The Special Region of Yogyakarta (D.I. Yogyakarta) is a province in Indonesia which covers an area of 3,185.80 km². The administrative area is divided into 4 districts and 1 municipality with a population of 3,802,872 inhabitants. Among Indonesian people, D.I. Yogyakarta is well-known as an educational destination. 2,554 levels of basic education (elementary and junior high) were recorded, 434 levels of senior high school (SMA) and 118 levels of higher education, with a total of 798,935 students. The large number of students is a challenge for local governments in meeting the needs of information sources through libraries. In Yogyakarta Special Region there are 3,637 libraries including 6 public libraries, 438 Village Libraries, 2,011 Elementary School / Islamic Elementary School Libraries, 537 Junior High School / Islamic Junior High School Libraries, 426 Senior High School / Vocational School / Islamic Senior High School Libraries, 112 Higher Education Libraries, 29 Community Libraries, and 78 SLB Libraries. However, all libraries are independent, so they only serve those who are registered in each library. Even Libraries owned by Educational Institutions have a tendency to provide exclusive services, limited to students, teachers, and employees. Since 2016, the Yogyakarta Special Region government has made innovative breakthroughs aimed at opening up the exclusivity of educational institutions' library, membership constraints, and distance between users and libraries by developing the integrated library system of Jogja Library for All (Sepatu Jolifa). Sepatu Jolifa was developed using the concept of collaboration between libraries to provide access to information resources to the public. Until now 1 regional public library, 5 regency / city public libraries, 28 college libraries, 3 school libraries, and 2 Agency libraries have joined Sepatu Jolifa. Through the website address www.jogjalib.com, the public can access various library information resources on the Yogyakarta Special Region in one access point.

Sepatu Jolifa is developed to provide access to information anywhere, anytime, not constrained by geographical conditions, simply by accessing www.jogjalib.com. This website harvests data from a variety of library collections in the Yogyakarta Special Region and presents it. Harvested data is in the form of library catalog data, e-resources, and institutional repositories. Several examples of institutional repositories include theses, dissertations, limited printed studies, research documentation, etc. With Sepatu Jolifa, the public can access information resources in the library and through the opening of access to information resources, Sepatu Jolifa supports the dissemination of information to realize equal access to education.

The SDG targets desired to be achieved Sepatu Jolifa are: - 4.3 by 2030, ensuring equal access for all women and men to quality and affordable tertiary, technical and vocational education, including universities. - 4.6 by 2030, ensuring that all adolescents and adults, both men and women, achieve literacy and numeracy skills. The concrete steps of Sepatu Jolifa in achieving the SDGs objectives are: 1. Provide access to education through the library. 39 libraries affiliated with Sepatu Jolifa agreed to collaborate to provide a source of information to the public. The first priority is the connection of libraries in Yogyakarta Special Region. The second priority is the connection of higher education libraries. The next priority is to connect other types of libraries with a target of a 10% increase in 2020. 2. Open access through a website (www.jogjalib.com), to provide convenience to the public in accessing information. 3. Opening the exclusivity of several Institutions by issuing jolifa shoe member cards, which are used for access, then utilizing library collections and facilities, including borrowing between libraries. 4. Carrying out various information literacy activities, to improve reading and writing skills.

Data of old school community expectations of the Yogyakarta Special Region recorded the highest value in Indonesia. The community social conditions of the Yogyakarta Special Region needs to be supported with the education access facility through libraries. In terms of economics, Sepatu Jolifa allows a library collection collaboration. Libraries may collaborate to provide information resources.

Until 2019, there were 3,637 libraries in Yogyakarta Special Region. Includes 6 public libraries, 438 Village Libraries, 2,011 Elementary School Libraries, 537 Junior High School Libraries, 426 Senior High School Libraries, 112 Higher Education Libraries, 29 Community Libraries and 78 Extraordinary School Libraries. They aren't yet integrated and the services provided are limited to meeting the information needs of their communities. Library information sources seem to be isolated from the needs of the wider community. In terms of completeness of collections, the number of libraries that exist each relies on the ability of each institution to buy all sources of information that are increasingly numerous and diverse. In 2016, the Regional Library and Archives Agency of Yogyakarta Special Region, builds application, which integrates various types of libraries. It's called "Sepatu Jolifa" and collects some data, among others, library catalogs, e-resources, institutional repositories, and featured books from each library. Through this application the community can register independently as a member. The advantage of being a member is being able to visit, then accessing library collections and facilities, and also utilizing inter-library loan facilities. It provides opportunities for the wider community to access information sources to support equal access to education through libraries.

