Historically, numerous discriminations, prejudices, segregations and exclusions in relation to women athletes have occurred. The same Brazil that prides itself on having football as a symbol of national passion, of its players spread all over the world, of the class and swing that characterize the dribbling of its players, still does not know where its players are. When women make a life choice for football, they find a tortuous path, having to circumvent prejudices in a society that insists on not seeing that the national passion for this sport goes far beyond a space reserved for only men to occupy it. It is believed that due to its impressive power of social interaction, football qualifies as a very appropriate topic to contribute to the process of raising awareness of gender equality. A path that would later be developed and expanded by means of various measures to adapt to the development of sport in Bahia begins, inspired by advances in improving service to the situations of these needs, and this journey culminates in the SUDESB / DPA partnership, in the Sport project in the City, with field football, a project with all the physical and professional structure, with community participation and totally free execution. The initiative aims to provide oriented leisure and to soften, as far as possible, gender equality, giving women's football its due grandeur and appreciation, an important guarantee that they will continue to work within the structure of football so that new generations continue to fight for equality.

SUDESB and DPA, through the initiative, Project Esporte na Cidade, in Salvador / BA, provide free women's soccer classes. The institutional structure and administrative capacity for the implementation of public services are provided by the State, allowing these young women to escape from situations of risk and vulnerability. It is from this sports practice that other perspectives are announced in the lives of these girls, where they gain autonomy, recover self-esteem, expand contact, protection and affection networks. Women's football, in its social perspective, is a space for the transformation and empowerment of women in all its aspects.

Goal 1: Create and expand development strategies in favor of poor people and that guarantee gender equality and the protection of women and girls, to support accelerated investments in actions to eradicate poverty. Goal 3: Increase access to social security for people in situations of vulnerability and exclusion, such as women, girls, through differentiated tools through sport. Goal 5: Strengthen appropriate policies and promote gender equality and the empowerment of women and girls in all areas of Agenda 2030 and the SDGs, reinforcing and promoting public policies that encourage access for women and adolescents, regardless of any conditions. Goal 10: Eliminate discriminatory practices and create strategies to strengthen the development of people who are part of the most vulnerable and excluded groups. Goal 16: Ensure the adoption of inclusive, participatory and representative decisions that respond to the needs of all people and at all levels.

The project's social protection model is directly linked to the objective of social inclusion through the promotion of public and private partnerships. The incentive laws guaranteed in Brazil contribute to a fairer society, guaranteeing social equality in the right to guided leisure, and allowing companies and individuals to invest part of what they would pay in income tax in sports projects, contributing positively to the maintenance of employment and generating less poverty. The Pituaçu stadium uses a photovoltaic solar generation system that guarantees the generation of 630 megawatt-hours per year (MWh / year), a low impact choice and environmental awareness.

Women's participation in football is surrounded by socio-cultural prejudices. The experience in this sports modality aroused our interest in analyzing and supporting a project that would encourage the practice of soccer sports aimed at women, which despite the CBF incentive, there is a discrepancy regarding its dissemination, technical support and visibility. With the contribution of the State and an articulated system around public policies for women in Bahia, the initiative, the promotion and strengthening of the participation of girls and women in sports and leisure, proved to be effective regarding actions aimed at tackling inequalities and the guarantee of women's rights and autonomy. The initiative expands the opportunity to address the gender issue through the distribution of vacancies to an average of 29 neighborhoods, encourages educational development when it inserts students from public schools in the project, a model capable of preventing and containing the growth of inequality through combating all forms of discrimination, seeking to strengthen a female image without stereotypes also in sport, and promoting the equal insertion of women in this area, with special attention to the social class cuts.

Seeking a new narrative and treating it equally, the initiative seeks a fairer process for everyone. The project serves girls and women and takes football to its social and personal context, enabling new experiences and challenges, the opportunity to participate in sport in a safe and supported environment, preserving their rights, dignity and respect. It expands social involvement at all levels, functions and roles, ensuring that women's knowledge and values contribute to the development of sport, promoting the recognition that their participation makes a valuable contribution to gender equality.

