In accordance with the mandate of constitution Republik of Indonesia 1945 in order to enrich the life of a nation, the library as lifelong learning rides to develop the community potential be the human who has the knowledges so it can improve his standard of living. Based on the contitution number 43 on 2007 the library is an insitution that manage the paper,printed works,work record professionally by the default system to meet the educational need,research,reservation,information and recreation of librarians.While the public library is the library destined to wide community as means of lifelong learning without distinguish age,gender,triberace,religion and economic social statues. The role of the library in the push of quality improvement of the human resourches because the library identically with a place only for reading and borrowing books to community of book lovers,students,college students.While we know that in this era of technology of information,our lifeness will easier and practical by using it via computer and internet.Transformation of conventional library becomes modern library is necessity.So library now is a place to access information in any format.Whatever,is the information stored in the library building or not.In modern library,beside collection of books,partially printed books and collections are in a digital library(in the form of data that can be accessed by computer network).To be able to transform the necessary ability of people to access indenpendently of information technology in this digital era.The main thing that become the cornerstone of the implementation of this innitiative is the fact that there are still so many people who have not understood have never used computers and internet.
a. What are the overall objectives of the initiative?

The Head of Library of Lubuklinggau supported by the Mayor of Lubuklinggau moved to hug more many elements that known and used the products of service of library and involved many more partnerships who care on developing of Library of Lubuklinggau. Begin from complaint of visitors of library on the facility of building that still limitated, travelled distance is far from the center of crowded and minim of service to access, present in local printed media to moves the stakeholders to care on development of library. This complaint stated that the society need the facilities and infrastructures more better. The user of service of library not only the society of Lubuklinggau.It often visit by the society from Musi Rawas, North Musi Rawas, Empat Lawang , Rejang Lebong, because the geographical as a transit city and a center of activity for another area. Realized of important of library to increase the quality of human resources not only in Lubuklinggau , the library supported by government Lubuklinggau more seriously digging potential of resources that used to involve in implementation the service of library.

This innovation looked creative and innovative in implementation in Lubuklinggau, because this idea survived as the answer and effort to increase the serve of library in all limitations . And this idea pure survived from library of Lubuklinggau and for first time applied in Lubuklinggau city. Other than that,by develop of this service of library, not aware it survive slowly ‘deviation’ in implementation of routine activities of library as one of the device area Lubuklinggau that has duties and functions of each. Based on The Mayor Regulation number 56(fifty sixth) 2014 about main tasks and function of Archives of Library is formulate and implementation of regional policy part of library and archives technology information and implementation that give by government and / or province government But, of course ‘deviation’ more impact positive on service of government of Lubuklinggau city commonly to the society and get support from Government of Lubuklinggau By involved many elements in improvement of service of the library, give new colour in many activities in serving of library. Developing in this serving be perception library not only for lending and reading books but be capacity improvement place, empowerment and creativity the society according with hobbies each them.

a. Please explain how the initiative improves the delivery of public services (200 words maximum)
a. The number of visitors to the library increased from year to year since 2011 with 47759 visitors, in 2012 with 52211 visitors, in 2013 with 53541,in 2014 with 65051 visitors,in 2015 with 110267, and 2016 with total visitors are 129635.It shows there is increasing so very significant with average 82141 visitors a year b. Until 2016 amount of member of the training programme has graduated 171 level with 2370 who came from many varies background and society, and this training scheduled every week. c. There’s 72(seventy two) library of village and 16(sixteen) library of village that partnership with Perpuseru and Indonesian Coca Cola Foundation that have the internet and computer access can accessed by the society in remote village with the travelled distance about thirty km like Binjai, Air Kuti, Jukung, Taba Baru, Petanang, Ulu Malus and if they come to the library have to spend the big costs, it needs long time for it . d. The women and the youth can add their skill and knowledges Should not by formal education they can to access the knowledges and skills in the library by books,internet and training for them like knitting, cooking cakes and beauty training.

