The Unified Digital Platform for Urban Planning is an innovation ecosystem for the information systems of the Construction Complex of Moscow. Seamless integration of the information systems, independence from external vendors, comprehensible infrastructure allow authorities, citizens, small and big enterprises involved in the construction of the city infrastructure and facilities to support the business processes efficiently.
The Unified Digital Platform for Urban Planning aims to improve the efficiency of public institutions by creating sustainable infrastructure, promoting inclusive and sustainable industrialization, and fostering innovation. The executive authorities work to ensure the transition to sustainable consumption and production patterns.
Urban planning is an important part of the life of Moscow. We construct new roads, bridges, metro lines, green areas, and public places and houses.
Many facilities of the housing infrastructure are participants of the renovation program. The program aims to build new residential buildings to replace old ones. The renovation program is implemented on the Unified Digital Platform of the Construction Complex of Moscow. The program is a part of the development program, which considers all citizens' interests regardless of their gender and status.
New residential buildings get the supporting infrastructure: utility systems, resources, shops, schools, parks, roads. We plan urbanization using the innovative automation tools of the Unified Digital Platform for Urban Planning. We also consider factors such as popular places, environmental situation, transport accessibility, transport safety, infrastructure accessibility for women, children, the elderly, and the disabled.
Construction, landscaping, and automation works are organized according to national strategies and priorities. The Unified Digital Platform of the Construction Complex of Moscow facilitates the implementation of the city's sustainable development and comprehensive urbanization policies.
The Unified Digital Platform for Urban Planning of Moscow is linked to category 2 - Enhancing the effectiveness of public institutions to reach the SDGs.
We automate public services, interagency operations, internal business processes, and analytical subsystems to make the processes of all authorities involved in the urban development of Moscow more efficient.
The comprehensive automation of the Construction Complex of Moscow ensures the transparency of all processes, allows analysis, detects vulnerabilities and considers the lessons learned, and provides equal opportunities for all users of public services of the Construction Complex, regardless of gender and status.

We optimize the planning of popular places and their landscaping and implement old residential buildings renovation programs.

The Unified Digital Platform for Urban Planning of Moscow fosters sustainability:

The Unified Digital platform helps increase the share of women involved in the work of the Construction Complex.

After identifying the need for urban planning automation, we developed the plan of primary automation and the Platform’s target architecture.
The project has become a system of Moscow used by several city authorities and ensuring the interaction with people and enterprises. The Moscow Department of Urban Development is an authority developing the state policy for urban planning.
The Automated Industrial System for Informatization of the Moscow Committee for Architecture and Urban Development automates decision-making in urban development, provision of public services, and public function performing.
The Automated Information System “Project expertise” provides the Moscow Committee for price Policy in Construction and State Expertise of Projects with information while providing public services.
The Integrated Automated Information System “Permissions and Violations” helps State Building Control Committee automate issuing of building, reconstruction permissions, and commissioning certificates as well as automate the Committee’s functions in state-building control (for example, issuing statements of conformity of a constructed/reconstructed object with the technical specifications and project documentation)
The Unified Information System “Moscow city order” ensures implementation and monitoring of the Investment Program of Moscow in construction and reconstruction, transferring facilities to the city’s balance, as well as automation of other public functions.
The Automated Information System «Construction, Demolition and Excavation Waste” provides the Moscow Department of Construction with information necessary to issue: soil transportation permissions; construction and demolition waste transportation permissions for processing or disposal.
The Automated Information System “Control of Investment in Construction” helps the Moscow Committee for Construction Investment and Equity Construction to automate the provision of statements of conformity of a developer and project declarations with the requirements of the law, receiving developers’ quarterly reports, keeping the register of citizens, whose funds have been raised for the construction of apartment buildings and whose rights have been violated.
Since The Unified Digital Platform for Urban Planning of Moscow is an information environment for a wide range of participants of the complex construction industry, there is a need for a legal framework for business processes. Developing such a framework was challenging as the Unified Digital Platform of the Construction Complex is a unique, innovative project in Russia and the world and using best practices was impossible.
The Unified Digital Platform for Urban Planning of Moscow is a unique innovation initiative, which has no analogs in Russian Regions. No other region of Russia came up with the initiative to unite the business processes of the Construction Complex of the city in one information ecosystem using advanced technologies.
The initiative to unite the business processes of the Construction Complex of the city in one information ecosystem using the advanced technologies - The Unified Digital Platform for Urban Planning of Moscow – is a unique project. It is based on the demands and legal specifics of Moscow and Russia. Using ecosystems and meta universes consisting of various tools, information systems, technologies makes the Platform a successful project. It ensures the efficiency of authorities in one of the most important areas for the city.

