Phayathai Babies’ Home assist children who meet social problems such as: leave in public, hospitals, and domestic violence. The family cannot look after them. We take care the vulnerable newborn - 6 years children who infect HIV disease. There are total 309 persons. Phayathai Babies’ Home problems are: the children increase while the staffs decrease. A staff responds 10 - 15 children/shift. This ratio is unbalanced for caring children. Hence, they lack of the opportunities in developing their efficiency, closing to supervisor, embracing, etc. They have the delayed developments and unhealthy lives. We develop four standard cares depending on the importance of children’s mind and emotion. Nowadays, social problems are more complicated due to the economic and society that children suffer from lack of family’s caring. The family must earn the income for living so the children lack of good prototypes, supervisors, training, etc. They trust their friends more over family. These factors make children and youth’s learning and practicing in wrong directions. They lack of social responsibilities that cause social problems such as: addiction, crime, unexpected pregnancy, abortion and abandonment of children, etc. The numbers of abandoned children have increased while we have few staff and limited management budget thoroughly to care children. Hence, we have launched Saeng Tawan Project for children to enhance and develop by involving of the associated networks to integrate and solve the serious problems, teamwork and standardization for focusing children’s benefits. Problem Solutions 1. To cooperated specify caring vulnerable children with all associated networks 2. To coordinate with government and private department to increase the amount of organizations and services 3. To collaborate with Ramathibodi Hospital to enhance the mentor’s taking care knowledge for vulnerable children to compensate the less manpower but increase more efficiency.

Saeng Tawan Project is a good corporate governance model for any networks to study. We have many the associated networks to take part in our work integration. This project can be responded to children’s need and correct problems in the right directions. The children can develop their suitable capacities, efficiency and effectiveness as their own age. They are confident to help themselves and each other. The project personnel received potential in development skills to take care children by the associated networks. They learn, transfer and adapt to develop their knowledge in taking care of the children. The learning activities make them to understand each other and have the same goals and visions to create their efficient working. As this result, the children can develop their skills and experiences to help themselves and other people. They can learn and solve problems with their self esteem. They are more efficient and effective in their ways of life. The project personnel have a good mental health. The working process is reduced the complicated steps but increase more efficiency and effectiveness. The organization achieves the complete mission in integration of collaborative work to increase the associated networks, reduce operating cost, and develop continuously sustainability.

Phayathai Babies’ Home encounters the problems are: the increasing number of children while we have a limited number of personnel to take care children. A staff will respond 10 - 15 children/shift. This ratio is unbalanced for taking care children. We also have the limited operating budget which affects the suitable development opportunities of children. This causes the children themselves lack of good training, practicing, and developing in the way of life. Phayathai Babies’ Home has launched Saeng Tawan Project (a helping project to develop and service children in Phayathai Babies’ Home). We enhance and develop children by involving of the associated networks to integrate and solve the serious problems together. The children have different problems because they come from different families, environments and conditions. Phayathai Babies’ Home has a suitable development plan for an individual child to enhance and develop him (her) as his (her) own age. We must have the associated networks in children development to succeed in taking care of newborns and elementary children. It is a learning institution for various the associated networks: government, private, educational institutions, hospitals and non-profit organizations. All the associated networks can learn and transmit a model of newborns and elementary children.

Phayathai Babies’ Home has launched Saeng Tawan Project for developing the work quality service process to children. This is an important mission in our project. We focus the main problem in children’s desire and development. We proceed our policy according to Thai government’s strategy in human developments. We emphasize in operating work, organizing social welfare, reducing social inequality under the limited resources with more efficiency and effectiveness. The operation cannot be only depended on government’s budget but also the officer. With this reason, Phayathai Babies’ Home has proceeded the mission to the vulnerable children. We define them as the good healthy children. These are the good benefits and opportunities for these children to develop themselves in all aspects. The children have the confidence level to amend and help themselves. They also help others and will not be a burden of society. We have cooperated with many the associated networks such as: Faculty of Medicine in Ramathibodi Hospital, Phayathai Babies Foundation, Ramathibodi Foundation, Thai Red Cross Society, etc. They involve in development of these vulnerable children to learn and adjust themselves in the right direction. We have learned and created the improvement quality of working services more sustainable than the past.