The target group of the initiative are girls and women, students, in low-income situations. Through the project, opportunities for improvements and constructions were given to these beneficiaries, and sport, as a social mobilizing tool, was the path chosen to provide this transformation. The initiative brought excellent results, both in the classroom and also in the family and community context, where the behavior and the experience at home and also in the community, have evolved by the students. An issue always addressed within the project is to bring it as an educational foundation, where theoretical content, in parallel with the sports modality in its practice, are treated among all, as well as the constant concern in the school evolution of each one. The initiative seeks to bring leisure oriented to a group where there is a lack, and with professional work, commitment and dedication, we changed the history of each participating student a little. The initiative provides the opportunity, the challenge to change an erroneous concept that exists in society, to show that equality is beyond a right, a social and moral obligation, a chance to show that each participating girl and woman can write her own history.

The initiative arose from the need to democratize access to sport as a form of social inclusion, occupying the idle time of children and adolescents at social risk, offering educational sports practices through football and encouraging children and adolescents to maintain an effective interaction that contributes for its integral development. The planning and writing process of the project body was initiated, until its final description, with all items such as place of execution, objectives, goals, methodologies and financial scope, defined, by the entire team involved. After that, and with the project finalized, captured and approved by all the competent bodies, the process was continued with its dissemination and consequently the enrollment of girls interested in taking part in the classes. The initiative started in its practice at the Arena Fonte Nova Stadium, a legacy of the 2014 World Cup, with all the beneficiaries with their respective uniforms, and the execution of classes in a professional football stadium. During the execution, a shortcoming was detected by the Director General of SUDESB, Vicente NETO, who suggested a readjustment of the scope to meet guidelines that demand parity between genders in football. In a meeting with the Alba Women's Rights Commission, a guarantee of the structure was established to develop the students, women and girls in Pituaçu. The entire practical process was accompanied by a technical team, and also by an online digital system, where all data is stored, as well as all assessment and reports, both technical and physical. The pandemic partially interrupted practical classes, but the content continued to be passed on through online classes. The initiative reached its conclusion, with the rendering of accounts finished in the proposed time, but with the desire to add and make it happen again, very soon.

Only in the last decade have policies and investments designed to facilitate and encourage women's participation in sport begin to appear. And even with these policies, implemented in partnership with the Ministry of Sport, it is not possible in the short term to change culture, break stereotypes and discrimination that add up and aggravate other difficulties. Partnerships have always been the main requirement for this project to work, and there are currently committees in formation with the aim of placing girls and women at the center of a coordinated intervention between different aid systems to reduce gender inequalities.

SUDESB was the first to implement the project in a space with a solar plant, thus guaranteeing natural resources for the next generations. Initiative in partnership with federal, state, private companies and the use of these resources to create safe and attractive spaces for girls to practice football, where they feel more comfortable to participate, interact and learn. All these possibilities, in addition to all this being present inside a professional football stadium, which attracts even more the practitioners of the sport, with a structural environment totally accessible to the participants, make this project an innovative initiative.

The initiative was inspired by some models, but it was in 2019 with Brazil undergoing a transformation in the way of seeing, practicing, researching and consuming women's football that the first edition of the #WikiFutFeminino Editatona was held at the Football Museum , serving as inspiration for a new research of data and adaptation to our model and gaining strength and breadth in the voice of girls and women. Itaú supported the event mentioned above and now supports the Sport in the City project, strengthening and helping the initiative to improve the initial concept and crown this right decision.

The initiative has, in addition to the practical class process, a thorough monitoring of the entire project process. Parallel to all execution, the technology comes as a partner in the form of a management system, which allows the entire project to be monitored online by any member and collaborator. Options such as student enrollment, generation of data tables and graphs, action agenda, accountability, are part of this tool. Reports, including for the Incentive Law, are made through this system. This whole process is very effective and places technology as an ally in improving the quality of applied projects.

Yes.The implementation of Sport in the City in nuclei has been the basis for expanding the promotion of sport in different regions of Brazil. The approach of extending the possibilities to more students who are in a situation of social vulnerability, in fact, underlies similar reforms carried out in recent years in other states such as PA, MT and MG, and always seeking to reach more regions of the country. The project has been modifying its systems lately to allow for a simpler compatibility between welfare benefits and the technical sports context, exploring and diversifying various modalities, reaching a little in all audiences. Far from being a secondary or minor objective, the idea that it is necessary to make the project compatible, both conceptually and administratively, permeates the need to meet the peculiarities of each region.

Already transferred and / or adapted to other contexts.

A resource obtained through the Federal Sports Incentive Law was used, where it was used to finance sports materials, uniforms, shoes, when hiring our technical staff, as coordinator and teacher, financial, legal, who worked for the execution of the project, as well as the cost of all graphic material for dissemination and promotion of the initiative to the public. The initiative, in its execution, has a physical structure of quality and in some aspects even at a professional level.

