The word CARES in Mauban dialect means “alaga” or “pagaaruga especially to those vulnerable sectors of the society. The word itself speaks about its purpose. The overall objective of this program is first to institutionalized DWSD programs down to the smallest unit of government to reach even the most vulnerable sector of society. Secondly to localize and make our own identity that will help the municipality to have sense of ownership so that the officials and the people will be more involved and participative in all MSWDO programs.

The impact of Mauban CARES in the municipality of Mauban are the following: Commited Nutrition Month Celebration Campaign held every July to create greater awareness among Maubanin on the importance of nutrition. Mauban develops and provides accessible and high quality Day Care Center services. Supplementary Feeding Program for identified malnourished children. Children’s Month Celebration and State of the Children Address are awareness campaign on the available services of the LGU in terms of the welfare of the children. Day care Worker Week Celebration is an appreciation of day care workers as service providers for children in preparing them to become assets of the nation. Lesson Learned Session on Barangay Council for the Protection of Children strengthen and develop the capacity of barangay officials towards every child’s survival, protection, development and participation rights; and to establish and maintain a functional BCPC in very barangay. Formulated Community Base Rehabilitation Project that will enhance the sector of person with disability to excel in the most different way of living and to live independently among others. The General Welfare Clause of the Local Government Code of 1991, every Local Government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare. The DSWD will lead in the formulation, implementation, and coordination of social welfare and development policies and programs for and with poor and vulnerable. Municipality of Mauban has successfully implementing various national and local social welfare and development programs through the Municipal Social Welfare and Development Office in support of the national initiatives.

Mauban CARES is a local adaptation of DSWD Programs and Project plus Mauban distinct initiatives in the field of social welfare and development. Aside from the literal meaning of the word “cares” it is also an abbreviation which stands for: Commited Aware Responsible Empowering Service

Through the partnership with other offices, units, departments the LGU resources became possible with the help from different NGOs like Quezon power Limited Philippines Co. through supplementary feeding program for children, medical and dental mission or the “Barangay Visitation”, gift giving or “Pamaskong Handog sa Pamilyang Pinagpala”. Partnership with Farmers and Fisher folks(Farmer’s Federation, Rural Improvement Club, 4H Club, Municipal Fisheries and Aquatic Resources Management Council, Samahan ng Magseseaweedsng Barangay Cagbalete I, Lamon Bay Aqua Farmers Association and Cacao Growers Association) provided assistance in different agricultural areas for different sectors of the community. Partnership with DSWD Regional Office through Cash for Work Program that encourage community participation in implementing a community-defined project related, prepare them for response and post response activities including hunger mitigation and security initiatives. Partnership with KALIPI (Kalipunan ng LIping Pilipina) provided free laboratory tests and assistance on different livelihood activities. Through partnership with Girl Scout of the Philippines they strengthened gender equality, health and wellbeing; provided clean water and sanitation, affordable and clean energy, decent work and economic growth. Through partnership with Rotary Club of Metro Mauban hundreds of families have given food assistance. MOVE (Men Opposed Violence Against Women Everywhere) is an organized group of men who committed themselves to be include in the elimination of violence against women. SLSU (Southern Luzon State University) partnership, the agreement includes a partnership in facilitating seminar, livelihood trainings to different abled persons like Samahan ng may Kapansanan sa Mauban (SAKAMA) of Mauban, Quezon. Last is the partnership with CECAP in fighting Cervical Cancer.

Supervision, provision of technical assistance and regular training given by the office or by other agencies for capacity building in delivering the programs and services of the LGU and LSWDO effectively and efficiency. Programs and services under Mauban CARES are documented and assessed after every conduct. A debriefing session for the staff is also integrated in the evaluation session. The MSWDO also conducts a year-end evaluation of the Mauban CARES programs and services.

The 2030 Agenda for Sustainable Development puts emphasis on collaboration, engagement, coordination, partnerships, and inclusion. Please describe what and how stakeholders were engaged in designing, implementing and evaluating the initiative. Please also highlight their roles and contributions (200 words maximum)
The Mauban CARES programs and services implemented by the MSWDO are backed up by policies such as executive orders, ordinances and resolutions to ensure its sustainability and quality. The LCE’s support for the programs and services is best expressed through these policies that are not just created but implemented and continuously enhanced. Aside from this, more than the proper implementation of the programs and services guidelines set by DSWD, innovations in the processes makes the programs and services more appropriate to the constituents. Lastly, the implementation of the Magna Carta for Public Social Workers is essential in boosting the morale of the MSWDO staff. The support for the mobilization of volunteers is formalized through a resolution. Volunteers receive monthly allowance, Christmas gifts, and are prioritized in trainings. A formal volunteer management system is yet to be established, however, the MSWDO has already established a Camp Coordination and Management Office as a strategy in Disaster Management, in which the Evacuation Management Committee Task Forces are composed of volunteers. The MSWDO has an established a coaching system, in which the junior staff is continuously provided with inputs on how to handle programs, improve the work performance, and opportunities for professional development. Furthermore, assigning a focal person for each sector and a documenter per program boosts their confidence and improves their knowledge and skills on their assigned areas.

The Local Chief Executive’s (LCE) support is vital in the implementation of the social welfare and development programs and services. The leadership, initiative and commitment of the LCE contributed to the sustainability of the Mauban CARES programs and services. The policies drafted and signed by the LCE strengthened the implementation process of the programs and services. Establishing close collaboration with partner agencies, units, departments within the LGU is important to sustain the practice. The close coordination as well as the sufficient financial support provided by partner agencies, units, and other departments within the LGU enabled the MSWDO to be responsive to the needs of its target beneficiaries. Furthermore, the supervision, technical assistance and regular training provided by the office and other agencies improves the capacity of the MSWDO in delivering the programs and services. Healthy relational dynamics in the workplace facilitates smooth flow of processes and procedures involved in program and services implementation. A positive working environment motivates the staff to work with a purpose and even work the extra mile. Proper, clear, and traceable documentation of practices help in the usability and appropriateness of the processes that are likely adaptable other municipalities and/or region in performing functions. Comprehensive preparation and detailed review of documents needed in carrying out of programs and services enables successful implementation of such programs and services. It also indicates that the workplace is organized and managed well.
