Please provide a brief summary of the initiative including the problems/challenges it addressed and the solutions that the initiative introduced (300 words maximum)
The Institute for the Protection of Women, Children and Adolescent was established to provide public services related to the issue of gender and child-based violence, to overcome the problem of the absence of network / synergy between agencies / institutions in the prevention / handling / and law enforcement of cases of violence against women and children, because there is no data on cases of violence so that they can not determine the targeted work program because the community report has not been handled optimally by law enforcers, because the patriarchal culture in Pekalongan City is still strong indicating the existence of cases of violence / social issues concerning women and children. Solutions to the prevention of violence against women should include the following: 1. Increase women's awareness of their rights and obligations in law through mentoring and counseling. 2. Increasing public awareness of the importance of efforts to address the occurrence of violence against women and children both within individual, social and institutional contexts; 3. Increase awareness of law enforcers to act quickly in overcoming violence against women and children; 4. Assistance and counseling of victims of violence against women and children; 5. Conduct a systematic and systematic non-violence campaign against women and children supported by a steady network. 6. Law renewal especially protection of victims of violence suffered by women and children and groups spanning human rights violations. 7. Renewal of a conducive health care system to tackle violence against women and children; 8. For children social, economic and legal protection is required not only from parents but all parties, including communities and countries. 9. Establish agencies of victims of violence with special targets of women and children to be provided free of charge in the form of consultations, medical and psychological care 10. Requesting mass media (print and electronic) to pay more attention to the issue of violence against women and children in its reporting, including educating the public on the rights of women and children. The Institute for the Protection of Women, Children and Adolescent are specifically set up to facilitate cases of violence against women, children and adolescents in particular and the general public who experience violence in domestic or public areas. Violence against child and adolescent women includes physical, psychological, sexual and neglectual abuse. The purpose of the establishment of The Institute for the Protection of Women, Children and Adolescent in Pekalongan City: 1. Receive complaints relating to criminal acts of violence and violations of the rights of women, children and youth; 2. Facilitate protection, defense and assistance for women, children and adolescents with problems and / or victims of violence; 3. Provide legal, psychological, medical and mental guidance and services for troubled women and children and / or victims of violence. 4. Facilitate complaints of problems in the community, especially children and women. 5. Establish a community structure that cares and supports equity and gender equity efforts and empowers women to make decisions and be actively involved in their problem-solving efforts in development.

The Institute for the Protection of Women, Children and Adolescent in Pekalongan City: 1. It is the implementation of the State's obligation to respect, protect, and fulfill the basic rights of women and children especially the elimination of violence. 2. One of the objectives of SDG's is to ensure gender equality and empower all women and women. This initiative was established as one of the answers to achieve that goal by promoting gender responsive public services through the provision of services to the community as an effort to prevent, handle, assist victims of gender and child-based violence by involving all elements of both government and society. 3. Other objectives of SDG's which are pursued are to ensure a healthy life and to promote well-being for all people of all ages, encouraging peaceful and inclusive societies for sustainable development, providing access to justice for all, and building effective, accountable and inclusive at all levels, because violence against women and children concerns psychiatric / health conditions and social issues. So the effort to solve a case must be holistic / holistic. 4. For more than 10 years since this initiative has been initiated, community empowerment has been advocated by volunteers in communities that take part in prevention, early detection and coordination with existing agencies at the city level.

