The rapid increase of the Covid-19 cases in Central Java has raised concern and awareness about the need of a comprehensive plan to eliminate the spread of the virus. The community as the frontline that deals directly with Covid-19 cases needs to be empowered in efforts to accelerate the handling of Covid-19 systematically, structured, and thoroughly through the establishment of "Task Force Jogo Tonggo". Task Force Jogo Tonggo is a Task Force to Safeguard Neighbors empowered from existing community organizations to align the goal of fighting the spread and transmission of Covid-19 in its territory while ensuring support from outside its territory. It is the embodiment of a philosophy that has long been rooted in the culture of Central Java people to care for each other and help each other. The establisment of Task Force Jogo Tonggo was supported by Central Java Governor's Instruction No. 1 of 2020 on Community Empowerment Accelerating the Handling of Covid-19 at the level of Rukun Warga through Task Force Jogo Tonggo which later became a guideline for Task Force to operate. The purpose is to work together with all elements of society to unite against the spread and transmission of Covid-19 in its territory which is divided into several task force areas. The Health Task Force has task to control the health of citizens in its territory. The Economic Task Force has task to monitor the logistical conditions of the community, the consumption of citizens, and the stability of economic activities in the region. The Social and Security Task Force has task to monitor security, mobility, and crowding. Finally, the Entertainment has task to provide entertainment alternatives for the community while in quarantine.

Task Force Jogo Tonggo is a transformation that unite organizations, which already exist in community with different goals, then take the same goal: to fight Covid-19 according to their functions and capacities.This transformation is an innovation to further strengthen the function of the organization effectively and efficiently. This effectiveness is based on the fact that the organization has very good relation with the community so that it can react fast against Covid-19 in accordance with their respective functions. While the efficiency aspect is that there is no need to build an organization from zero, which takes a relatively longer time

Task Force Jogo Tonggomembers came from the community organization Karang Taruna, Dasa Wisma, PKK, Posyandu, and RW-levelcommunity.Karang Taruna are youth organizationswhose members are aged 13(thirteen)to 45 (forty-five)years and the managers are aged 17(seventeen)to 35 ( Thirty-five)years.This organization is a forum for the development of nonpartisan young people who were initially engaged in the field of social welfare.Dasa Wisma is awork program of the PKK consisting of 10 familyheads. PKK (Empowermentof Family Welfare)itself is a community organization that empowers women to participate in Indonesia's development.Posyandu or IntegratedServiceCenter is a non-governmental activitywhich aims to reduce the numberofInfant mortality, toddlers,and birth rates as well as improving people's ability to develop health activities as needed. RW or Rukun Warga is acommunity institution that aims to maintain and preserve the value of indonesian lifeconsisting of at least 10 KK and a maximum of 50 KK.Some members of Jogo Tonggo in Central Java who participated in the preparation of this proposal include a female member of Karang Taruna Desa Ropoh Wonosobo, and the Chairman of RW 1 Padasugih Brebes Village.

Task Force Jogo Tonggo in collaboration with the police has been able to jointly secure the crowd by providing education and a good example for reducing mobility and controlling the crowd. Overall, the program has successfully its goal proven by the decline of Covid-19 cases in Central Java. There is currently no red zone in Central Java, and the capital of Central Java Province, Semarang City, is the first city in Indonesia to reach level 1 (the region with minimum Covid-19 cases).

The Governor of Central Java as the regional leader issued Central Java Gubenur Instruction No. 1 of 2020 on April 22, 2020 which legalized the establishment of Task Force Jogo Tonggo . After the governor's instructions, organizations in central Java both government and social organizations began to move to support the handling of Covid-19 together with the community. The Central Java Communication and Informatics Office built the Jogo Tonggo application aimed at supporting members of the Jogo Tonggo Task Force in Central Java in monitoring Covid-19 zoning data in Central Java. Central Java Health Office through its health cadres coordinate tracing,testing, and treatment of Covid-19 cases in Central Java. BPBD Central Java coordinates the security of self-contained and centralized isolation locations, the collection of Covid-19 positive citizens, and the repatriation of Covid-19 bodies. The Transportation Department participated in securing the mobility of citizens by recording the amount of mobility and securing roadblocks assisted by the Police and Satpol PP. Communityorganizations that plunge directly in the community were Karang Taruna, Dasa Wisma, Posyandu, Agricultural Companion, Village Companion, PKH Companion, Village Midwife, Linmas,and other social organizations in the community which adjust their functions and duties to jointly cope with Covid-19 in accordance with their respective fields of duty. In the coordination line there is direct monitoring for RT where areas classified as red with high Covid-19 cases are directly visited by the Governor of Central Java or his representative. In addition, there are Rembug Desa activities in Regencies in Central Java to discuss the latest issues regarding Covid-19 in the region and convey solutions to related issues. Rembug Village is carried out together with the Village Head and Regency Office staff through Zoom Meeting.

Community against the instruction of the Government so it increased the number of covid 19 infected community, making some new clusters.

The transformation of community organizations into Task Force Jogo Tonggo is a new phenomenoncreated bythe shared cause to prevent and overcome Covid-19. The formation of Task Force Jogo Tonggo itself is in line with the concept of whole governance where all aspects of government need to work together to solve a problem. The tasks carried out by Task Force Jogo Tonggo require technology in Central Java,namely the use of zoom meetingsfor public and the use of Jogo Tonggo application filled-out by the community to monitor the development of Jogo Tonggo and regional zone.

The concept of Task Force Jogo Tonggo is inspired by the concept of whole of governmentwhere all aspects of government are focused and geared towards accomplishing a common goal. This concept of organizational transformation has great potential to be adapted in various conditions and regions that require unity to solve urgentcommon problems. Because the main source of the Jogo Tonggo Task Force movement is the empowerment of pre-existing functions. Empowerment itself is an activity that can be adapted by all regions simply by providing good education and communication in the empowered organization.

Basically Task Force Jogo Tonggo is a task force formed by the community for the community. Caring for and helping eachother is something that have existed and taken root in Central Java culture and can be addapted to other community. This is followed up by the Central Java provincial government by bringing up a culture of mutual care and help to be instilled in existing community organizations so that they can achieve the common goal to prevent and tackle Covid-19.

Human Resources comes from members of social organizations that already exist in the community such as Karang Taruna, Dasa Wisma, Posyandu, Agricultural Companion, Village Companion,PKH Companion, Village Midwife, Linmas, and other social organizations.The funding of Task Force Jogo Tonggo is obtained from self-help and funding assistance by the government consisting of: 1.Allocation of Village Funds of at least 8% for medical devices and infrastructure facilities to combat Covid-19 in Central Java (sanitizer,etc) 2.Self-help from the community in their respective regions to provide assistance to underprivileged citizens, joint contributions to help underprivileged citizens, share food, help each other if needed energy, accommodation, etc

Task Force Jogo Tonggo was formed in all Rukun Warga in Central Java headed by each RW chairman who coordinated directly with the government regarding the handling of Covid-19 in his area. In each regional task force, there are areas of duty namely Health, Economy, Social and Security, as well as Entertainment originating from Karang Taruna, Dasa Wisma, Posyandu, Agricultural Companion, Village Companion, PKH Companion, Village Midwife, Linmas, and other social organizations. Task Force Jogo Tonggo coordinates directly with the unit of service such as the Health Service, Community Empowerment Office, Communication and Informatics Office, Regional Disaster Management Agency, Transportation Agency, and other related Agencies in accordance with the needs of intervention in their respective regions.
