Thus, a person saves a lot of effort, money and time.

This initiative increases the accessibility of public services for all categories of citizens without exception (socially vulnerable, people with limited mobility, citizens living in remote regions from administrative centers) by eliminating obstacles such as geographical distance, income, mobility and other factors, depending on the characteristics of the Russian region. The initiative is also relevant to leaving no one behind.

Rosreestr’s initiative contributes to the effective implementation of the 2030 Agenda for Sustainable Development, as it promotes implementation of the following Sustainable Development Goals (SDG): SDG 5: Achieving gender equality and opportunities for all women and girls, including targets 5.5, 5а, 5b, 5c; SDG 11: Openness, security, resilience and environmental sustainability of cities and settlements and reaches the targets 11.1, 11.3, 11a. The implementation of SDG 11 is possible due to the fact that the initiative of Rosreestr with the help of innovative technologies makes services on state registration of rights of real property (houses, apartments, land and other real property units) open to public and fast for all categories of citizens without exception services
b. Please describe what makes the initiative sustainable in social, economic and environmental terms. (100 words maximum)
The initiative to provide public services for registration of rights and cadastral registration of real property units on the extraterritorial principle is provided for the applicant by Federal law No. 218-FZ of 13.07.2015 "On State Registration of Real Property" (part 2 of Article 18) entered into force on January 1, 2017. The initiative has been implemented throughout Russia according to uniform requirements and for all categories of citizens without exception.

a. Please explain how the initiative has addressed a significant shortfall in governance, public administration or public service within the context of a given country or region. (200 words maximum)
Implementation of the initiative ensured equal access for citizens to the public services of Rosreestr, as well as compliance with the terms established by the legislation for their provision throughout the country. The importance of this initiative is due to the large size of the territory of Russia, as well as the geographical features of its regions. In addition, when submitting documents for state cadastral registration and state registration of rights on the extraterritorial principle with the use of contactless technologies (for example, online services and the service "Personal account of the rightholder" (https://lk.rosreestr.ru) corruption risks are reduced due to the fact that the citizen practically does not interact with the official. At the same time, extraterritorial reception of documents implies a single federal (national) queue and extraterritorial processing of applications, in connection with what balanced workload redistribution is provided to the state apparatus.
b. Please describe how your initiative addresses gender inequality in the country context. (100 words maximum)
Extraterritorial provision of public services implies the unified procedure and equal access to registration of property rights to real property units, as well as cadastral registration for all categories of individuals, including women. It contributes to the safety of women, secure property rights, as they do not need to travel to another region of the country.
c. Please describe who the target group(s) were, and explain how the initiative improved outcomes for these target groups. (200 words maximum)
Target groups within the framework of the initiative are individuals and legal entities, owners of real property. The main results are the affordability of housing, reduction of time and financial costs, ease of obtaining public services for these target groups.

The initiative was implemented in the following stages: 1) Development of new legislation in the field of state cadastral registration and state registration of real property rights; 2) Harmonization and verification of data of the State Real Property Cadastre (data on real property units, their characteristics) and the Unified State Register of Real Property Rights and Transactions (data on rights, transactions and restrictions on real property units); 3) Digitization of regional archives, gradual consolidation of regional databases on real property; 4) Creation of the Unified State Register of Real Property (unified database of real property units and real property rights), implementation of the procedure of simultaneous cadastral registration and state registration of real property rights. 5) Creation of an electronic service to support extraterritorial processing of documents and provide public services.
b. Please clearly explain the obstacles encountered and how they were overcome. (100 words)
The main obstacle to the implementation of the initiative was the need to concentrate a huge amount of data on real property units and rights to them in a unified information resource. Rosreestr managed to overcome this obstacle by harmonizing and verifying all the data on real property units and rights to them.

The initiative was implemented using the latest digital technologies, which were not previously used in the provision of public services for registration of rights and cadastral registration of real property units. The extraterritorial principle was first time implemented on the territory of the Russian Federation in order to simplify the procedure of cadastral registration, real property rights registration, management and administration as well as provision of relevant public services for all categories of citizens to secure their rights.
b. Please describe, if relevant, how the initiative drew inspiration from successful initiative in other regions, countries and localities. (100 words maximum)

The initiative on extraterritorial processing of documents and provision of public services has been implemented in all regions of the Russian Federation and can be implemented in other public service spheres and countries.

