بعد ثورة التعليم العالي وزيادة عدد الجامعات التي بدأت في أوائل تسعينات القرن الماضي ومواكبة لزيادة أعداد الخريجين نبعت فكرة التشغيل الذاتي لتوسيع فرص العمل للخريجين من الجنسين لذا تم انشاء مشروع الاستخدام الذاتى للخريجين فى عام 1998 وتطور حتى وصل الى الجهاز القومى لتشغيل الخريجين فى العام 2016 بموجب قانون مجاز من المجلس الوطنى ورئاسة الجمهورية .يعمل برؤية أن يصبح الجهاز مرجعاً والخريج مورداً لبناء الأمة ريادةً وإبداعاً وتميزاً.ورسالة نسعى لخلق الفرص وبناء قدرات الخريجين بكوادر بشرية مؤهلة تستخدم أحدث التقنيات والنظم الحديثة فى مجال ريادة الأعمال وبأحدث معايير الجودة فى مجالات: 1.وضع السياسات والخطط الكلية والقطاعية المتعلقة بالتشغيل والتدريب التاهيلى والتحويلى 2. ترسيخ ثقافة العمل الحر 3.وضع خطط لتطوير المشروعات المتوسطة والصغيرة وحاضنات الاعمال والمراكز الانتاجية وتوسيع قاعدة المستفيدين منها 4. توفير قاعدة بيانات أساسية عن الخريجين5. الشراكات الاستراتيجية اقليمية / محلية .لتوسيع دائرة المشاركة يقوم الجهاز بتوقيع عدد من الاتفاقيات والشراكات مع القطاع العام والخاص والجامعات الحكومية والخاصة ومنظمات المجتمع المدنى المحلية والاقليمية . يتم التواصل مع الخريجين عبر فروع الجهاز بالولايات والموقع الالكترونى الرسمى ومواقع التواصل الاجتماعى للجهاز ومركز مكالمات الخريجين

مساعدة الخريج / الخريجة فى بلورة فكرة المشروع وتبسيط الاجراءات التمويلية من البنوك او المؤسسات التمويلة / الحصول على التراخيص اللازمة لجعل المشروع قانونياً ومصادق للبيئة / تقديم دورات تدريبية نوعية مواكبة لسوق العمل / بعد مسح سوق العمل ومعرفة الاحتياج الحقيقى للتخصصات المطلوبة/ رعاية الابداع والابتكار من خلال حاضنات الاعمال التى أنشئت حديثاً .

العمل على الحد من العطالة وسط الخريجين / الخريجات داخل البلاد وتأهيلهم لسوق العمل الاقليمى او الدولى والمشاركة فى الجوائز الدولية للمشروعات
b. Please explain how the initiative has impacted positively a group or groups of the population within the context of your country or region (200 words maximum)
تم إجراء دراسة لقياس الاثر الاجتماعى والاقتصادى لمشروعات الخريجين خرجت الدراسة بعدد من النتائج منها : 1. إكتساب الخريجين للخبرة العملية فى إدارة المشروعات وبالتالى إكتساب القدرة فى التطوير التوسع لهذه المشروعات ، كما أتاحت هذه المشروعات فرص عمل لأفراد الاسرة مما أتاح تبادل الخبرات بين أفرادها . 2. أوضحت الدراسة إستفادوا من التمويل فائدة قصوى وفى مجالات مختلفة كمعالجة مشكلة البطالة ، الحصول على مصدر دخل شريف ، مساعدة الاسرة ، إكتساب المهارات والثقة فى النفس والاحساس بالمسئولية بجانب إكتساب الخبرة العملية فى إدارة المشروعات وكان أثر ذلك منهم فى التمويل مرة أخرى3.أحدثت هذه المشروعات أثراً إقتصادياً تمثل بجانب محاربة الفقر والبطالة فى توفير منتجات وخدمات يحتاجها المجتمع إضافةً لإمتلاك الخريجين لإصول تعينهم على الانتاج والاعتماد على انفسهم بالاضافة للمساعدة فى توفير فرص عمل لأفراد الاسرة 4.أحدثت هذه المشروعات على مستوى الاسرة متمثلاً فى تقليل إعتماد الخريج على اسرته بجانب قدرته على توفير إحتياجاته الخاصة بل وتوفير بعض إحتياجات الاسرة هذا الى جانب الاثر النفسى بإحساسه بإستقلاله مادياً ومعنوياً . 5.كان أثر هذه المشروعات إيجابياً على مستوى التعليم لهذه الشريحة حيث تمثلت الاستفادة فى تطوير مستواهم الاكاديمى عن طريق الدخول فى برامج دراسات عليا بجانب الالتحاق بدورات فى بناء القدرات إضافة لمساهمتهم فى تعليم أفراد الاسرة . .

انشاء الجهاز وفروعه بالولايات - انشاء مراكز تدربيبة للخريجين بجميع الولايات / انشاء محفظة خاصة بشروط ميسرة لتمويل مشروعات الخريجين بمساهمة البنك المركزى وعدد من البنوك بريادة مصرفين بالعاصمة وفروعهم بالولايات / عقد عدد من الشراكات مع عدد من المؤسسات المالية والتدريبية

المناهج العلمية والعملية التى اتبها الجهاز لتحقيق الاغراض المنوطة به أدت الى اقبال الخريجين وتفضيلهم للعمل الحر على الوظيفة وتشجيعهم للدخول فى مشروعات إنتاجية من شأنها تحسين الدخل المعيشى للخريج وتحقيق تطوره فى الحياة .التنسيق مع العديد من الجهات ساعد فى تتنفيذ الاستراتيجيات للدولة وإقناع العديد من الجهات بعد رؤية اثر مشروعات الخريجين للدخول فى شراكات إستراتيجية ذكية تخدم الهدف لاعام للجهاز
