Please describe the objective of the initiative introduced (200 words maximum)
Based on the vision of Dubai Municipality to develop a "Happy and Sustainable City", Dubai Municipality has launched a pioneering initiative called "Smart Management for Sand Excavation” to promote sustainability in social, environmental and economic aspects by recycle sand excavation and transform it from waste into value-added material, and to serve public in a good way. The main objectives of the initiative are: • Recycling and optimal utilization of natural resources. • Stop depletion of land and reduce landfills and dumping area. • Raise the efficiency of the construction process by organizing and accelerating the excavation stage process for backfilling and shifting the sand excavation. • Reduction of technical abuses and violations by transport companies and misuse • Increase municipal revenues. • Reduce carbon footprint and CO2 emissions, protect the environment and reduce pollution and depletion. • Reduce the cost of construction in the Emirate of Dubai by reducing the cost of transport and governance the price of buying sand. • Facilitate the construction process for low-income citizens by providing them with free-of-charge sand for their own housing. • Increase customer satisfaction and encourage real estate investment in Dubai.

This initiative is aim to serve public and promoting sustainability: Social aspect: The project spreads happiness to all segments of the society,especially low-income citizens by providing their private homes with sand backfilling free of charge, reducing the cost of sand supply.all Dubai residents will enjoy clean,safer environment and enjoyed less congested roads Economic aspect: Reduce the construction cost in Dubai by (1.8 Billions DHS) by reducing the transportation cost ,increase revenue by 137% ,governance sand backfilling price to be (10 DHS /m³),rationalization of government expenditures Environmental aspect. *Reduces trucks traveled distance,reduceCo2.Reduces depletion of beach sand,protecting the ecological system and diversity by recycle the sand excavation. *Reduces no.landfill areas for excavation outputs,investing lands for other purpose.

This initiative is achieving Agenda 2030 by targeting sustainable city and communities: Social aspect: spreads happiness to all segments of the society,especially low-income citizens by providing their private homes with sand backfilling free of charge,reducing the cost of sand supply for all stakeholders related to construction field .all Dubai residents will enjoy clean environment,safer environment and enjoyed less congested roads, it resulted new service "Sand Supply" to meet public demand. Economic aspect: Reduce the construction cost in Dubai by (1.8 Billions DHS) by reducing the transportation cost ,increase revenue by 137% ,governance sand backfilling price to be (10 DHS /m³),rationalization of government expenditures Environmental aspect: *Reduces trucks traveled distance,reduceCo2.Reduces depletion of beach sand,protecting the ecological system and diversity. *Reduces no.landfill areas for excavation outputs,investing lands for other purpose.

Please explain how the initiative has addressed a significant shortfall in governance, public administration or public service within the context of a given country or region. (200 words maximum)
The initiative resulted in a new service“Sand supply service” and promoting sustainability in all aspects ,reducing the cost of transportation and construction by governance the sand purchase price from 22to10 AED/m³. Conservation(2.8 million m³)of beach sand, converting 2.6 million m³ to factories for recycling.Supply sand to government authority and citizen’s house free of charge.Increasing revenues,Rationalizing expenditures. The initiative contribute to reduce the distance traveled by trucks at a rate of 50 km/trip total of(215 million km) by balancing between the demand and the need in the shortest possible distance instead of sent to Al- bayada landfill. In addition to cancel the need to establishment(3)new dumpsites and what is expected to effect in pollution of the environment. 137 suspended projects were been filled by 5.6 million m³,which have been suspended due to the global financial crisis,which poses a danger to health,environment and safety of the neighborhood, and the inability to find a solution to deal with them, where the initiative contributed to provide sand to cover these projects to be safe. The initiative has contributed to develope construction field in Dubai for all stakeholders (developer /owner /contractor) by providing the required quantities of sand for construction purposes as quickly as possible with lowest prices, which contributed to the development of real estate investment.

1- Bringing new service into the existence “Buying sand service” to meet the needs of the Customer. 2- Invented "Smart Sand Map" for Balancing supply and demand between construction sites in short distance. 3- Using smart systems "Building control system" to collect all data related to construction and sand excavation in Dubai. 4- Adopting Makani (My Location) is Dubai Municipality’s free smartphone application, assigns a 10-digit number to every building in Dubai on a digital map and guides users to the location — down to its front door or main entrance). 5- Using Al-Rasid tracking for monitoring the trucks. 6- Introducing innovative means of communications with customers such as general message/video conference. 7- Using the latest GIS surveying tools to calculate the amount of sand in site. 8- The idea received Accreditation Certificate from GINI (Global Innovation Institute) as tier # 3 Value Creation 9-The first initiative of its kind in the world for recycling sand excavation and convert it to value-added materials

This initiative was the first of its kind in the world resulted in less cost, leading to higher level of customer satisfaction. The idea originated on 2014 since there were many obstacles and issues in the construction sector because of the global financial crisis. Those construction sites were suspended especially in the excavation stage because of high cost and the delay due to lack of sand quantities and monopoly of transport companies,that caused many technical violations in the sand market in Dubai. It has become a major challenge to solve the problem that poses a threat to investment opportunities, people's lives,neighborhood and environment.