The Institute for the Protection of Women, Children and Adolescent in Pekalongan City is the only institution established by the government since December 16, 2005, which provides services to victims of gender and child-based violence and facilitates the problems in the community. Contributions provided by this institution on development in Pekalongan City, namely: 1. Provide data on violence occurring in Pekalongan City and serve as a micro picture of gender and child based violence cases nationally. This data is the basis for the development of gender and child perspective development. 2. Support and in line with national programs such as Child-Friendly Cities, Gender Mainstreaming, Mainstreaming of the Rights of the Child, the Movement against Childhood Sexual Violence. 3. Become a partner with the Indonesian Child Protection Commission, the Women's National Commission and similar service networks to oversee cases occurring in the City of Pekalongan 4. The handling of cases of violence that affects the mental health / soul of the community in the long term by providing trauma assistance to victims, and provide guidance for child and female violence perpetrators. 5. Implementation of The Institute for the Protection of Women, Children and Adolescent in Pekalongan City is very significant towards achievement of SDGs objectives: 1. Related Goal 5. Achieve gender equality and empower all women and girls: a. The existence of these initiatives has contributed to the process of democratization, equality and justice. By synergizing and networking these initiatives are on the side of society and the processes of community empowerment. b. This initiative comes through a very simple problem-solving mechanism that can free people of the complex legal system and encourage people to be actively involved in law enforcement, victim assistance, and community participation efforts. c. Of the total number of complaints submitted to the Women, Child and Adolescent Protection Institution in Pekalongan City where the majority of women and children are entitled to protection and treatment without discrimination.

Positive impact of the establishment of The Institute for the Protection of Women, Children and Adolescent in Pekalongan City: 1. Increase the number of complaints to Women's and Children's Protection Agency of Pekalongan City. In 2006 there was only one complaint, but until 2017 there were 430 cases of reported complaints and reported cases of violence. 2. Increase the capacity of knowledge, namely 333 Chairman of the Rukun Warga, 27 Village Heads, 4 Sub-districts, 27 Babinkamtibmas, 27 Babinsa, 32 Family Welfare Assistance Tingakt Kelurahan, Kecamatan and Kota, 27 LPM, 27 BKM, 27 Karang Taruna, 27 PLKB, 14 Puskesmas (doctors, nurses, midwives), 32 Women's Organizations, 27 Women Heads of Families, 90 Principals of Early Childhood Education, 146 Principals, 52 Headmasters of Junior High Schools / Senior High Schools / Vocational High Schools in the form of advocacy, prevention and treatment of victims of gender and child-based violence. 3. Increase understanding and knowledge of mass media in preventive process, handling violence case that is Suara Merdeka Newspaper, Radar Newspaper, Batik City Radio, BSP Radio, Batik TV Pekalongan. 4. Provide a great contribution to the community especially vulnerable groups such as children and women without discrimination. In the period of more than 10 years since the establishment of this institution, people in Pekalongan City are mostly aware of where they are going to seek help from services related to domestic cases, child issues, violence and other problems. Communities have become more open to reporting problems / cases of violence they experienced. 5. Coordination and networks between agencies / institutions related to prevention / handling / and law enforcement cases of violence against women and children more solid and strong 6. Innovation of The Institute for the Protection of Women, Children and Adolescent: 1. Conducting synergy and networking in facilitating the settlement of problems that are reported by the community especially cases of violence against women and children. 2. Advocacy efforts, handling, assistance and prevention of coordinated violence with networks from the Police, Prosecutor's Office, Religious Courts, District Courts, Prisons, Community Empowerment Offices, Women and Child Protection, Education Office, Health Office, Social Service. 3. Having 14 professional team members / professional technical personnel consisting of people who are competent in their field of duty and have professions such as doctors, psychologists, prosecutors, police, judges, social workers, clergy who are committed and solid to synergize and network in an effort handling complaints / cases as well as being agents of change in their respective institutions to advocate for their institutions to be gender responsive and child-friendly. With this solid team, synergy and network case handling is more effective, efficient and satisfying the society. 4. The Mayor of Pekalongan initiated the establishment of The Institute for the Protection of Women, Children and Adolescent in Pekalongan City and assigned the Office of Community Empowerment, Women and Child Protection to facilitate the establishment of this institution. The main strategy of problem solving in The Institute for the Protection of Women, Children and Adolescent in Pekalongan City are: 1. Not a service monopolized by a single government institution but in synergy and networking with other institutions / institutions involving personnel with certain skills such as doctors, psychologists, judges, prosecutors, police and other professions into a team that will synergize the settlement of a case or a prevention program as well as being a change agent in its institution to be more gender and child responsive. 2. Involve and empower all elements of society. The community takes part or plays an active role in efforts to solve, assist, prevent violence cases / other social problems.

