The general goal for a space sharing project is to realize a human-oriented pleasant, safe and sustainable city advancing forward. Insufficient parking, the most serious issue for people who live downtown, can be resolved without spending additional resources and without damage to the environment according to the construction of a new parking lot by applying the concept of ‘sharing’ based on the Jongno Parking Share policy. Further, the City Clearing policy removes and integrates unnecessary facilities and provides a safe, pleasant environment for citizens to walk in while the systematic facility management improves the city’s view and environment.

① Living Environment: Resolving the complicated parking issue downtown through diverse policies including a visitor parking system, couple parking system, Parking Share space and parking section allocation system. ② City Environment: Improving the city’s view and clearing out inconvenient facilities in clearing, reducing, tidying up and emptying in advance. ③ Intermediate-level organization: Providing public service through cooperative governance between the private and public sector including communication and cooperation with citizens and business agreements with relevant organizations.

Why? A personal parking space is only for me, isn’t it? Why do I have to share my private parking spot with others? It’s bothersome and cumbersome to share a parking space with others.  Building sympathy for a sharing value to solve problems by offering accurate information regarding the resource types and problems in the city to citizens: Discussion, education and promotion. ② Insufficient sustainable system and incentive of participants.  Institutional maintenance and supplementation: Organizing the exclusive team, establishing the ordinances on city clearing. Incentives for participants: Relieving restriction on construction and burden for management (operation), partial subsidy for facility installation costs, and others.

 Jongno Parking Sharing considers women by designating spots easy to park in as exclusive parking spots for women.  Benefit corresponding to 90,000 to 180,000 KRW per month per person for the vulnerable class which have a substantial economic burden related to parking costs by public parking spaces and Parking Share.  ‘Jongno City Clearing Project’ clearing and tidying up the city by walking and patrolling the challenging city sidewalks for women in high-heels, the physically challenged with walking discomfort and senior citizens pushing strollers with babies, is the city policy for the vulnerable class which anyone couldn’t think about before, while inconvenience is not so extreme.

① Change of thinking! Finding alternative solutions for city issues related to excessive production by realizing sustainable city restoration through a consensus on the value of ‘sharing with others in the community’, without creation of new facilities or substantial investment in resolving the city’s insufficient resource issues. ② Innovation is not e speed but direction. Start ‘clearing’ to solve the small, trivial inconveniences experienced by citizens and such ‘clearing’ fills the city with comfort, beauty and safety. To reduce budget from the economic aspects of the project and provide convenience for citizens, the project cost per parking space in Jongno-gu is about 130 million KRW including the land purchase cost. However, the Jongno Parking Sharing system reduces the budget by 72.2 million KRW by securing total 556 parking spots. ③ City Clearing Project reduces the budget by 610 million KRW through an effect reducing facilities by the optimum installation of facilities in accordance with discussion among relevant organizations.

The new parking policy ‘Parking Sharing’ was implemented by applying the concept ‘sharing’, which has been expanded to social campaigns searching for alternatives to economic depression as well as environmental solutions. The ‘Public Parking’ system is the first of its kind in Korea. The City Clearing Project created a unique and innovative policy by integrating diverse projects including existing projects for arranging, integrating and maintaining facilities and systematically implementing them as one project.

① Financial Resources  Parking Sharing: Buildings owned by individuals are newly constructed and total construction costs are covered by the relevant individuals. When the individuals open the space for public parking, the individuals will have benefit from indirect support including benefits of floor area ratio to a certain extent and so additional financial support is not given. When an existing parking space is shared, Jongno-gu provides financial support equivalent to 50% (up to 20 million KRW) of the facility installation cost using the Jongno-gu Parking Sharing budget.  Financial resource for City Clearing Project cost: Implementation as a project not included in the budget plan without separate financial resource. ② Human resource: Participation and cooperation of organizations and people giving their assent to value ‘sharing’.

“Jongno Space Sharing Project” was selected to win awards as a good case a number of times through external official project assessment. It was reported on TV programs as well as a variety of other media. Twenty-one public organizations benchmarked the project and the project has already been transferred to other regions.

① From the social aspect, the policy has an effect on all citizens and considers the vulnerable, including the physically challenged, women and senior citizens. ② From the economic aspect, the policy reduces the financial burden of users and realizes its effects without additional budget by preventing facilities from being installed in duplicate or the additional construction of parking lots. ③ From the environmental aspect, the policy is a sustainable approach for city restoration because it reduces the new installation of parking lots and facilities, maintaining and tidying up existing facilities and sharing space.

From the aspect of policy sustainability over time, the policy proposes an extensive approach that can be easily implemented to solve the problems (insufficient parking space and degradation of fine view and safety of a city) that might occur in any city in the world. Furthermore, the policy is sustainable from the aspect that it is implemented as a policy not included in the budget plan through cooperative governance between the private and public sector and without additional the consumption of human and material resources.

The local authorities in Korea submitted application forms presenting a summary of their project and implementation details for a public contest. The policy was assessed in accordance with the examination criteria by the rating agency. The examiners assessed the planning, implementation and achievement of each project in accordance with the relevant indexes.

The Space Sharing Project is planned and implemented by public organizations, citizens and related parties in planning and using the space. Jongno-gu Office, universities, churches, Daehak-ro Small Theater Association and citizens are participating in the ‘Jongno Parking Share Lot Project’ through a reciprocal relationship. Jongno City Clearing Project is strengthening continuing communication and cooperation through business agreements with a variety of organizations including Jongno-gu Office, Jongno Police Station, Jongno Fire Station, Gwanghwamun Post Office, KT Linkus, Seoul Bukbu Roads & Bridges Maintenance Office, Ministry of National Defense, Korea Electric Power Corporation and Seoul Metro. Further, the project facilitates the direct participation of project recipients by collecting opinions through communication with residents.

The Parking Share Project contributes to creating a city focused on people living in harmony through enhancing community spirit and improving social relationship as wellas to simply share spaces in accordance with the awareness of the resource ‘space’ as that with public value. The project secures the mobility rights of the vulnerable (including children, senior citizens and the physically challenged) by creating a street that is safe and easy to walk, reduces the budget and improves the view of the city by maintaining unnecessary facilities that damage the view as well as realizes a pleasant and livable healthy city. - This project is an opportunity to verify that trivial inconvenience of citizens can be resolved in better ways regarding the economic, social and environmental aspects through a change of thinking. - The project is an opportunity to verify that the world can continue to develop and be changed for the better by sharing individual space in the city.
