Beyond 29 November 1974, Thailand government stated and announced a restricted area of reserved forest in Mae Chaem district covering all over Mae Suk sub-district. In this area, villagers in Mae Suk occupied their land use before an announcement. Which the conflict started since that and resulting to legal enforcement. Mae Suk sub-district has solved the problem by using engagement mechanism and an advanced participating geographic information system (AP-GIS).Also provides community land use and restricted reserved forest boundary is clearly identified through a Mea Suk Portal System.

The project is consistent to number 2 category: Increasing of service performance with sustaining development. Mae Suk sub-district is responsible for solving problems of suffering improve the quality of villagers in Mea Suk through participation process. Villagers can be thinking, planning, make decisions and responsible with Mae Suk sub-district.

Resolving of conflict between government section and people on community land use and restricted forest area. This section is corresponding to the sustainable development term number 10: Reduction of domestic and international disparity (Indicator number 1: Assure to distribute equality and opportunity together with elimination of disparity). The project eliminates legal statement, policy statement and deprivation by substitution of supporting legal correctness, policy correctness and suitable operating procedures. The outcome resulting to 3,270 families are certificated to archive of land use documents by 100 percent of affected target.

The project introduces an advanced participating geographic information system to resolve conflict between government section and people. resulting to an explicit data of restricted forest area. It also to reduce deforestation and create learning resources integrate information ,Technology , Knowledge and joint management for people to studying.

The project states an explicit data of restricted forest area with advanced participating geographic information system resulting to resolving the conflict between government section and community. The proposed system also prevents an intrusion of unexpected land use and resulting to reduction in people disparity by novel government public service for improve the quality of villagers in Mea Suk.

The proposed project services to all people in public with no age or gender restriction. By historical service records 2018, the proposed system has serviced 1,090 male clients (65%) and 598 female clients (35%). In 2019, the system has serviced 2,861 male clients (71%) and 1,212 female clients (29%). At the present year 2020, the system has serviced 1,546 male clients (82%) and 346 female clients (18%)

People and government officer can search for the land use information and national restricted forest area using an effective internet service. The proposed system supports land use management with obvious data and transparency. That will be resolving the conflict between government section and community.

Land use data is surveyed by announcing the community conference resulting to conclusion in admitting by committee. All participating parties, agencies and institutions are conducted to field operation. Land topography and geographic information data shape files are created and collected. All information are approved by all parties resulting in a community digital map system.

In some area are out of internet signal coverage resulting to unable of geographic information operation for a desired purposed. The solution is using satellite map technology to examine the boundary line and some re-survey all affected area with offline mode and transfer data to the online system later.

The proposed project implemented an online advanced participating geographic information system (AP-GIS). The system serviced to government section and community resulting to an effective land use management system with impartiality an legal imparity. The proposed AP-GIS system can be devolopvement as a central seach system for information of Mea Suk Sub-district (MAESUK PORTAL).

Advanced participating geographic information system (AP-GIS) and MAESUK PORTAL with public service is applied to digitalize geographic and demographic land use data with obvious participation survey. An application of system is resulting to resolving all conflicts between government section and people in an affected community.

The proposed project has been applied to agricultural production and farmer registration resulting to a valid farmer database that provides government support and welfare to famers correctly.

To resolve conflicts between government section and people in community that own their land in the restricted forest area, financial resources has been government support is 505,000 BHT. Field operation tools and materials were supported by government. All human resources were available from government and community villagers.

Social: Collaborating between government section and people in community has been established resulting to Center of Area Management (CAM) – Mae Suk. CAM-Mae Suk resolves not only all conflicts between government section and people. The center also decrease disparity in government public service thoroughly. The center also established an integration help-desk service for government and people in case of financial, knowledge, technology, tools, and materials. Economic: People received their land use certificate without conflict to legal regulations and earned sustainable certain income. Environmental: The project conducts to prevent invading/intrusion to a new forest together with forest rehabilitation.

Evaluation and audit of the project were carried out successfully. Internal auditor were monitoring and evaluation committee. Main external auditors were from Office of the Decentralization to the Local Government Organization Committee (ODLOC). The auditory standards were stated from Office of the Permanent Secretary, the Prime Minister’s Office under Good Management Practice: Local innovation.

An indicator for internal organization impact is an achievement of establishing Center of Area Management (CAM) – Mae Suk and the number of resolved cases. Indicators for external organization impact are concordance of a proposed innovation to a conflict and concordance to regional context. These two main impacts illustrated number of participants which indicates to the collaboration network. Outputs and outcomes from the project were impacted to social and economic development together with quality of life with the proposed innovation.

The project outputs were classified below: Countable numeric output: Hundred percent (100%) of people without legal land use document were certificated and registered. After that, all affected people received their documents successfully. Uncountable output: The project prevents intrusion/invading of new forest area together with future forest rehabilitation. ODLOC evaluated this project to the second rank (general innovation).

Mae Suk Sub-district Administrative Organization (SAO) stated a policy to resolved conflicts between government section and people. The organization constructed a project with participating concept and let people involved to it. SAO also established participating mechanism with community leading. The project motivated SAO’s officer to resolve problematic conflicts with higher vision resulting to a teamwork collaboration between officer and people.

People established Center of Area Management (CAM) – Mae Suk. Collaboration in administrative scale of sub-district and village was carried out. Field operation volunteers and committee were recruited and enrolled. The project has been evaluated transparently.