Based on statistical data from public visits to the provincial public library, the percentage of women was more that 62.89% and 37.11% for men. The tendency of libraries to be widely used by women is also seen in google analytic statistics on users of www.jogjalib.com namely 58.57% women and 41.43 % men. The tend to use library for women is an indication that library is a comfortable and safe place to obtain knowledge access. The knowledge access facility through library is one purpose of Sepatu Jolifa to provide equal education to all members of community.

The target groups of the Sepatu Jolifa innovation include the community, library institutions and the government in the Yogyakarta Special Region Province. The results of the Sepatu Jolifa is based on the target category, namely: A.Library -opening library isolation by display library collection data information through www.jogjalib.com which has 50,759 visits in 2019 -networking to complement each other by displaying the benefits of collections -Sharing the use of information resources with cross-visits services among the Sepatu Jolifa members with a trend of increasing members. -as an initial collaboration in several library activities. B.Community -Easy access to information sources through www.jogjalib.com with library collection of 1,259,190 records -Utilizing learning resources through cross-visits facilities in 39 libraries located in Yogyakarta Special Region -Conducting collection loans through inter-library loan facilities in 5 large libraries in Yogyakarta Special Region. C.Government -Increasing interest in reading and literacy by providing access to information and knowledge in all regions in Yogyakarta Special Region. Libraries incorporated in the Sepatu Jolifa are generally concentrated in the Yogyakarta City. Efforts were made to distribute library services widely, in collaboration with 4 district and 1 city public libraries. This regency/city public library is also the beginning of the addition of the number of libraries joining the Sepatu Jolifa in each regency/city.

Main steps conducted to implement Sepatu Jolifa: 1. In 2015, the signing of collaboration commitments with 39 libraries has been completed. This collaboration commitment is an important element in the success of the Sepatu Jolifa in advocating the provision of inclusive services for the whole community. 2. In 2016 the Integrated Library System Upgrade of Jogja Library for All was carried out. The Sepatu Jolifa integration method previously used werehouse data as a data harvest technique using the Open Archive Initiative Protocol for Metadata Harvesting (OAI-PMH). The application upgrade also adds a key feature, which is the facility to borrow collections between libraries. 3. In 2017 the system was tested and repaired. A system testing and evaluation was carried out which included harvesting techniques, as well as an inter-library loan simulation. 4. In 2018 monitoring and evaluation was carried out by the Jolifa Shoes working group to find service weaknesses. Monitoring and evaluation was carried out not only on application, but also on the standards and service procedures of each member of the Sepatu Jolifa library. 5. In 2019, the process of drafting an integrated library system regulation was carried out. The collaboration commitment was initially set out in the Cooperation Agreement between the Government of Yogyakarta Special Region and the Library. With the increasing number of requests to join the integrated library system, the mechanism of the cooperation agreement was then evaluated and proposed to be a higher regulation through the Governor's regulation. This Governor’s Regulation later mandates all libraries in Yogyakarta Special Region to join in the integrated library system of Jogja Library for All. This Governor Regulation is binding on the types of public libraries (Regional, Regency / City) and school libraries totaling 3,525 libraries. For college libraries a number of 112 are equipped with cooperation agreements.

The library network in Indonesia is still exclusive e.g. library system of state universities, school libraries. The Sepatu Jolifa provides a different approach, which is to collect all types of libraries in the Yogyakarta Special Region with online and offline services. Online services provide access to data collection, e-resources and institutional repositories. Offline service is in the form of member card issuance that can be used to visit, access library collections and facilities, and take advantage of inter-library loan facilities. The inter-library loan facility is the only one in Indonesia that has been successfully implemented at the Provincial level.

The idea of the Sepatu Jolifa was inspired by the success of the network library in India, European countries and United States. We then developed and customized our own version of network library which suitable for our local community in Yogyakarta Special Region.

Not yet, but it has received several visits from other regions to study the Jolifa shoe system such as Semarang Regency, Brawijaya University Library, Ministry of Health, Ministry of Environment, Ministry of Agriculture, Ministry of Home Affairs and Banten Province.

