Please describe the objective of the initiative introduced (200 words maximum)
The main objective of this initiative it's to add value to our stakeholders. Dubai Police lead the implementation of sustainable development in the security sector. The General Department of Punitive and Correctional Institutions has been developed to serve the inmates and identify a range of unprecedented and pioneering service to achieve the highest levels of qualification and care for our inmates (around 5.000 male and female inmates)
Our main objectives for this initiative are:
1) Keep the building facilities at world class organization for the entire population of inmates
2) Provide educational opportunities for them and their families
3) Inmates entrepreneurial training in order to prepare them to be ready to go back to the society
4) Cover the expenses of educating inmates and families (more than US$2.000.000 PER YEAR)

The package of inmates' services has been selected for application in the category of "providing comprehensive and fair services for no one to be left behind". A special charter has been developed to serve the inmates and identify a range of unprecedented and pioneering services to achieve the highest levels of qualification and care and to be the leading reference in the world and enhanced opportunities.

Dubai Police has been working to lead different initiatives for sustainable development in the security sector to prevent inequalities, achieve gender equality, and the safety of the community. Dubai Police continue to work with the force to take such a proactive approach when it comes to sustainability and we continue to work with the force to apply our knowledge to their activities and to help the entire organization achieve 2030 road map to sustainable development

the initiative based enhances public safety through provide a better quality of life for inmates and their families ,maintain integrity upon implementation better services,various rehabilitation programs while they are in the prison , including training education and substance use disorder treatment programs . Also:
- Positive, clear and direct impact on the inmates segment, where the satisfaction rate increased from 79.5% in 2016 to 93.1% in 2017
- Positive impact on their families, especially women and children.
- Positive impact on society as a whole

Dubai Police General Department of Punitive and Correctional Institution had been leading in the middle east region. Since 2012 different organization around the world has been visit our facilities in order to learn from us. Countries like Malaysia, Singapore, Guatemala, USA,Philippines, etc did a benchmark and learn from our initiatives like the inmates training program, credits cards inside the jail, organic food and vegetarian menu, etc. All of these initiatives had been improved in the last 7 years.
b. Please describe if the innovation is original or if it is an adaptation from other contexts (100 words maximum)
This initiative it's original, was created at the General Department of Punitive and Correctional Institution.

Has the initiative been transferred and adapted to in other contexts (e.g. other cities, countries or regions) to your organization’s knowledge? If yes, please explain (100 words maximum)
Yes this initiative has been implemented in other institution in UAE like: correctional institutional of Sharjah,, Abu-Dhabi, Ajman ,Ras-al-Khaimah , Umm al-qaiwain and Fujairah. Also as we explained before other countries from around the world has been visited and learn from us, but we are not sure if they implemented our initiatives in a period of time.

Technical programs used in the provision of services are:
1) Inmates program (cntp) for inmates
2) Smart Deposit Program (E-cash)
3) Smart application of Dubai Police General Command to serve the sale of inmates products.
4) Electronic safety deposit program.
5) Electronic role program.
6) Electronic Visits Program.
7) The electronic visit (Skype)
b. Please describe whether and how the initiative is sustainable (covering the social, economic and environmental aspects) (200 words maximum)
Yes this initiative is sustainable in the future because its covering the social part of our Dubai Police and main stakeholders. It is sustainable because this initiative its link to our strategic annual plan and its review every 3 months by senior leaders.

Yes
Yes the initiative has been evaluated by different external agencies and processes by: European Foundation for Quality Management (EFQM) Dubai Government Excellence Program and ISO:9001-2015. The results by these evaluation are: EFQM we received an Silver Award in 2018 (only Police Force in the world), for the Dubai Government Excellence Program we had been recognize in many ways and in different years as one of the best public organization in UAE.
b. Please describe the indicators that were used (100 words maximum)
1) EFQM Excellence Model is a framework based on 9 criteria. The first five are “Enablers” and the last four are “Results”. The “Enabler” criteria cover what an organisation does. The “Results” criteria cover what an organisation achieves. There are two approaches to explain the model. One approach is based on the idea that the results are caused by the “Enablers” and the second enablers are improved using feedback from “Results”.
2) Dubai Government Excellence Program its is based on the Government Excellence System constitutes a road map for governments seeking to reach new heights beyond excellence, to achieve performance leadership and to transform into a leading, innovative and smart government. This would serve as an example of the best government practices through developing a set of principles that include effectiveness, efficiency, learning and development, as well as the use of modern concepts, such as those related to innovation, future foresight, and integration as part of the government work. The main indicator for this external assessment was the final score of 620 points based on the maximum of 1.000 points.
c. Please describe the outcome of the evaluation (100 words maximum)
The main outcome:
1) EFQM Silver Award in 2018 International Competition.
2) Dubai Government Excellence Program, we had been received many recognition since 2001 as one of the best Public Organizations in UAE.

The 2030 Agenda for Sustainable Development puts emphasis on collaboration, engagement, coordination, partnerships, and inclusion. Please describe what and how stakeholders were engaged in designing, implementing and evaluating the initiative. Please also highlight their roles and contributions (200 words maximum)
The leadership of the General Punitive and Correctional Institution has been involve with the key stakeholders (inmates, families, private organization, other public UAE institutions( Community development authority, Social Care, Minors, Affairs foundation, Charities, suppliers, employees). Dubai Police works with the main stakeholders in order to improved the quality of life of the inmates and theirs families.
In addition to the annual opinion polls by a neutral and surveying agency through an internal mystery shopper working team. It also seeks to reach out to partners to turn services into a smart system, for example, to request a cash deposit (for inmates) in coordination with Emirates NBD Bank at the local & global level In accordance with the highest standards of safety and privacy and request to purchase craft products (for inmates) in coordination with the global village in Dubai.

Please describe the key lessons learned, and any view you have on how to further improve the initiative (100 words maximum)
Since 2001 Dubai Police has been working to build a culture of quality in the entire organization. This Initiative had been evaluate for our Quality Department every 3 months and with the results we prepared an action plans. We have different lessons learned like: assessment process, survey to the inmates and families, assessment to the stakeholders and sustainable of the initiative for the future. We also transfer these lessons learned to others departments in order to improve the performance of our organization.