We used the following advanced technologies to develop the Unified Digital Platform:
• AI - for control and analysis
• Creating MASH models for the Digital Twin of Moscow
• Putting drone fly by routes and videos on the map of the Digital Twin
• Streams from various facilities
• Online control and analysis of routes of the vehicles
In addition to developing the information systems, those technologies support subsystems of the Platform. They make the daily work of the authorities more efficient, accelerate decision making, help control compliance with regional and federal laws.
Successful implementation of the Unified Digital Platform for Urban Planning of Moscow allowed transferring the initiative to other regions of Russia with adjustments. Now the Government of Moscow actively supports the regions in implementing the system, adjusting the business processes of authorities, legal issues.
The regions that can not fully implement the Unified Digital Platform due to their infrastructure specifics may adjust the Initiative in line with their possibilities. The platform can be successfully scaled up in full and partial formats; each region may implement its information, technology, and legal specifics.
The Unified Digital Platform for Urban Planning of Moscow has been implemented using state procurements and is in line with the national procurement strategy and laws regulating state procurement.
We collect the functional needs of authorities in advance and plan an automation budget to ensure the financial sustainability of the Unified Digital Platform.
Coordination of the functional needs with the legal framework of the Construction Complex of Moscow ensures the institutional sustainability of the Project.

The evaluation is based on the criteria method. The criterion is the readiness of the city infrastructure to automate the business processes of the urban development sector. The evaluation also includes the comparison with the similar city-systems of London, Berlin, Ottawa, Stockholm, Seoul, Tokyo to define the project's uniqueness.

The evaluated Unified Digital Platform for Urban Planning of Moscow is comprehensive, sustainable city infrastructure, uniting independent yet interconnected and complementary projects in the urban development.
The system helps the city effectively manage the Construction Complex's business processes. The State Institution of Moscow "Information City" recommends the project to be considered a good practice. It can be transferred to other cities/regions and adjusted to the digitalization level of the city/regional systems.
The unified platform automates the work of authorities in the construction sector as well as forms the sustainable information environment for citizens and enterprises participating in the development of Moscow. All public services, including permission to demolish dilapidated facilities and building permissions to construction and demolition waste transportation, are provided online with quality, which is important during the COVID-19 pandemic.
The development and implementation of the technologically advanced platform of urban development sector were possible thanks to the coordinated work of many involved parties:
- Authorities, including the industry, information, and law departments
- Citizens of Moscow
- Private organizations involved in construction processes (ranging from project and transport organizations to disposal sites). The understanding of the common goals of the Unified Digital Platform lead to agreement, partnership and cooperation.
The Government of Moscow plans to study the advanced technologies in automating the urban processes, share its experience with the Russian regions and other countries to improve the Platform's scalability, and foster R&D. All these will contribute to the further development of the Unified Digital Platform for Urban Planning of Moscow.
Realizing that automation and legal framework must be harmonized is one of the first lessons learned. Automation has no reason and base without a legal framework, and implementing information systems before approving legal acts leads to risks such as extra spending on corrections. At the moment, the informatization of authorities' work is strictly regulated by the law.