Several delegations from municipalities from other emirates in the UAE visited DM to view and take experience for the mechanism of sand trading regulation and to see the latest technology used such as: Sharjah Municipality Delegation on 22/02/2016 Fujirah Municipality Delegation on 23/01/2017 Al -Ain Municipality Delegation on 13/11/2017 Umm Al Quwain Municipality Delegation on 18/12/2017

a. What resources (i.e. financial, human or others) were used to implement the initiative? (100 words maximum)
The number of human resources required during the period of implementation of the initiative was determined based on the feasibility study of the initiative which was done in 2014. Six employees were their duties were defined according to their tasks and job descriptions. Determine the financial resources in the feasibility study (determination of wages and salaries and the total operational costs of the initiative) In addition to the knowledge resources required from the laws and regulations governing the circulation of sand in the Emirates. Identify the technical resources required to modify existing electronic systems and provide computers and equipment to measure the amounts of sand. The stockholders and internal departments supporting the implementation of the initiative and its role in implementing the initiative were identified.
b. Please describe whether and how the initiative is sustainable (covering the social, economic and environmental aspects) (200 words maximum)
The initiative promoting sustainability in all aspects Environmental sustainability: 1. Reduce the distance traveled by trucks as total of (215 million km) by balancing between the demand and the need in the shortest possible distance instead of sent to Al- bayada landfill, which is a distance of 90 km per trip. 2. Reduce carbon dioxide CO2 emissions by 82,000 tons 3. Preserve the excavation sand as a non- renewable resource with (97% recycle rate). 4. Cancel the need to establishment (3) new dumpsites and what is expected to effect in pollution of the environment. 5. Conservation of 2.8 million m³ of beach sand. 6. Address abandoned and suspended project and protect lives, property and neighborhoods and prevent the negative effects that result and causes for that. Social sustainability: • The project spreads happiness to all segments of the society, especially low-income category of citizens by providing their private homes with sand backfilling free of charge and reducing the cost of sand supply in general from 22 to 10 DHS/ m³. On the other hand, all Dubai residents will enjoy clean environment, safer environment and enjoyed less congested roads. • High customer satisfaction= 95% which exceed the target. The initiative resulted in a new service “Sand supply service” and promoting sustainability in all aspects , reducing the cost of transportation and construction by governance the sand purchase and reducing traveled distance by trucks, which affected positively for foot print. Canceled the need for establishment new dumps and give opportunity to invest their lands.137 suspended projects were been filled by 5.6 million m³ of sand, conservation(2.8 million m³)of beach sand, converting 2.6 million m³ to factories for recycling. The 2030 Agenda for Sustainable Development puts emphasis on collaboration, engagement, coordination, partnerships, and inclusion. Please describe what and how stakeholders were engaged in designing, implementing and evaluating the initiative. Please also highlight their roles and contributions (200 words maximum)
The work team conducted several studies and analysis including Stakeholders analyses in all stages of the project; to be able to measure the effect of the change. The stakeholders (partners and dealers) were classified according to their degree of influence and degree of support, and the level of impact and how they were involved in bringing about change and implementation of the initiative.( Keep Satisfied (Saboteurs)/ Manage Closely/ Keep Informed/ Monitor) The Team assigned to find the solution used several channels to get input from different stakeholders, especially the internal partners from DM, in specific: Information Technology, Knowledge & Innovation, Environment, and Waste Management Departments. The team conducted meetings and brain storming sessions to discuss the possible solutions, then after agreeing on the final solution they prepared the work plan, Other channels used to get the input from stakeholders: • Customer Meetings. • Institutional Suggestion System • Complaints Channels. • Internal Self-Assessments. • Revenue/ expenses analyses

From DM perspective, this initiative can represent an excellent example for other growing cities to follow, especially the same country that have deep excavation and high rise building which produce a huge amount of sand excavation, and maybe in future there will be no need for municipalities to allocate landfills for construction & demolition (C&D) outputs. After this initiative, sand excavation transformed into environment- friendly, value-added products instead of being just a waste. The use of modern technology and systems of geographic systems and the smart map of the excavation sand to balance between supply and demand contributed to reduce the transporting sand cost and saving time and effort, and meet the needs of customers.