It is financially sustainable because it involves only the cost of some qualified professionals, familiar with the social project model, a team trained in sports development and capable of influencing people. It is institutionally sustainable because it enables this analysis, through reports, allowing for a realignment in evidence-based decision making, promoting cost reduction and the construction of assertive alternatives aimed at the most vulnerable, in addition to being part of the Federal Government's Strategic Planning, State and Municipalities. There is a promotion of actions and benefits to the most vulnerable, with low investment cost and great social return.

The initiative was evaluated through questionnaires of satisfaction surveys, applied among the students of the project, parents and / or guardians and by the professionals who completed its technical staff.

The indicators were questions about the project. Questionnaires carried out for all the groups involved were applied to ascertain the quality of the sporting material and uniforms used, the execution and methodology of the classes by the teacher and how important the project is in the region. The importance of classes to improve the behavior of girls in relation to their relationship with classmates and teacher in the field, at home with family and at school, raising their evolution within the classroom, and the importance of the project for the their well-being and quality of life were also indicators.

The construction of this research is based on the aim of seeking further improvements in the initiative, adapting all aspects addressed in the best way to the students' realities and expectations. The well-being and quality of life, linked to the improvement of the beneficiaries' health, is fundamental, since physical activity proposes a better lifestyle and exit from idleness. The proportion of girls without sufficient resources to meet extraordinary expenses with sports equipment, the vast majority, if not, in its entirety, and the offer of the same by the project, greatly favors the quality in the execution of classes and enthusiasm in their practice. The introduction of the initiative was compatible with the transformation of the country and one of the regions with a high level of violence against women, and we had high levels of social integration, not only among the population surrounding the stadium, but also among the population of Salvador . The result of assessing the impact of the women's football project is that in addition to reducing poverty and, therefore, promoting social cohesion, it also contributes to the right to grow, to have education and health, freedom, autonomy and information, support network and protection and security.

SUDESB, through the State, in its horizontal and vertical divisions, finds ways to conform its performance with due efficiency. Thus, in the field of production, it provides individual guarantees for the availability of opportunities. As an administrative institution, it is organized at the state level and represents not one more instance of political power, but a collaborative one among existing entities, seeking to support the entire national sports system through the promotion and promotion of all sports categories. It has been supported by numerous entities, including political groups, unions, social entities, religious entities, etc. SUDESB uses interoperability systems with the different Public Administrations and maintains permanent contact with the entities responsible for the protection of women and girls in the most vulnerable situation. It is close to the local reality and collects suggestions to help improve the protection of those most excluded from society. This close relationship has allowed us to promote several initiatives, meeting the needs of this public. Likewise, in order to guarantee the social rights of the population, this close relationship with DPA has allowed it to serve a total of more than 20 neighborhoods in Salvador.

The social sports project model requires a constant dialogue between the service it manages and all the partners involved. In this context, the process started with the general idea of the initiative, proposed between SETRE/SUDESB and DPA. Parallel to this, the involvement of the representative body of women's football, present in several state and national actions, was essential in the construction and maturation of the project, since all its application, place of execution, applied methodology, among other topics, were discussed. and shared, so that the project could achieve the greatest possible success. The initiative maintains permanent contact with the responsible entities, and with the whole process defined, it was possible for the project to be readjusted via the Federal Sports Incentive Law and then the fundraising by the sponsors. In its final phase of implementation, the direct contact and participation of public, municipal and state schools, formed the training of our public, and this partnership was maintained throughout the process of implementing the initiative. The initiative was designed with the contribution of different unions, social entities, the business world, political groups, etc.

The SUDESB / DPA partnership has been instrumental in fostering sport, recreation and leisure in Bahia. The main objective of this partnership is to preserve and improve the Sports in the City model, improving the support network and partnerships to guarantee its social legitimacy and economic sustainability in the coming years. The partnership aims to: Deepen the approach in the fight against poverty, in integration and quality social education, providing leisure oriented to all, in good health, in gender equality and in the strengthening of institutions. Simplifying the concept of unity and adjusting the system for the benefit of the public, taking sport everywhere and ensuring that the initiative is a reference in the development of activities and support for projects and events for sport, education, leisure and social inclusion is our goal , consolidating a structural sports system with values of commitment, professionalism, articulation, innovation and transparency.