Resources needed: 1. Funding resources Based on volunteers and synergized so as to reduce cost / budget. The activity budget is sourced from the Regional Revenue Budget in Pekalongan City This year the special budget for this initiative service is IDR.100,000,000 (one hundred million rupiah). The budget for programs that support prevention efforts comes from budgetary sources in related institutions / institutions such as: Socialization of Decent Cities in the Office of Women's Empowerment and Child Protection, Training of Puskesmas / Hospitals Ready for the Practice of Victims of Violence in the District Health Office and Public Hospital, Attorney Enter School in State Attorney, Pre-Married Course at Counseling Agency for Guidance and Preservation of Marriage, Advocating National Movement of Anti-Criminal Against Children in District and Sub-District 2. Human resources a. Mayor of Pekalongan as Protector, Regional Secretary as the person in charge, Head of Community Empowerment, Women and Child Protection as Chairman b. This initiative can be adapted to other contexts and inspires similar innovations in several areas around Pekalongan City such as Pekalongan Regency, Batang Regency and Pemalang District. Services that exist in some areas are usually prone to monopoly by government institutions. Local governments are in full control so often have difficulties when they have to coordinate with other government institutions or other institutions and have difficulties in encouraging and involving the community to take a role in the settlement of a case / problem. Our innovations inspire other areas that for the effectiveness and efficiency of the service there should be a dedicated team of competent people, commitments and have a big role in the settlement processes of a case originating from local government institutions / agencies, vertical institutions, universities so that barriers in coordination, synergy and networking are not encountered anymore. Public services with volunteer based or involving the community become something that must be done in the context of handling, counseling and preventing cases of violence against women and children.

The Institute for the Protection of Women, Children and Adolescent in Pekalongan City is implemented in a sustainable manner, including: 1. Once at the Pekalongan City Level established The Institute for the Protection of Women, Children and Adolescent then this program is organized to the level of sub-district and village by organizing the community and government. 2. The social aspect is by increasing awareness and the bravery of the community (collectively and individually) to report cases of violence against women, youth and children, increasing the active role of the community in prevention and awareness to create a protective environment against violence prevention, patriarchal communities are responsive to gender and children, increasing independence and empowerment of women, increasing community understanding of regulation / policy, increasing community capacity to identify conditions or situations vulnerable to earlier violence. This initiative can thus be expected to be an exceptionally valuable resource as the impact of the public service of handling violence. 3. The environmental aspect is that the success of a program related to efforts to handle, assist and prevent the cases of violence against women and children will surely have an impact on a more orderly, clean and comfortable environment. The Institute for the Protection of Women, Children and Adolescent in Pekalongan City will continue to strive to provide services to the community, this is done through: 1. Maintain commitment of technical team members and networking. Finding committed people is not easy. However, optimistic attitude must be owned and preserved and maintain well-established relationships through mutual respect, professionalism, trust and mutual support related programs. 2. Establish communication to people who have an important role especially the policy makers of the executive, legeslatig, and the judiciary for the gender and child responsive. 3. Advocate for gender responsive and child responsive. So the values that are voiced will become the value system, becoming a culture in the system of government and society order. These are the things we are striving for. And hope for a civil, religious, gender responsive and childlike society, we believe it must be pursued with hard work and high dedication to the profession, humanity and justice.

