Please briefly describe the initiative, what issue or challenge it aims to address and specify its objectives (300 words maximum)
"The millionaire from cricket of Saen Tor '' is implemented to provide people with enough income for their livelihood. This project improving the quality-of-life in the community and reduce poverty of people in the community. Poverty is a major obstacle to economic and social development. Especially Nam Phong District, Khon Kaen Province, there is an overview of the poor in 2019, totally 912 people from a population survey of 79,178 people, based on data from the Thai People Map and Analytics Platform (TPMAP) data management system at Ban Saen Tor, Village No. 8, Bua Yai Subdistrict, Nam Phong district,Khon Kaen Province. It is a village where people are mainly engaged in agriculture, which often faces the problem of low product prices, but the price of production factors has increased and physical problems made the farming unsuccessful. Farmers have no additional income. They have to borrow money from financial institutions or other sources of loan to be used for household expenses. Khon Kaen Province has provided a cricket to be the 1 of 6 economic animals that promotes to generate income for the people and to push Ban Saen Tor to be a village of cricket, the future food. At the provincial level, there is a way to develop Ban Saen Tor to be a provincial cricket outlet, by bringing various information to solve problems through the group community together. It is able to generate income for the people in the community sustainably. There is a turnover in the village of up to 27,300,000 baht/year. They are the first group of cricket farmers in Thailand that has received the most GAP (Good Agricultural Practices) standards, which have been certified to 21 farms from 30 farms across the country. It is known as “Thailand's first GAP cricket village”

“The millionaire from cricket of Saen Tor” aligns with the goal of Sustainable Development Agenda 1, the eradication of poverty. Sustainable Development Agenda 2 is to eradicate hunger and increase food stability. Sustainable Development Agenda 5 promotes gender equality. Sustainable Development Agenda 1, poverty eradication At present, raising crickets can generate income to the people covering 111 households. People have more income approximately 337,000 baht per household per year and made money to the village as much as 27,300,000 baht per year. Sustainable Development Agenda 2: eliminating hunger and ensuring food security. They have 273 tons per year of cricket production and more income almost 4,550,000 baht per generation. They can raise 5-6 generations per year and also has a large group of cricket plots to upgrade the production and processing of crickets in the form of protein powder. Aiming for the GMP (Good Manufacturing Practice) standard. Sustainable Development Agenda 5: promotes gender equality. Cricket is a career that can be done for both males, females, even the elderly. Everyone can raise crickets although your male or female. It was creating gender equality. They can start from the household that will result in an understanding of gender equality in society.

Social dimension: Having an integrated working of government with various sectors Establish the cricket learning center to transfer knowledge, totaling 16 centers and also expanding to educational institutions. Economic dimension: improve and upgrading the production to the GMP (Good Manufacturing Practice) standard and increasing the marketing channel by processing of protein powder. Environmental dimension: Promotion of alternative Chemical - free, especially cassava cultivation to use as crickets’ food and promoting the use of biological products such as Trichoderma and Beauveria fungi to replace chemicals. This method can reduce the cost and making a positive impact to environment, producers and consumers.

The last traditional government administration is not help or solve problems in various for the community. It is not sustainable for the quality of life and the livelihood of the people. The work of “The millionaire from cricket of Saen tor” helps to create a mechanism for participation of government and various sector. They cooperate each other to all project planning activities. Projects are evaluated for cost-effectiveness and transparency to create management tools at the local level by appointing the group committee to supervise and drive the operations of farmers with government agencies and partners systematically. There is a channel to transfer knowledge to those interested in raising crickets. Through 16 cricket learning centers where successful farmers serve as the center's president and play a role in transferring knowledge together which is spread over the entire district channels for disseminating news and creating information. So that people can access information conveniently and thoroughly, such as creating a group to communicate via the application line, Facebook or revealing the transparency of the group by making an account and disclose information to members and related agencies informed by announcing the office sign and clarifications through monthly meetings.

Raising Cricket is a career that can be for both males, females, children, teenagers or even the elderly at Ban Saen Tor. It has a female population of 260 people spread across 111 households. It can help raise crickets in all 111 households, creating gender equality. that can start from the household that will result in an understanding of gender equality in society

Target group : Cricket farmers, Ban Saen Tor Village, Village 8, Bua Yai Sub-district, Nam Phong District, Khon Kaen Province. Output : At present, Ban Saen Tor has 81 households raising crickets out of 111 households, In the past, villagers had income from farming amount of 68,753 baht/household/year. Currently, people earn an average of 337,000 baht/household/year from raising crickets. It is makes money circulating in the village up to 27,300,000 baht/year Outcome : Consider in terms of a better quality of life from the increase of income and access to 4 factors which can enhance the livelihood of Ban Sean Tor: Create jobs and generate income for households as well as reducing the movement of migrant workers within the community. Increase career stability. People have their own residence and help depend on each other Impact : Most of the villagers of Saen Tor can be planted once a year. Therefore, it must find a way to generate income for the households by choosing a cricket raising activity. In addition, raising crickets provides a quick return. It has an average raising period of 45 days/generation and can raise 5-6 generations per year, People have a better quality of life.

