Question 1
Please describe the objective of the initiative introduced (200 words maximum)
NTB Province is an archipelago with an area of 20,153.15 KM2 and 362 islands which are divided into 10 cities and regencies and (116 sub-regencies) 1,137 villages. Another challenge is that most people who live in remote areas have low education levels (average elementary school graduates/6). Although demographically it has high challenges but has a wealth of beautiful and diverse natural and cultural landscapes.
Therefore a breakthrough is needed that can reach all residents in NTB villages to get information, increase public participation in having special skills (vocational skills) in selling potential in their villages to face life's challenges and economic competition in the future.
NTB Province launched the kampung media program by using internet as the facility to improve literacy, village development planning, promoting rural economic potential based on SMEs and tourism. The main purpose of the kampung media are:
1. Increasing speaking culture to become writing culture.
2. Encouraging the residents’ creative economy

To overcome the limitations of demographic conditions and the low level of education, a breakthrough kampung media program that uses a digital platform is made. This program is expected to be able to reach out to all remote areas in NTB and at the same time villagers can submit input to the government and promote the superiority of their region.
The Kampung Media Program train the community to be able to use ICT as one of the tools to receive and convey information, promote superior villages, tourism and the creative economy.
Uses digital technologies to increase network connectivity, service delivery and communication flow between citizens, business community and government

The NTB community does not have writing culture, they still rely on speaking culture, the NTB Provincial Office of Communication and Information and Statistics, perceives that if this culture does not move dynamically, the NTB community will not be able to face the challenges of the information-rich era. So that the kampung media program targets teenagers and adults to be introduced to the culture of writing and information and communication technology.
The Kampung Media Program is carried out by establishing community at village level in each regency and city. Community members get training in the form of training on, IT-friendly, creative writing to the ability to create jobs, and ICT-based village tourism advantages such as online marketing techniques and videography. This program is in line with SDGs 4.4 and 8.9

The steps taken to support the Kampung Media Program are to form a media village community in each sub-regency to village. Until October 2018, 225 media villages have been formed, consisting of 6,543 people spread into 10 regency cities. Community members receive information and communication technology training, creative writing training; motivator driving village development; online marketing; photography and videography, up to 2018 3,000 teenagers of school age have been trained, 160 adult female and 860 adult male.
The provincial government also facilitates and funds the creation of online media pages for community members to use. The public information service center also provides a server for the kampung media as a forum for citizen journalism to devote ideas, proposals and peddle the creative economy and tourism potential of the village. Until 2018, the media has produced 34,465 articles written by community members, and the average media visitor's website is 20,000 - 25,000/day. Some villages have also succeeded in peddling village tourism potential and growing new small and medium enterprises. Until 2018 there have been 8 destinations for new tourist villages and 4,119 new SMEs/entrepreneurship

a. Please explain in which way the initiative is innovative in the context of your country or region (100 words maximum)
The vastness of the West Nusa Tenggara region with uneven distribution of population requires an effective way to move the Kampung Media program. Capacity building for villagers through creative writing training as well as the utilization of Information and Communication Technology (ICT) as a periodic economic opportunity. Increasing the ability of these residents has sparked enthusiasm in disseminating information about his village. Community activities and natural potential in the village are increasingly spread out and are known to many people through online media. Residents who previously did not dare to express their opinions have now begun to appear facilitating other residents at meetings in the village office.
At the end of each year residents who are members of the Kampung Media community are given an Information Ambassador award held in the capital of West Nusa Tenggara Province
b. Please describe if the innovation is original or if it is an adaptation from other contexts (100 words maximum)
The limitations of existing print and online media cannot bridge the deadlock of information between residents in rural and urban areas; citizens with the government at various levels in the Province of West Nusa Tenggara and the media do not provide space for citizens to express their opinions. Kampung Media as a community-based program for disseminating information facilitates information deadlock by using information and communication technology.
Making information as a necessity in disseminating the activities of citizens and the village potential will increase community participation in development as well as to have an economic impact on citizens, which is the aim of this program.
Forming community networks in the village by involving citizens as information delivery subjects was adapted from the Jawa Post media with the Jawa Post News Network (JPNN) concept, while the website design was inspired by the Kompasiana website as a citizen journalism service.

