Question 1

Banyuwangi Regency has an area of 5,782.50 km² consisting of 25 sub-districts, 189 villages and 17 sub-districts. As the largest area in East Java, the population of Banyuwangi is 1,754,719 people, consisting of 876,128 women and 878,591 men. In order to realize a public service delivery system in accordance with the good governance principle, it is necessary to take steps to synergize and integrate the work programs and activities of the Banyuwangi Government. Each work program and activity is formulated comprehensively and integrally in order to improve the function of government in public services, community economic empowerment, education, health, poverty, culture, and increasing the capacity of human resources to provide the maximum benefit to the community. To accommodate all the interests of all levels of society, especially at the village level, the formulation process involved the participation of the village government and communities. Smart kampung is implemented in all villages and sub-districts in Banyuwangi Regency in stages, prioritizing villages and sub-districts that have met the qualifications. Qualifications that must be met include: facilities, infrastructure and human resources. Villages and sub-districts are given guidance and assistance in order to fulfill the qualifications carried out by each SKPD whose work program is integrated with Smart Kampung. The Regent supervises the implementation of the Smart Kampung program in Banyuwangi Regency. The Camat (Head of Sub-district) supervises the implementation of the Smart Kampung program in the local village/kelurahan. The Head of SKPD supervises the implementation of the SKPD work program which is integrated with the Smart Kampung program. The head of the SKPD in charge of community empowerment and village government evaluates the implementation of the program. Financing for Smart Kampung comes from the Local Budget (APBD) and Village Budget (APBDes).

This innovation is in line with category four because the Smart Kampung is not only beneficial for people living in cities but also in rural areas. Thus, all Banyuwangi residents can access the same service, without any constraints of distance, time and pandemic. This also reduces the existence of illegal levies from individuals who take advantage of the complexity of the bureaucracy in public service delivery. The Smart Kampung application is also used to collect social assistance data during the COVID-19 pandemic so that there is no overlapping of assistance received by the community and supportive to social resilience.

Since the launch of the smart village innovation in 2016, many developments have occurred. One of them is the installation of fiber optic cables in all villages in Banyuwangi for easy internet access and the implementation of smart villages. This is in accordance with SDG 9.C: Significantly increase access to information and communications technology and strive to provide universal and affordable access to the Internet in least developed countries by 2020. The Smart Kampung program was very useful during the COVID-19 pandemic. In terms of health services, the Banyuwangi Government integrated the Smart Kampung application with data from residents who received vaccines, data on isolation houses in each village and data on social assistance that was integrated with data from the central government. This program also provides assistance for MSME actors (Micro, Small and Medium Enterprises) to boost the economy affected by Covid 19. In addition, there is assistance in the form of digital marketing of MSME products and assistance with adequate infrastructure for kiosk owners. The latter is part of a program called Warung NaikClass (The Upgraded Kiosks).

Furthermore, a program called Warung Naik Kelas (The Upgraded Kiosks) provides assistance for kiosk owners. During the pandemic, the government requires civil servants to shop for groceries at traditional markets or shops. These groceries will be distributed to people affected by covid 19.

In the past, long bureaucratic chains, long distances from village offices and time-consuming management processes made people lazy to process their administrative documents. If all these services can be carried out in the village, this can be an effective solution to save time, cost and effort. The Smart Kampung program simplifies the complicated licensing process because all processes are carried out in an integrated manner. Not only at the village office, the Banyuwangi Government has established a Public Service Mall to provide 199 types of services for the community, some of which are: population administration documents such as birth certificates, business permits, BPJS Health, BPJS Employment, PDAM, vehicle-related permit services, driver license renewal, payment of regional levies, marriage documents, pilgrimage (Haji), housing services and others. There are 11 Local Government Agencies (SKPD) and 12 State-Owned Enterprises/Ministries involved in the Mall. In addition to the Public Service Mall in the city center, there are also Public Service Markets in several sub-districts such as Rogojampi and Genteng. Public Service Malls or Public Service Markets are located close to traditional markets so that people can easily reach them.