a. Please explain how the initiative has addressed a significant issue related to the delivery of public services (200 words maximum)
In 2011,the Library tried to ask proposal to Bill and Melinda Gates Foundation by Indonesian Coca Cola Foundation to help growth it in Perpuseru Programme to increase capacity building management and infrastructures of library. And it got aid as 3(three) units of computers and 1(one)unit of laptop and so got increase the capacity building management by Training of Library Developing Strategy and with information technology and communication. This programme that cooperate with Perpuseru continue till now, and reach the corner .It has been ready 16(sixteen) villages library partner Perpuseru that got support 3(three)computers for each place can serve students, housewives, the youth, UKM(small and medium business) and another society to active in the library either in the form of community involvement and TIK (information technology and communication). On 17 of July 2013, the party of library and TELCOM (communication company) cooperated to operate BLC (broadband learning center), TELCOM (communication company) supplied 15(fifteen)units of computers , internet connection (10mbps) and projector, meanwhile library supplied the place , training programme and trainer. Besides room, first obstacles of this programme was less trainers. So the library added staffs that responsible on BLC and to train the old staff to be permanent trainer here

The training of internet and computer is also not only implemented by the local library but also replicated by the library villages and a special library in Lubuklinggau city.This activity is carried out in cooperation with Coca cola Foundation of Indonesia which is poured into Memorandum of Understanding (MoU) in 2014 through the Perpuseru programme.The purpose of it activities is to reduce information proverty and improve education,health and economic development of the community by transforming the local and village the libraries to the information center of learning that addreses community needs through increased access to relevan technologies and services so as to empower communities to generate positive social change by gaining opportunities,creativity,knowledge and learning

In 2010 asked the proposal to Bill & Melinda Gates Foundation by Indonesian Coca Cola Foundation to help developing of library in programme Perpuseru with implementation the capacity of libaray management and infrastructures of library. And in 2011 LIPI Investigation Team surveyed and in 2012 library signed MoU cooperated for 3(three) years (2012-2014) with result got aid as 3 (three) units of computers and 1(one)unit of laptop for library of Lubuklinggau, so got implementation of capacity of library management by training of library developing strategy and TIK(Technology Information and Communcation). In 2015 repaired MoU again with Coca Cola Foundation and got programme cooperate with Perpuseru continue till now. It reach till in corner of Lubuklinggau city.It has ready 16(sixteen) library of village with Perpuseru partnerships to serve students, housewives, youth, UKM(small and middle business) and another society. In July of 2013 asked proposal to TELCOM(telecommunication company)to get aid or built cooperation with faith commitment to implementation programme and to increase the service to the society and so in 17th July of 2013 the Library of Lubuklinggau and TELCOM(telecommunication company) to implementation MoU of the programme BLC(Broadband Learning Center).It was formed of cooperate between the library and TELCOM(telecommunication company) till

The Resources is needed for this initiative,including: a. The Librarian and staff of library who have competence(English,IT) involved to guide activity in BLC service. b. The Financial Resources of Budget from government and aid from many parties including that changed every year can see in table: Besides funded From government , library to max resources as aid from cooperate with outsides parties including it got by to build trust to outsides parties to give good job and show user service like visitors or society that more follow trainng and activity that is in library to make them want to give the resources to the library of Lubuklinggau. resources is used from the partnerships including year before this initiative library only got aid fund from government like from Perpusnas (National Library) and local government but after this initiative library can resources more from private parties including: 1. The equipments Facilities of BLC class as 15(fifteen)units computers and meubelers, 1(one) unit of projector with internet connection free 10mbps cooperates with Telcom(telecommunication company) 2. The equipments facilities of Perpuseru in city library and 16(sixteen)library of village as 52(fifty two)nits computers and training facilitated that activities involved women, cooperate with Indonesia Coca Cola Foundation

Innovation in the development of this library believed to continue to be implemented at the local libraries and the village libraries can be seen to have various activity will be held in the library for one years: 1. It has budgeted funds from the government and private parties for activities that do not only increase the library books collection but for the community activities 2. This initiative was started since 2013 until today an be developed due to substantial support from the government Lubuklinggau.It is seen with the addition of the allocated budgets of Rp.4.233.311.775,. In 2014 Rp.4.075.647.442,. In 2015 Rp.4.483.968.861,. and in 2016 the allocation of fonds for the library to Rp.4.891.371.802,. 3. This initiative has been replicated in several libraries that there are sixty libraries that have partnering villages with the private sectors and priontize itsactivities on community involvement (ICT Training,Training in Sewing,Small Medium Enterprises Training,English Class and others) of them are quite successful in developing library Kodim 0406 Musi Rawas,Lubuklinggau,North Musi Rawas and Sidorejo Libraries.