Evaluation of the implementation of services at The Institute for the Protection of Women, Children and Adolescent in Pekalongan City conducted by: 1. The Commission for the Protection of Gender-Based Violence Victims and Children of Central Java Province at least once a year by way of visits and assistance to discuss service quality issues. The results of the evaluation of the commission will be submitted directly to the local leaders / mayor to be immediately acted upon. With the follow-up of the Mayor's initiative will improve the quality of public services to the public. So as to improve the credibility of this institution. 2. The mass media to monitor and communicate related to the development of cases and monitor the number of complaints / cases that enter periodically and provide information to the public about the trend of violence in the city of Pekalongan 3. The community provides input regarding the quality of service or mechanism in the settlement of complaints / problems.

The evaluation results of the Commission for the Protection of Gender-Based Violence Victims and Children of Central Java Province should be enhanced the role of hospitals in providing free medical services and emergency handling mechanisms. 2. The mass media provide inputs to advocate legally to journalists and the public needs to be improved especially the Law on the Elimination of Domestic Violence, the Law on the Criminal Justice System of Children, the Child Protection Act. 3. The result of the evaluation of the community is to want a wider range of services rather than just cases of violence but other social problems. Masyarkaat also considered that this service contributes greatly to the community in an effort to improve the services of victims of violence and social problems. 4. With the submission of the evaluation results of the initiative presents a challenge for service quality improvement.

Acceptance of Complaint The handling of complaints / reports of victims of violence against women and children can also be measured through supporting indicators: The scope of availability of officers in integrated service units that have the ability to follow up community complaints about violence against women and children, in this case is the ability to reach victims and follow up complaints related to the alleged occurrence of violence against women and children. b. Health services (a) Puskesmas coverage is able to manage KtP / A; (b) coverage of vertical RSU / RSUD / RS private / Polri Hospital implementing integrated services for women and child victims of violence; (c) The scope of trained health personnel on the management of cases of victims of violence against women and children in Puskesmas; and (d) The scope of trained health personnel on the management of cases of victims of violence against women and children in hospitals. c. Social Rehabilitation The scope of social rehabilitation services provided by trained social rehabilitation workers for women and child victims of violence within an integrated service unit. Implementation of services in The Institute for the Protection of Women, Children and Adolescent in the City of Pekalongan involving elements of Government, Society, Higher Education and Civil Society. 1. Government Is the main implementer with Pekalongan Mayor protectors, cross-sector Coordination through technical team of Woman Protection of Child and Adolescent Children, and also leading sector are Department of Community Empowerment, Woman and Child Protection. Technical implementation to form a Technical Team that is Psychologist from Department of Community Empowerment, Women and Child Protection (Nur Agustina, S.Psi.MM.Psikolog), Doctor from Regional General Hospital (dr Yeni) and from Health Department (dr Tedjawati and dr Dwi Hikmah), Attorney from Attorney Office (Maziyah, SH), Judge from District Court (Arum Kusuma Dewi, SH.MH.) And Religious Court (Nadhifah, SH.MH.) Police from the Police and Child Protection Unit Police (Rita Ariani , SH, lawyer from Pekalongan University (Yariyanto, SH.M.Hum.), A juvenile legal expert in conflict with the law of the Penitentiary Center (Sri Hartiningsih, SH), Social Counselor and Social Worker from the Department of Education, Department of Empowerment Society, Women and Child Protection (Drs Syafrizal Munir, MM., Dra Nunik Ariastuti, Dra Eki Moerjani Dyah Trikora) 2. Some important lessons from the implementation of the service at The Institute for the Protection of Women, Children and Adolescent of Pekalongan City: 1. The existence of this institution that stood since 2006 until now surely produce great benefits for the community in handling cases of violence. This shows that strong commitment, cooperation and coordination with all parties in prevention, handling and protection against victims of gender based violence and service children can be implemented optimally. Earned from the words of the Mayor of Pekalongan that work is worship and work with a sincere course is an encouragement and moral support for volunteers to continue to provide services handling victims of violence to the community better. 2. The execution of non-bureaucratic, convoluted case resolution and understanding of the law and access to victim assistance becomes important for volunteers and technical teams in resolving complaints.