a. Please describe how the initiative was implemented including key developments and steps, monitoring and evaluation activities, and the chronology. (300 words)
In 2007, Nam Phong District Agricultural Extension Office under the supervision of the Office of Director of Khon Kaen Provincial Agricultural Extension Office with the Agricultural Occupation Promotion and Development Center (Bee Center) promoted cricket farming because crickets can be fed as household food and can be raised as a supplementary occupation. Then they organized a forum to exchange knowledge together with the people's sector to find the problems and needs of the people in the community, in 2007, about 10 households of starter raising crickets farmers. In 2021, at present, Ban Saen Tor there are a total of 111 households, but there are 81 farmers who raise crickets, representing 72% of the total households, and another 30 households are employed to raise crickets in the village of Saen Tor. It can be seen that raising crickets can generate income both directly and indirectly for the people covering 111 households or 100%. People earn more money on average 337,000 baht/household/year. The village costs as much as 27,300,000 baht / year. The Ban Saen Tor cricket farmers group is considered the first group in Thailand that accept the most certified GAP (Good Agricultural Practices), which has been certified by 21 farms from 30 farms across the country until it is reputed. "It's the first GAP cricket village in Thailand" and the group also joined the project to upgrade large plots with modern agriculture and link the market in Khon Kaen province to receive support from the government. The amount of 3,000,000 baht to upgrade production to the processing of crickets in the protein powder form is geared towards the GMP (Good Manufacturing Practice) standard, which is becoming popular in the global market by building a building for processing products with equipment.

1. There are no cold room to keep large quantities of crickets. They have to sell fresh food only. Farmers are pressured by middlemen. They have to finance the installation of a cold room. This is a way for the people's sector to take responsibility. 2. The problem of high expenses about 20,000 baht/month. Farmers are facing an epidemic in cricket. Farmers have to bring egg panels to kill germs. Then Provincial Energy Office Of KhonKaen and various secter provide tools as follows. 2.1 Solar power system. 2.2 Solar drying system. 2.3 Cover and high-efficiency gas burner.

Production innovation Technology was used to reduce the cost of raising crickets’ problems in farms of cricket raising. It is caused by cricket mating being reduced by stress of cricket breeders. Farmers observe and keep data on their own farms. It is expected that the cause may be caused by raising crickets. Service innovation The director of Khon Kaen Provincial Agricultural Extension Office established a community learning center in Nam Phong District. There are 16 community learning centers to transfer technology and knowledge for all districts and help to make it easier and faster to access new knowledge.

Technology of using cassava leaves for feeding crickets to reduce production costs. It was inspired by the adoption of the philosophy of sufficiency economy according to the royal initiative of H.M. King Bhumibol Adulyadej applied for cricket farming. The meaning of sufficiency economy Consequently, it consists of the following properties: 1. Modesty 2. Reasonableness and 3. Immunity.

Technology of using cassava leaves to feed crickets to reduce production costs. It is an innovation in wisdom that using technology to use cassava leaves to feed crickets. It has been stored an information on agricultural technology and innovation by the Khon Kaen Agritech and Innovation Center: AIC, which allows producer around the world to use this knowledge via internet network. In terms of communication between cricket breeders, the director of Khon Kaen Provincial Agricultural Extension Office and other government or groups of cricket breeders in the community. Farmers will communicate mainly with line application to communication with the market.

“The millionaire from cricket of Saen Tor” received The Participatory Government Administration Award in 2021, in the category of joining to solve poverty together, Collaboration towards Poverty Eradication in outstanding level. Therefore, the Office of the Public Sector Development Commission (OPDC) has already published to the public. They apply to other agencies and organizations as follows: 1. Transferring knowledge to 16 agricultural learning centers. 2. Expansion to educational institutions. 3. Members of Ban Saen Tor Cricket Breeding Group have rotated to be a lecturer to give lectures to inmates about to be released. According to the royal project of His Majesty King Maha Vajiralongkorn"Khok Nong Na of Kindness and Hope", 4. Ban Saen Tor is a government educational institutions and private sectors. 5. Khon Kaen Provincial Livestock Office creating a project to promote and develop a career to increase the efficiency of commercial cricket production for food security. 6. Organization of a technology to transfer knowledge on the technology of using cassava leaves to feed crickets to reduce costs of farmers. 7. Khon Kaen University develop Ban Saen Tor as a cricket outlet of Khon Kaen Province: “Food of the future at the provincial level”

"The millionaire from cricket of Saen Tor" made a good use of the available resources. They manage and use limited resources for the best interest of the public by considering all 3 aspects of resources, as following 1. Budget: They use budgets from government. 2. Personnel: This is to promote and develop work in the form of integration between government and various sector. 3. Management: The director of Khon Kaen Provincial Agricultural Extension Office uses the mechanism of the ministry of agriculture and cooperative with the Steering Committee for driving important policies to solving problems in the agricultural sector.
b. Please explain what makes the initiative sustainable over time, in financial and institutional terms. (100 words maximum)
The director of Khon Kaen Provincial Agricultural Extension Office has driven " The millionaire from cricket of Saen Tor" under the policy of "Marketing Leads Production" to generate income for the community and sustainable poverty eradication. The success of the operation must consist of several important factors. The first is the government as the initiator of the project which working to solve problems and another important factor is the strength of the cricket breeders that has been grouped into a community enterprise of the Sufficiency Economy Group to raise crickets.

