The area of Tub-Num Subdistrict Administrative Organization comprises Tub-Num and Ban Ma Subdistrict for the area of 7,850 rai in total. Its geography is lowland with a slope from north to south. The community is located along the water surface surrounded by agricultural land. The area of agriculture is 69% or 5,429 rai. The context of the society is rural lifestyle that people do farming and the main occupation is agriculture by 53% or 2,493 people. For agriculture, the main factor is the water where the problem area has no water used for agriculture during the dry season between January and April of each year because of agricultural areas outside the irrigation area. The water from the nature of the water is therefore the main source of water from the canal. If natural water is not enough cause by drought or no water kept from the raining season, the remained water will not be enough for agriculture. As a result, farmers and agricultural workers lose their income of about 84,532,500 baht. Tub-Num Subdistrict Administrative Organization therefore had to find ways to solve the problem to have water during the dry season and keep the main income of farmers and agricultural workers by using the process of managing farmers to accept and participate in water management together with the Tub-Num Sub-Distract Administrative Organization and community leaders to encourage farmers to set up Water User Groups / Water Management Committees that use appropriate water allocation rules through the use of the database system to allocate water including disclose information to farmers and make a transparency in water management.

This innovation aims to solve the problem of water shortage for agriculture during the dry season and keep the income of farmers and agricultural workers as the same to allow them to work as normal. The problem of water shortage is a major problem that affects the livelihood of farmers and agricultural workers. The lack of water for agriculture is a major problem in the occupation. The survey found that 53% of them are agricultural workers and agricultural workers. When facing water shortage for agriculture that was not able to do farming, it cost the loss about 84,532,500 baht and leaded to the poverty, lack of food and social opportunities.

Water management system to make income for farmers during the dry season focuses on solving problems for farmers and agricultural workers who have no water for agriculture during the dry season to have the water used sufficiently and fair. When there is no water used, farmers and agricultural workers so do not have the income to live normally. Water then must be provided sufficiently for the area as well as to provide services for sustainable water use by integrating the cooperation between the government and the community to manage the water in the community. Database systems were then developed to support decision-making in water and information management based on the problems and needs of agricultural water users in the decision to have enough water to meet the needs. The Water Management Committee and the Water User Group involved in the co-operation and planning of water use by allowing farmers who use the water to provide information on farming in each round of cultivation for importation.

This innovation aims to provide farmers and agricultural workers to have income. From the lack of water for agriculture in the dry season that causes the impossible to work, the loss of income, poverty and lack of social equality, the problem is therefore need to be solved by water management for agriculture in the community by villagers. The Subdistrict Administrative Organization is the main unit for supervision and the use of information technology to support the management of water for agriculture to make decisions on the actual database of the true information for clear water management for agriculture from the water user accurately that lead to improved public service delivery in sustainable water supply. This innovation made the underprivileged people have water to use including natural food sources, eliminated the hunger of the poor and the underprivileged, encouraged the elderly and the underprivileged to have adequate access to food, promoted sustainable and secure crop and food production in accordance with the concept "This community needs no money to live on"

The main goal of this initiative is to solve the poverty of farmers and agricultural workers who lack of water used for agriculture in the dry season and cannot work normally, loss of income in life and lack of quality of life. The problem is therefore solved by water management through the cooperation between the Tub-Num Subdistrict Administrative Organization, the community leaders, farmers and people in the community to participate in the solution to the problem of water shortage for agriculture together. This is not the only solution during the dry season but also a sustainable solution based on the principle of the King’s science focusing on creating learning processes for water management for farmers and community participation in the integration of water management for agriculture with relevant agencies at all levels. Information technology is a tool to build credibility and accuracy in agricultural water allocation with sufficient water systems to use. This results in the adequate and sustainable water management.

The main target groups for this innovation are farmers and agricultural workers because this group is the disadvantaged in the occupation caused by the lack of water used during the dry season. In the context of the community, the people are mainly farmers with the agricultural land by 69% and 53% of agriculture and agricultural workers. If this group lacks water to use, they will have no income to live on. Also, natural resources in the area cannot survive if water shortages. The public service system therefore must be implemented to promote the provision of services that meet the needs of the people by taking the stakeholders together to plan for the problem solving. That is, Tub-Num Subdistrict Administrative Organization and The Water Management Committee have a database system to support decision making in water management which will help water users use water appropriately for the area, people can share, produce and consume plenty of water from sufficient water resources.

This innovation has the idea of integrating local wisdom in agriculture for water retention sufficiently and effectively by linking the system from the water source to be distributed to the water source in the community covering all area including the application of the Internet of Things (IOT) system installed electric pump control. The system can be turned off the pump with a smartphone or computer display on the screen of the water management to decide on water management by database and water resources. The water user group sends the crop information in each production cycle into the system, ie the crop type, the number and location of crop area and the water management committee is leading the water level information to calculate the water consumption to meet the needs of each farmer's crop and display the total water consumption.