The Sepatu Jolifa is very easy to transfer to other regions, because it only provides additional facilities to libraries that already exist in every region in Indonesia. This additional facility is in the form of an information system that links all information contained in each library; facilitates the membership system to become one door for all and brings services closer with the inter-library loan facility. Additional facilities in the form of information systems using the VuFind application. This application is an opensource application. So it requires low funding. The hardware and software needed are only ICT infrastructure networks, including server computers to collect data, internet networks. Every Province, City and Regency in Indonesia already has this device, which generally is in the Communication and Information service. The main key to the success of Sepatu Jolifa is a commitment to work together and share. Commitment of Sharing becomes a dilemma in the midst of limited resources owned by the library. To provide access to sources of information through library collaboration, sharing commitments must be strengthened. The principle of cooperation that is built is what can be shared, not what can be obtained.

The APBD budget funds the innovation through the Yogyakarta Regional Library and Archives Service, including application development (± 6,500 USD), Regular Coordination Meeting (± 1,500 USD), Dissemination (± 300 USD) and Honorarium PIC (± 3,000 USD). 2. Human Resources consist of the Sepatu Jolifa Working Group, Person In Charge (PIC) and delivery couriers. The development team carries out, monitoring, evaluating and developing research. 3. ICT infrastructure is the responsibility of the Regional Library and Archives Service with support from Diskominfo. For application maintenance a Volunteer Team has been formed that has IT competence from the member libraries.

Statistical results (2018): - Uploaded content: 1,259,190 record library collections, 37 free scientific journals, 98 free ebooks, 83 final assignments and dissertations, 14 institutional repository links and 392 library news. - The Person In Charge’s activities are shown by the application login statistics 3,222 times. - Online visits based on google analytic is equal to 34,285 times. - The number of registrants who wish to utilize cross-service and cross-loan is 956 registrants. - Drafting regulations in the form of governor regulations is 1 document. Several findings of the evaluation results: - Increasing the number of Jolifa Shoes’ web access needs to be improved by promoting through various media with a target of increasing by 10%. - Increasing the number of Online & Offline Service Utilization needs to be improved by optimizing the role of library members by 10%. - Addition of the number of connected libraries needs to be added to all libraries of Yogyakarta Special Region. - The increase in the number of catalogs and e-resources will increase as the number of members joining the Jolifa Shoes increases. - Application Upgrade is needed along with upgrading the data security system. - Upgrade of network devices, information and communication technology.

Sepatu Jolifa integrates various kinds of library with different organization authorities. The measures taken to coordinate member libraries to have the same visions are: 1. Regularly conduct coordination meetings with all members' libraries at least once a year. 2. Develop legal basis for service policy. 3. Arrange service operational standards agreed upon by all library members. 4. Build good communication, and prioritize consensus in dealing with the issues of Sepatu Jolifa services.

Communication and Information Service, providing internet network infrastructure and Information and Communication Technology facilitation. 4. The National Library of Indonesia, as a supervisor of all types of libraries that provide a place to consult in the framework of implementing an integrated library system. 5. The Sepatu Jolifa member libraries contribute in providing information and knowledge sources both in printed and digital form, providing excellent services in service schemes sharing information resources and knowledge sharing. 6. The Sepatu Jolifa Working Group is a representative of the members of the integrated library system who has the task of carrying out monitoring and evaluation of the organization, conducting coordination meetings, outreach, promotions and development research. 7. The lessons learned from Sepatu Jolifa are: 1. With the authority to administer different libraries, good communication is needed to foster various commitments to open up the exclusivity of services. 2. Joint commitment to share must be based on legal aspects, whether through cooperation agreement letters or in the form of governors, regional regulations or laws. 3. Collaboration to serve becomes a slogan in the Sepatu Jolifa services. With more and more diverse content of knowledge, a library will not be able to pay to buy all of that content. Libraries must collaborate, by promoting the principle of "what can be shared, not what can be obtained”. 4. Web applications have an important role in integrating various types of libraries in one access node. The web application used will be more sustainable when using an opensource application. Open source applications are cheaper and easier to develop. 5. Ease of access to Education through the library is done as an effort to provide equal access to Education. Ease of access is sought by utilizing information technology that collects various types of libraries. Ease of access is also done by providing delivery officers to borrow between libraries.