Evaluation by The B.E.2554 Khon Kaen’s 200th Anniversary Foundation for Education The evaluation of the millionaire village: Baan Sean Tor cricket farmers’ community enterprise or “The Millionaire from Cricket of Saen Tor” project was conducted between July and October 2021, with the interview performed in October 2021. This evaluation is consider as goal-based evaluation a formative evaluation to monitoring the progress of the project. The evaluation conducted using two evaluation methods (a) Secondary Data Analysis, the evaluator team evaluated the relevant secondary data received from the pertinent agencies such as the project documents, intercept reports, meeting notes, government orders and memo notes, presentation, web page and other related documents (b) Semi-structured interview with Sean Tor Cricket farmers who were the active member of Sean Tor Cricket Famers’ Community Enterprise and with the officials at Khon Kaen Provincial Agricultural Extension Office who were responsible to oversee the project. The interview was used to confirm information and finding from secondary data analysis. Due to covid-19 pandemic situation, teleconference and web conference tools conducted all of interviews.

The following indicators of achievement were used to determine the extent to which the aforementioned expected outcome was achieved: Indicator 1. Number of cricket farmers joining the Sean Tor community enterprise Indicator 2. The increase of cricket farming production Indicator 3. The increase of revenue derived from the cricket farming Indicator 4. The knowledge distribution and the use of the data Indicator 5. The expansion of the supply market Indicator 6. The increase of GAP (Good Agricultural Practice) certification.

Saen Tor villagers can develop cricket farming to become the main occupation of the community. Because they join and manage together. It made a combination of production and sold together with a certain market. Each step can help to make a good relationship between farmers in terms of raising marketing information, experiences, and knowledge as well as improving the quality of the product. They can increase distribution channels. Until it can be developed into resources to learn about raising crickets that can transfer knowledge to outsiders interested in raising cricket. It is a village that has been successful in raising crickets. They have community stability, sustainable income, and eliminate poverty from the community. Guidelines for the use of such information in the performance of the work Director of Khon Kaen Provincial Agricultural Extension Office has guidelines for implementing the model to solve the problem. Having an integration of the work with various departments to drive cricket raising in Saen Tor Village such as: Bua Yai Subdistrict Administrative Organization, Agricultural Productivity Efficiency Increasing Learning Center of Nam Phong District, Department of administration of Nam Phong District, Nam Phong agriculture extension office, Khon Kaen District Agricultural Office, Khon Kaen Province Agricultural Occupational Development Center (Bee Center), Khon Kaen Livestock Office, , Khon Kaen Field Crop Research Center, Promotion Center Agricultural technology in crop protection Khon Kaen Province, Khon Kaen University, Provincial Energy Office Of KhonKaen, and various agencies play a role in activities. 1) Training and transferring knowledge on cricket rearing, preparation of production plans and connecting to marketing production networks, cricket food processing, product development production of organic compost from cricket manure household, accounting and occupational accounting. 2) Certified by GAP (Good Agricultural Practices). Cricket was supported as inputs in cricket raising and promoting the use of bio-based products instead of chemicals. 3) A project requesting budget support from the Energy Conservation Promotion Fund. There is coordination between departments through community leaders and the Learning Center for Enhancement of Agricultural Product Production in Nam Phong District through model farmers to exchange information.

They emphasis on enhancing leadership and adjusting positive attitudes for officials to effectively work together with an integrated approach to building cooperation and working with stakeholder participation to achieve the goals of the 2030 Sustainable Development Agenda A member of the cricket breeding group at Ban Saen Tor participate in poverty alleviation 1) Have a meeting to exchange opinions, promotion and support by training and study trips to bring a knowledge development for themselves and the group 2) There is a rotation or jointly speaker to transfer knowledge of cricket rearing to those interested for a study tour. 3) Participate in the selection of community enterprise service committees for every group, 2 years, all members have the right to vote. 4) All members take ownership of the business by holding at least sharing and jointly establishing group shareholding and savings records 5) Jointly planning and working group agreement on the allocation of benefits and welfare 6) Solving problems for the community together.

Community involvement helps to reflect problems and lead to solutions needed by the community. The driving work is in the form of integration of work from all sectors, including the government, private sector, and people's sectors. As a result, the development of a staff teamwork model between agencies with different mission roles can adjust the attitude to be a positive attitude for effectively succeeding together. The people's sector, were able to develop cricket farming to become the main occupation of the community. They manage together. It is a combination of production and sold together with a certain market. The participation of the members in each step of process. It helps to make a good relationship between farmers to create love, unity, and help in terms of raising marketing information, experiences, and knowledge. As well as improving the quality of produce to certified, according to market acceptance standards. Making more distribution channels until it can be developed into a learning center for raising crickets that can transfer knowledge to outsiders interested in raising cricket. It is a successful village for raising crickets, community stability, sustainable income, having a better quality of life, and being able to eliminate poverty from the community.