Phayathai Babies’ Home participates with various the associated networks to integrate working process, resource and limited management budget. The main purposes of projects are focused on developing children and work process such as: cooperation with Faculty of Medicine in Ramathibodi Hospital for Physical Examination activity without any expenditure by medical students. They can learn diagnosis case from real situation. The activities are cooperated by private’s budget such as: Mead Johnson Nutrition Company to support milk, supplementary food, and build dairy rooms to develop children’s progress. Toyota supports budget in building tutorial schools. Professor Pingda Wong supports budget for children care staff, table and chairs in canteen. Phraya-Pirom-Pakdee Foundation supports budget for children care staff. Lorenzo Home takes care HIV Infected adolescent girls. Zeena Peer Centre and Baan Phra Khun take care HIV Infected adolescent boys. ISB International School organizes the children development activities. The other activities are adjusted by the existing government’s budget and integration of each associated network. In former, each network had different view of work. Nowadays, the ministries adjust the same goals and project directions. These activities are achieved more responsive to target children group. They can develop and help themselves appropriately according to their own age.

Saeng Tawan Project measures directly the success in children's development and health care. In former, there were many children who had some water in their ears; we sent them for doctor treatment. Nowadays the amounts of these children are reduced by the doctor teamwork from Chonprathan Hospital, Ramathibodi Hospital. The doctors examine, supervise and educate personnel without any expenditure in children care, baby shower in order to protect the children’s ears from water. The activities can be exchanged and enhanced the doctorial skills in treatment process in the medical student team. Phayathai Babies’ Home is a learning center of children’s care and development. We cooperate with the associated networks, organizations and communities to learn, share, transfer and exchange knowledge according to the standard mission of foster home. We develop the systematic process in caring children by supporting the physical, mental, emotional and social desire. Kuakarun Nursing College has participated to learn process of caring and developing children. They organize the suitable activities according to children’s age such as: new born, elementary children then transfer the knowledge to provinces and communities in social service model. These activities are protected children to enter in foster homes. They love their warm happy family.

Saeng Tawan Project is an innovation model to develop children service in Phayathai Babies’ Home and other foster homes. There are various the associated networks such as: government, private organizations, communities, hospitals, universities and educational institutes to involve in the project activities. This is a new innovative thinking in the cooperation to support children who live in Phayathai Babies’ Home and other foster homes. The children can get the most benefits in this project. Saeng Tawan Project purposes to create appropriately development in foster homes in order to take the best care to suit children. The children are healthy and maturity. They will have the correct responsibilities to help themselves and other people in society. These cause the government to reduce operating cost in children medical expenses, hiring health care personnel. The operation will take the maximum benefits in development service for children. Saeng Tawan Project is also a prototype development institution for learning about early childhood’s care. The system is fully integrated and completed successfully for any the associated networks, organizations and communities to take this mission in caring and developing the newborns and early childhood. They can deploy and adjust to suit their organization and sustainable development continuously.

The category of innovation service award is evaluated by the Thai Government Development Board that shows the teamwork has a mental service in order to provide the most satisfaction to all level of customers. We always have the regular meetings to monitor in order to solve problems and develop plans continuously. We enhance our standardization and improvement services to archive the target group of children who would like the society to give them an opportunity in growing up in the correct ways. They desire love and care because their parents leave them without any lingering sentiment. Saeng Tawan Project has cooperated with all various the associated networks in government, private organization and people. This is the most important proactive work of government to enhance and develop the services in high standard quality. Thus, the above innovation project is still continuously developed, mobilized resources and feedback from all the associated networks to participate in Saeng Tawan Project. It is an innovation of Saeng Tawan Project that takes care a lot of children. We must provide all the best standardization of development to suit children adequately and continuously. The other organizations can utilize our models to expand their standard in caring children.