Has the initiative been transferred and adapted to in other contexts (e.g. other cities, countries or regions) to your organization’s knowledge? If yes, please explain (100 words maximum)
There are 27 cities/regencies/provinces that have come to study the Kampung Media, the Kampung Media Program has not only stolen the interest of the Indonesian government, this program has been used as an example of good practice at WIFO-ASEAN events attended by all ASEAN member countries and Pakistan, Bhutan and Monggolia in September 2017.
The Ministry of Communication and Information in 2018 stated to adopt the Kampung Media program to be implemented to all provinces, cities and regencies in Indonesia

a. What resources (i.e. financial, human or others) were used to implement the initiative? (100 words maximum)
The implementation of the kampung media program requires resources at the community level such as: a) Village Editor: consists of several residents who have been upgraded to have journalistic expertise and function as editors; b) The Village Secretariat which is responsible for correspondence, and carries out the coordination function to all parties involved and not yet involved to support village-media activities. While at the provincial government level, Programming, Networking and IT Hardware Experts are needed.
Source of Funding comes from the NTB Province APBD and Regency / City APBD for NTB with the following: Honor of Experts and Resource Persons, Scriptwriter incentives for members of the Kampung Media community, Honor of Motivator for Development Drivers, Costs for Internet Access, Periodic Training and socialization, Creative Gathering periodically, and the Kampung Media Award periodically
b. Please describe whether and how the initiative is sustainable (covering the social, economic and environmental aspects) (200 words maximum)
The basic idea of this program is to foster citizen journalism, then the sustainability process as a media (online) entity in general will only increase in line with the increase in information technology facilities and demands for people's needs in accessing information continues to grow. In 4 years there have been 6543 community members exceeding the number of people who have been trained as many as 4000 people.
This program has opened a new paradigm for parents in NTB, before the program took place, the internet was considered a taboo and could damage teenagers with pornographic content and addicted to online games. After the kampung media was born this paradigm turned into a medium of communication with fellow citizens, the government became a new opportunity in business promotion.
This program has given rise to new enteurprenership and businesses, namely 4119 SMEs and 8 new tourist village destinations. And in 2019 the kampung media program will strengthen content and training in the field of opening economic opportunities through training in Online Business and Digital Marketing.

Yes
Monitoring and evaluation are carried out periodically (quarterly) internally based on the Kampung Media Program Achievement Index. Evaluation is carried out not only on quantitative matters such as the addition of community members, number of articles, visits but also qualitative matters such as journalistic quality and its impact on community members
b. Please describe the indicators that were used (100 words maximum)
Quantity:
• Expansion of the kampung media community network with an index of the number of newly registered Communities and newly registered territories .
• Addition of kampung resident numbers (new members) in media online kampung media.
• Additional of article number in Daring/Blog page of each Community which indirectly may:
o Mapping and explain NTB territorially as the mapping database.
o Exploring NTB local wisdom which becomes the attractiveness of outsiders
o Adding insight, knowledge of inter communities, NTB community, and Indonesia.
Quality:
• Increasing of personal capacity of the kampung-media community members
• Increasing of journalistic, community and human relation qualities.
• Cooperation with private sector in implementing the kampung-media program (brand awareness)

Please describe the key lessons learned, and any view you have on how to further improve the initiative (100 words maximum)
Educating city residents who are friendly to information technology and get used to expressing opinions through writing is common. But teaching villagers who are not friendly with the internet and familiarizing villagers from a culture of speaking into a culture of writing is extraordinary and challenging.
Changing villagers' understanding that the internet is a negative media (pornographic content) requires a long time and perseverance .
The Kampung Media Program has changed the habits of citizens to write their opinions through the online media provided. The program also facilitates villagers to utilize Information and Communication Technology (ICT) as an economic opportunity through online Business and Digital Marketing training and photography and videography training.