Innovative water management system to tackle drought is the modifying of the concept of water management for agriculture. Previously, the use of water for agriculture is done by farmers will use the wisdom of the villagers to bring water to use for agriculture to meet their own needs that cause the lack of community involvement since water is the main factor that everyone wants. When the water shortage, it causes problems to the community as the conflict that the problem of water scarcity and water resources is not enough. Since Subdistrict Administrative Organization saw the importance of problems and needs of water, the farmers, the water users and community leaders were therefore has involved in problem analysis and solving since 2005. Together, the information technology system has been developed to support the decision-making process of water management and to add water to the system for water throughout the year.

Personnel 1.1 Water and Community Management Committee participated in the database management of farmers and water users and decided on proper water management. 1.2 Local staff was the personnel who managed the allocation of resources, collaborated with different sectors to get involved in problem solving and met the needs of the community. 1.3 Every water users involved in database support, shared the resources thoroughly ,made love and cherish resources and used the water beneficially. 2. Sponsors of budget, materials and equipment 2.1 Government agencies were Rajamangala University of Technology Suvarnabhumi supported water management program with IOT system/ Bang Pahan Agriculture Office Support supported registered farmer information. 2.2 Tub-Num Subdistrict Administrative Organization supported the budget for infrastructure construction in water management system. 3. Intellectual and cultural capitals were the local wisdoms in water use for agriculture which is the lifestyle of people in the area.

After applying innovation in the context of a successful area, Tub-Num Subdistrict Administrative Organization plays a role in transferring knowledge to other organizations, organizations and communities. 1. It is a joint research project with the Research and Development Institute, Rajamangala University of Technology Suvarnabhumi. 2. Hold an exhibitions at the national level. "Water of Life" Exhibition Road Honor "Bua Lek Yat" at Mrigadayavan Palace, Phetchaboon Province 3. When the Tub-Num Subdistrict Administrative Organization utilized innovations to develop the water management system for the agriculture in the community, it has sufficient water for farming in the area. Subdistrict Administrative encouraged people in the area to do agricultural practices based on the theory of agriculture for farmers to feed themselves, to have income to spend and have food to eat throughout the year, to encourage farmers in the area to consciously use water economically and cost effective, to know and understand about sharing to everyone involved in the maintenance of water resources in the community, to dredge when the water is shallow and take advantage of water resources together thorough and fair under the rules of water user groups for agriculture and managed by the Water Management Committee.

Since water management innovation to solve the problem of drought is based on the problems and needs of water-scarce farmers and the emergence of a combination in the form of a Water Management Committee comprises the representatives of water users in each community participated in the joint planning, problem solving with the Tub-Num Subdistrict Administrative Organization and community leader that once successfully resolved, farmers are thus aware of the importance of cooperating and promoting the shared principles of sustainable water management and the availability of adequate resources. The next thing to do is to manage the land for maximum value, to promote the production of agricultural crops and food as a food source for households and communities. It is the promotion of the economic growth of the community, eradication of poverty and solution of problems for the underprivileged.

Innovative water management system to tackle the drought crisis was evaluated by an external agency, the Decentralization Commission for Local Government Organizations, Prime Minister's Office, that Tub-Num Subdistrict Administrative Organization has submitted this work to the contest and was awarded the first category of the Subdistrict Administrative Organization of the year 2015. The inspector's office has appointed a real-estate assessment committee to examine the empirical data and evaluate actual achievement in the area. In that assessment, Tub-Num Subdistrict Administrative Organization presented information on water resources management in the area which covers all areas and interviews with water users participated in agricultural information. After the innovation was used in the area, there is enough water for agriculture that farmers and agricultural workers can do farming in the dry season.

Based on innovation assessment, it leaded to the development of water management system by using the information technology system to support decision making to be more accurate, and be able to turn on and off the electric pump system with a Smartphone or Computer based on the data of water use from the group of water user and water management committee to provide better public services to meet the needs of farmers. The beneficiaries are also expanding to the people to provide natural food sources in the area to be used to produce food in the household and community that create opportunities for the underprivileged in the community to benefit from increased natural food sources. Tub-Num Sud-District Administrative Organization has been leading this innovative project in a remarkable level and received the second award of local government organization with good management prize from the Office of the Decentralization Commission for Local Government Organization, The Office of the Permanent Secretary, Office of the Prime Minister B.E. 2560, which is to raise the level of participation at the national level for the Tub-Num Subdistrict Administrative Organization to raise public services to the public.

The important lesson learned from the operation was that the Tub-Num Subdistrict Administrative Organization was able to solve the shortage of water for agriculture for farmers and agricultural workers in the dry season, encouraging the farmers to earn the same income as their normal occupation by using the water management process to allow farmers to accept and participate in joint water management. The disclosure of information to farmers and communities in the water management process can make the transparency in water management from the information technology systems used to receive and send information clearly that can establish a correct operating guideline to cause the Successful management of water for agriculture and community. Also, it can make money for the community, bring local wisdom to convey and drive innovation for true benefits to the community. This can be extended to other communities using the context of the water community as a model.