Phayathai Babies’ Home operations are mobilized from various the associated networks. The project mission is successfully effective and efficient. The most of children are developed and improved their skills and experiences to live in society with correct direction and happiness. They can rely upon themselves and help other people in suitable opportunity. They are not the burden of society. This means that Saeng Tawan Project has succeeded to solve the problems and obstacles in children’s care and development. The project operating budgets are supported by government, private organizations and the associated networks. The operation is not focused on monetary budgeting, but rather on collaborative and operational development. We have aligned budget in the same goals such as: reduce the problem of abandoned children, inappropriately take care of children, children’s social welfare. The children must be protected from various factors such as: violence in their family, social disaster, sex harassment, etc. These children have low living cost and lack of development as their own age. We focus in children’s happiness and pleasurable living in their quality of life in society norm. The project staffs work with service mind, happiness, curious to develop their efficient and effective in learning, etc. That means the living society is more generous, satisfactory, and peaceful. The various associated networks involved in study and visit our activities. The operating budgets are supported by the network partners thus we can develop children as their appropriate age. This is a good opportunity in helping children. When the children can survive in society without any obstacles in their life, they will not be a burden in society. The associated networks and stakeholders transfer, exchange collaborate the development their skills and experiences in caring children knowledge together. To have the related corporate goals that contribute equally benefits to all the associated networks for increasing the work more efficiency and effectiveness 2. To create proactive relationships in teamwork and the good associated networks 3. To have the related corporate objectives and disciplines which are accepted by majority populations of all the associated networks 4. To have well communications, have the natural goals, equality power to prepare the appropriate activities to achieve the most satisfactory to children and staff 5. To have well organized systems, the organization encourages staff to work and trust in team to prevent conflicts and misconceptions in organization. Saeng Tawan Project is a prototype institution of knowledge development in caring newborns and early childhood. We emphasize the children’s benefits with the most important in this activity. The hospital sends medical and nursing students to learn about health care and development of newborns and early childhood in home. Not only the children can get benefits in these activities, but also the medical and nursing students thoroughly. These students can learn and diagnose disease from the real examination in children’s health care and development. This is a win win situation. The private organizations will have a good image to advertise their reputations in collaborative effort by CSR activities. The government can reduce operating cost in children medical treatment, hiring staff to take care children in foster homes. This makes society more generous and pleasurable living.

At present, Phayathai Babies’ Home has integrated and developed into a prototype institution center for learning about early childhood care and development. Saeng Tawan Project systems are integrated and completed for all the associated networks to study in our activities. There are various the associated networks come to study and visit our projects, both in domestic and foreign countries such as: Kenya, China, Korea, Japan, university, schools and local administration. Then, they bring our prototype to expand and develop in their local authorities responsibilities that relate to help the orphans in local communities until they can achieve the nationally award of community prototype in children care development. This cause Phayathai Babies’ Home Project models are acceptable in all organizations. In former, the personnel in each ministry, each agency has different views that make them to perform their duties in different directions too. At present, this work evident has been changed. The ministries and other organizations have coordinated, integrated and contributed equally benefits in work together but base on the children’s benefits. Hence, “Stop Teen Mom Phayathai Babies’ Home Project” is arised and sustained until today. It is a project that does not rely on a single source budget. The budgets are supported from various the associated networks such as: the regular budget from the Ministry of Social Development and Human Security, Ministry of Education, Ministry of Public Health and Local Administration. The most important donations are CSR (Corporate Social Responsibility) of the private organizations which are contributing to return benefits to society and make the good images of their reputations such as: Toyota, Mead Johnson, and many other organizations that contribute budget by sending volunteers to participate in project. This result is a corporate culture creation as a learning organization. The participants have service mind, smiling, teamwork and share responsibility.