to monitor and evaluate through regular monthly meeting internal library.In a regular meeting very month to discuss progress and constaints faced by each activity to be seen how and what strategy should be done to improve the quality of these activities 2. Monitoring the implementation of villages libraries every three months. The libraries formed a team to able to carry out monitoring and evaluation at village assisted extent of library development activities have been carried out in acourdance with planned activities.Additionally monitoring done to some of the constrainsts that exist in each village library 3 To implement a community satisfaction survey/SKM a year Oriented on user satisfaction with the services of the library,meaning the library as a service provider must services in accordance with wants that become a necessity visitors/community.To achieve a high level of community satisfaction required an understanding of what is needed by the community and develop the commitment of each library staffs to serve whole heartedly.Satisfaction or dissatisfaction of society is the public response to the mismatc/disconfirmation perceived between society’s expectations towards library services. Community Satisfaction Index for development of the libraries also incressed from 2013 to 2016 it can be seen in the following table
b. Please describe the outcome of the evaluation of the impact of the initiative (200 words maximum)
a. The number of visitors to the library increased from year to year since 2011 with 47759 visitors, in 2012 with 52211 visitors, in 2013 with 53541,in 2014 with 65051 visitors,in 2015 with 110267, and 2016 with total visitors are 129635.It shows there is increasing so very significant with average 82141 visitors a year b. Until 2016 amount of member of the training programme has graduated 171 level with 2370 who came from many varies background and society, and this training scheduled every week. c. There’s 72(seventy two) library of village and 16(sixteen) library of village that partnership with Perpuseru and Indonesian Coca Cola Foundation that have the internet and computer access can accessed by the society in remote village with the travelled distance about thirty km like Binjai, Air Kuti, Jukung, Taba Baru, Petanang, Ulu Malus and if they come to the library have to spend the big costs, it needs long time for it . d. The women and the youth can add their skill and knowledges Should not by formal education they can to access the knowledges and skills in the library by books,internet and training for them like knitting, cooking cakes and beauty training.

The institutions individual identification who stakeholders and have the effects to the last result from this initiative. These effects positively that support to or negative is be the source of the barrier. 1. The Head of Library of Lubuklinggau in 2013 supported by The Mayor of Lubuklinggau and involved the aid from the governor of the South Sumatera province move to hug more many elements to know and used the products of library service has supllied and many partnerships that care on the developing of library Lubuklinggau and for it the library continue to invite the stakeholders in every institutions like private party (Telcom, Indonesian Coca Cola Foundation,Babel Sumsel Bank, The Univercity, Benny Institute, Silampari TV,Wardah Cosmetics, and another parties. 2. BPMPK(the agency for community empowerment and government village)of Lubuklinggau invited the women of PKK(education family welfare),UP2K(efforts to increase family empowerment)and the villages employees 3. The Military Command 0406 District to empowerment of the administration officer of the ground force of Indonesian National Soldiers to join the soldiers of library (Babinsa/noncommissioned law enforcement officers) and add the knowledge and skill in the library by books,computer and internet training and so another training. 4. There are several lessons to be learned,including: 1. Improvement of library services should not wait for the availability of the budget,working with in -3 party nonprofit nature can cause symbiotic mutualism and multieffect impacts to the society 2. The diversity of library services attract people to become actively involved in various activities in the library 3. The involvement of various parties fromall elements of society,foster a sense of belonging to the library as a common property of society Lubuklinggau 4. The perceived benefits of the library is the availability of alternative source of financing.The implementation of the provision of infrastructure faster,less load(APBN/APBD) and risk of the government the infrastructure can be prouded more,the better performance of the public service,accountability can be more elevated,private donate capital,technology and managerial skills.