Smart Kampung targets all Banyuwangi residents without gender discrimination, education, work and others. In the economic sector, several Smart Kampung programs help MSME actors to rise and improve the economy that was previously affected by the pandemic. Also, there is some assistance in the form of providing digital marketing education for MSME products and facilitating the business permit process. The program with the slogan Warung Naik Kelas (The Upgraded Kiosk) provides assistance with adequate infrastructure for shop owners. During the pandemic, the Regional Government requires civil servants to buy groceries at traditional markets or the nearest store from home at least once on a certain date. This is to support the economy of business actors. The groceries will later be distributed to residents affected by Covid 19. In the health sector, the Bayuwangi Government supports the central government's program to accelerate vaccines. The Banyuwangi government cooperates with the regional leadership coordination forum to implement vaccines for residents who are registered in Banyuwangi. Smart Kampung is primarily implemented in villages to assist villagers in completing their administrative affairs, which then develops to process affairs in the sub-district or those related to local government agencies (SKPD). At the village level, the implementation of Smart Kampung includes determining the standardization of public services, namely the shape of the building, the layout of the service room, the availability of reading corners, automated machines to access smart village applications, and a comfortable waiting room. Furthermore, this public service was expanded to the city center by establishing a Public Service Mall. This mall is one of the developments of Smart Kampung, which provides 199 types of services to the community under one roof. There are 11 Local Government Agencies and 12 State-Owned Enterprises/Ministries involved. During the pandemic, Smart Kampung plays a role in providing integrated information and data so that the handling of the pandemic and social assistance in Banyuwangi is relatively safe and there is no overlapping of beneficiaries. This is because all population data has been integrated online in the Smart Kampung system. This system also matches vaccine data with a Single Identity Number (who has/hasn't been vaccinated) as well as data collection on the availability of isolation houses for residents in each area and residents affected by the pandemic (layoff victims, bankrupt informal workers, etc.). The latest data will be the priority target of the community's economic recovery program. Monitoring and evaluation is carried out periodically through coordination meetings with Local Government Agencies (SKPD) and village officials. In addition, through the Development Planning Consultation Forum (Musrenbang) which is held regularly, the Banyuwangi Government collects input on the needs and expectations of the community for the development of Smart Kampung.

There are websites that can be accessed by residents themselves through automated machines available in villages and android-based applications that can be downloaded on smartphones. The Smart Kampung application is integrated with the Population Service, so only by using a Single Identity Number, residents can complete their administrative matters. In addition, because the smart village application is digital-based, the documents obtained are soft files that can be stored by residents and can be printed at any time if needed.

Not only to accelerate public services, this innovation can also be used in the health, economic, poverty, education, arts and human resource capacity building sectors. Other local governments can also adapt the methods that have been implemented by the Banyuwangi government according to their regional needs. Smart Kampungs received special attention from the Minister of Home Affairs, who recommended other local governments to replicate Smart Kampung innovations tailored to the needs of each region. Many regions have conducted replication studies in Banyuwangi to learn about good practices in Banyuwangi so that they can be adapted and developed in their area.

There was an increase in the economy as evidenced by Banyuwangi's inflation in 2020 of 1.74.However, there were several periods when Banyuwangi's inflation was also lowest in East Java. Based on Bureau of Statistics data, inflation in Banyuwangi in 2020 is higher than East Java's inflation which reached 1.44%. Banyuwangi's inflation is also above the national average of 1.68% in the same period. This inflation rate is still included in the category of mild inflation. The progress of the vaccine recipient target, from a total of approximately 1.7 million Banyuwangi residents, 980,562 residents have received vaccine dose 1. Smart Kampung works in harmony because of the Regent's regulation as the basis for implementation. This regulation serves as a guide for the team in realizing the Smart Kampung program. Through this regulation, the services in each village are more evenly distributed and equal due to qualification standards in the implementation of Smart Kampung. This includes the availability of adequate infrastructure and supporting human resources. This innovation integrates all Local Government Agencies (SKPDs) at the district and village levels to make it easier for local governments to provide services to the residents. Thus, people do not need to go to agencies one by one to process administrative matters. In addition to integration between SKPDs under the Regency Government, this innovation does not rule out the possibility to be able to integrate and collaborate with linear agencies in Banyuwangi.