Saeng Tawan’s portfolio is a project to help the vulnerable children in Phayathai Babies’ Home that bases on the innovative proactive support projects to give the better opportunity to the pitiful children. At present, Phayathai Babies’ Home has the vulnerable children 345 persons including with HIV infected children. We also have 14 quality development associated networks to service. There are 184 participants in this program. We emphasize various the associated network and media to create knowledge for people to understand the development process of these vulnerable children, for example: Children Health Care Project. The Pediatric Ophthalmology Department, Department of Pediatrics from Ramathibodi Hospital has treatment once a month to 162 children. The Children Development section, Department of Pediatrics has advised the staff how to take care and develop these vulnerable children. The Department of Science, Meaning and Disorder Meaning motivate the language and speech development once a month to 42 children. The integration of the associated networks and related faculty in universities will eventually participate to enhance the caring staff potentiality in taking care these children. This creates a good attitude to participate and sustain developments. Although we cannot improve all problems in society but we can make it less.

The current social problems are very complicated because of the economic. The society makes children lack of caring from their family. The family members must earn money to support their living life. They do not have any time to look after children. This cause impacts on children and youth who lack of good training and model to lead their life. They lack of a sense of responsibility for society. They trust their friends and choose addictive substance. These problems become the cause of crime, unexpected pregnancy, children abandonment, etc. The amounts of children abandonment have increased while the numbers of nursing staff have decreased. The children caring process do not cover thoroughly, thus the children lack of quality in their life. Phayathai Babies’ Home has implemented Saeng Tawan Project (a coordination project to help children in Phayathai Babies’ Home). We cannot achieve project alone. We would like the government, the associated networks, private organizations and communities to participate in caring and developing children, knowing the problem trouble shooting. This causes sustainable development for children. When children grow up, live happily, and do not be a society burden. In the same time they can rely on themselves and help other people.

Phayathai Babies’ Home measures the project success from children's smile and happiness, the staff who encouraged developing knowledge, happiness and welfare. These are the most important project success. The monitor and evaluation of Saeng Tawan Project (Summative Evaluation) will be evaluated after the end of the activity. The project activities become a routine work and come from the brain storming process (brain storm) together with networks until it has the crystallized idea to create the new attractive activities. Saeng Tawan Project strategies will be evaluated, withdrawn or let the activity continuously improvement. While the project is operating, the teamwork is brainstorming again to set guidelines and create new activities. If the activity can be further developed, the development team will summarize continuously information to generate in long term project. This will be based on results (Formative Evaluation). The evaluated result after project finished (Summative Evaluation) will be summarized in report that the project will be achieved goals or not. There are any new activities or obstacles impede the activity. The report will indicate project status whether it is successful in the level that can be continued or must be modified. If there are any problems that may prevent further action.

Phayathai Babies’ Home is a prototype of caring and developing early childhood with integrated and completed systems. It is potential to create a corporate culture for government and private to improve social problems. The systems are not the most important. We emphasize leadership, vision and willing operation. The management knowledge is conveyed and sustainable culture organization. The International Conference of Prince Mahidol Awards in 2017 is a global forum. All heath leaders participate to drive world-class health policy. The main topic in this year is "Addressing the Health of Vulnerable Population for an Inclusive Society". The participants go to real area for case study and publish Thailand models to international countries. The committees select our case study in “Collaboration to develop social welfare and health care to the vulnerable children: Phayathai Babies’ Home”. Nowadays we work with networks to cooperate, problems solving, reactivation and children continuously development. We take Montessori curriculums that focus on children development in highest potentiality. We evaluate 2 months baby – 6 years children (Denver Development screening test). The children are developmental deficiencies. We send them to Ramathibodi Hospital for intelligence assessment. If they are the delayed development, we will adjust the suitable curriculum to suit them.
