Please describe the objective of the initiative introduced (200 words maximum)
青岛实施国际城市战略的目标是将青岛建设成为“经济发达、文化繁荣、环境友好、宜居幸福的创新型国际海洋名城”。第一，以企业与市场国际化为方向，扩大对外开放，带动区域经济发展；第二，以改善城市建设与环境为目标，以人民为中心，增强人民幸福感；第三，以产业与园区升级为方针，以创新科技为动力，减少能源消耗、促进能源的高效利用。

建立了国际城市战略“8+30+1”推进工作机制,确定了8个专项工作组总体框架，细化分类设立30个专业工作小组，设立了1个专家咨询委员会秘书处，涵盖了商务、发改、规划、城管、环保、医疗、教育、民政等部门。

通过制定涵盖全辖域、全领域的双年制《行动计划》，将国际城市战略的整体目标细化为200项具体工作实事，由经济、环保、商务、教育、医疗等不同的部门协作完成，通过滚动实施双年计划，打造城市的可持续发展。

在国际城市战略推进机制中，设立了国际城市教育标准体系工作组、国际医疗健康服务体系工作组、国际城市社区照料养老服务体系工作组，专门应对提升服务弱势群体的工作标准。例如，青岛构建了线上线下互为支撑的“互联网+”社区服务平台，在社区普遍开设残疾人托管中心、老年人日间照料中心、互联广场等线下配套服务项目，并运用网络平台对服务开展实施调度和监管，保证了服务的规范和质量。

将战略落地实施，专门成立了推进委员会，并成立推进中心作为执行机构，聘请一批国内外知名学者组成专家咨询委员会，成立基金资助各类公益性活动，确保城市建设既能符合全球城市发展规律又能保持青岛特色。

人力：创新成立国际城市战略推进中心，雇佣高层次人才负责整体规划、协调工作，由全市各部门对接合作推进具体事项落地。 其他：由政府提供专项资金维护推进中心运行，设立基金，青岛企业注资，资助各类公益活动。
b. Please describe whether and how the initiative is sustainable (covering the social, economic and environmental aspects) (200 words maximum)
实施国际城市战略长期持续的工作。为了有效推进城市的可持续性发展，第一，确定了基准启动期（2016年）、实施展开期（2017－2021年）和中远规划期（2022－2049年）三个阶段并确定实施目标；第二，设立公益性质的非公募基金会，资助国际间的城市交流、企业合作、咨询培训等社会公益事业，从而提升青岛及青岛企业形象，形成良性循环；第三，提出建设“宜居青岛”，统筹规划、产业、环保、科技等多个部门共同保证城市经济与环境的可持续发展。

委托普华永道作为第三方专业评估机构研究编制了《青岛市国际城市战略年度评估报告（2016/2017）》，普华永道在报告中采用了SMART评价体系、问卷调查、部门调研和建立指标体系等手段，进行了全面科学的评估。

评估指标体系覆盖竞争力、影响力、成长力、吸引力、支撑力等五个国际化能力，并通过分析35项具体指标，与24个国内城市进行横向评估，以时间轴为基准进行纵向评估，通过系统科学的评估分析得出结论并指出发展方向。

《评估报告》既充分肯定了青岛市国际城市战略的推进意义内在潜力，在吸引国际科教资源、建立优美的生态环境、提供完善的公共医疗机构等方面具有优势；在构建低碳环保交通体系、优化营商环境等方面具备潜力。

第一，成立专家咨询委员会，委员会由包括新加坡大学建筑系咨询委员会主席刘太格先生、中国公共外交协会会长李肇星先生、全球CEO发展大会联合主席龙永图先生等在内的，中美英德新日韩泰共8个国家近50位专家学者组成，各位专家从各自专业角度就如何提升青岛经济、文化、社会、生态文明等方面提出了许多建设性意见。 第二，可通过政府网站、网络新媒体等多种渠道引导民众参与城市建设，通过实施国际城市战略，着力解决民生问题。