The experience of the Russian Federation in providing public services for registration of rights and cadastral registration of real property units on the extraterritorial principle is of interest to other countries, including the CIS Member States, and can be adapted to any conditions. Rosreestr is ready to share experience on implementation of the extraterritorial principle.

The initiative to provide public services for registration of rights and cadastral registration of real property units on the extraterritorial principle has no restrictions on the time of use, is carried out according to the legislation of the Russian Federation, it is demanded by citizens and business that is proved by constant growth of demand.

The initiative is evaluated by the World Bank in the "Doing Business" ranking of economies on the indicator "Registering Property" and its results are published in the annual report (https://russian.doingbusiness.org/ru/rankings). An annual World Bank study evaluates the ease of doing business in 190 economies based on 11 indicators, which form a report. The "Doing Business" ranking on the "Registering Property" indicator is carried out according to the World Bank published methodology, which establishes certain assumptions regarding the parties to the transaction, property and procedures for the purposes of comparability of data for different countries (https://russian.doingbusiness.org/ru/methodology/registering-property). Rosreestr keeps separate statistics on the reception of applications on the extraterritorial principle.
c. Please describe the indicators and tools used. (100 words maximum)
The following criteria are taken into account in the World Bank's assessment of registering property systems: efficiency of transferring property; quality of land administration; reforms and others. Internal evaluation is carried out by Rosreestr on the basis of statistical reporting forms.

What were the main findings of the evaluation (e.g. adequacy of resources mobilized for the initiative, quality of implementation and challenges faced, main outcomes, sustainability of the initiative, impacts) and how this information is being used to inform the initiative’s implementation. According to the World Bank Report published on October 24, 2019 (https://russian.doingbusiness.org/ru/data/exploreeconomies/russia#DB_rp), Rosreestr’s service for real property registration, which also includes the provision of public services for registration of rights and cadastral registration of real property units on the extraterritorial principle, was among the leading indicators of Russia in the "Doing Business" ranking. According to the presented data, the Russian Federation retained its positions 2018-2019, taking 12th place among world economies in the indicator "Registering Property", which is in the competence of Rosreestr. Rosreestr's statistics show steady growth of demand for the provision of public services on an extraterritorial basis. In 2018, the increase in the number of applications (332,245) for the provision of public services on the extraterritorial principle amounted to more than 80% compared to 2017. For 9 months of 2019, 311,237 applications were processed on an extraterritorial basis.

To provide public services on the extraterritorial principle, separate offices are allocated in each constituent entity of Russia. List of offices where you can apply for registration of rights to the property located in other regions, posted on the official website of Rosreestr www.rosreestr.ru. (subsection "Offices and reception. Pre-registration at the reception"). In order to implement this initiative, Rosreestr has carried out work on combining 85 databases of the constituent entities of the Russian Federation on real property units and rights to them into one database, as well as carried out their harmonization and verification. Thanks to this, it is also possible to create a single federal (national) queue for processing applications of all categories of persons, as well as the implementation of state registration of rights and cadastral registration, regardless of the location of the property unit.

Rosreestr, its territorial bodies and subordinated institutions together with federal state bodies and bodies of the constituent entities of the Russian Federation, physical persons and legal entities, professional community and business.

Please describe the key lessons learned, and how your organization plans to improve the initiative. (200 words maximum)
Implementation of the initiative required the development of new legislation in the field of registration of real property rights and cadastral registration of real property units, including the use of common approaches to its formation and methods of information collection. The gradual consolidation of databases of the subjects of the Russian Federation into one database, as well as the harmonization and verification of data on real property units brought the quality of data to a new level and provided a single access point to all information about real property units and rights to them in the country. The experience of creating a single database and applying the extraterritorial principle of providing information and processing documents is planned to be introduced in the provision of public services in other areas. Today in Russia, the cadastre and registration system of Rosreestr, including through the implementation of the initiative to provide public services on real property rights registration and cadastral registration of real property units on the extraterritorial principle, provides 3 public services in 1 second.
