1. Sa Kaeo is a small province and has a population of about five hundred and fifty thousand. Sa Kaeo is on the border with Cambodia, so there are barter and immigration. For this reason, some inhabitants are non-Thai and there is a combination of Thai and Cambodian cultures composed of more than five tribes. These factors affect social problems, children and family development and resolution. But to be a small province is a good point, we can work with network participations which are from government, private individuals, NGOs, and foreign organizations because all of these organizations have the same intentions that are to help, develop, and heal the children and families. Impoverishment, violence, human trafficking, drug, migrant workers, illegal immigrant and other problems are inaccessible and increasing. These problems pushed Sa Kaeo Shelter for Children and Families to revise the problem solving process by brainstorming with every section. Currently, the process of government is changing. The victims of social problems who live faraway can be reached easier, but the shelter is insufficient. So, The Foster Care project was originated. The procedure of The Foster Care is that the general public, who has the readiness to support and help victims of social problems, will be a foster family. Fostering is the process of government that participates with the general public and is supported by the private sector that has to do Corporate Social Responsibility (CSR). This process is innovative which is practical by the collaboration of four sectors that are government sector, private sector, local sector and general public.

The success of work by integration of every sector is against all odds but Sa Kaeo Shelter for Children and Families, who is the key partner of this project, has proven that it possible. The objectives of submission of this innovation are to publicize and spread procedures to other regions and worldwide. We hope that the government will attend to this project and support other provinces, which also have borders and are in the same position as Sa Kaeo to develop this project This project attends to the power of youth. We also participate the youths, who are the members of The Children and Youth Council of Sa Kaeo and has twenty one members in each district.

1.2 Currently, the social problem is increasing and the shelter is insufficient. Procedures by the government also have weaknesses that there are no reach the community to run on causes, and it takes a long time. These problems inspired us to work by preventive procedure. Although this procedure will take a long time to educate people in community, it is beneficial in the long term. The Foster Family is increasing the ways of asking for help. The Foster Family is a case manager that victims of social problems can participation to solve their problems in a timelier manner with government organizations and the interdisciplinary team that who are specialist from each profession.

In the past, services by government are victims of social problems come to meet the government that causes the weaknesses that are assistance does not cover every region and social problems are covered up. Although government budget and workers have increased, social problems have not lowered. All of the weaknesses inspired Sa Kaeo Shelter for Children and Families persuade network participations, who are interdisciplinary from Ministry of Social Development and Human Security, Ministry of Labour and Social Welfare, Ministry of Public Health, and Ministry of Education, to think out of the box for solution under the concept Wisdom for Change. All network participations will communicate by instant application, so we can consult each other everywhere; that is called Cloud Office.

Sa Kaeo Shelter for Children and Families and network participations to create The Foster Home to reduce the time and procedure of contact to government organization, to help victims of social problems more quickly. The Foster Home project will instill conscience to people in the district because they can be the part of assistance. Sa Kaeo Shelter for Children and Families is a key partner who coordinates the interdisciplinary partners such as teachers, district doctors, soldiers, police, and social developers. The team works under the Cloud Office that is procedural by working via instant application. Good points of Cloud Office are the information will be shared all the time, there is no limitation of time and place, and shelter network will be access to victims of social problems fast because there are client network in every district. To work with network participations will make strong communities because people in district can look after each other, and reduce resources of time and budget.

Cloud Office will help the victims such as violence in families, children and other social problems, human trafficking, prostitution, and Impact of natural disasters to get help more quickly because the interdisciplinary team in the district and The Children and Youth Council of Sa Kaeo use Cloud Office, which is the way of communication that there are many of interdisciplinary partners by instant application. That makes the increasing the channels of asking for help, so the victim of social problems will be treated more quickly. Cloud Office helps to save the resources of time and travelling expenses. Moreover, the youth in every district will be instilled with a better conscience to appreciate their hometown and become a team.

Sa Kaeo Shelter for Children and Families uses Cloud Office by instant application for making the interdisciplinary team convenient in cases lacking specialists. For example, there is no psychiatrist in the district, but there is psychiatric mental health nursing; the nurse can help the victim preliminary under the suggestion of psychiatric. Cloud Office solved a problem of district that has only one office. Nowadays, asking for help by victim of social problem is easier because they can complain with network participations, then network participations will advise to interdisciplinary by instant application. Network participations are spread throughout sixty-five districts in Sa Kaeo. Some districts are far away from government organization more over one hundred kilometers and transportation is inconvenient and expensive; these problems affect the victims that do not get assistance in a timely manner. For these problems, Cloud Office can solve the problems directly.

Cloud Office was initiated because of the problems that are lacking in workers in wilderness areas, government budget, and shelter and difficult to access to government organization. Moreover, to be border province affects to different nationalities family problems; they are anxious to access welfare state. Cloud Office supports people in districts to look after each other, making a strong district and having connection in and out district. General public can solve the problem with Interdisciplinary in district, not stick with Sa Kaeo Shelter for Children and Families because there are many groups who participate with this project. Our participation are Word Vision, Friends International Thailand, sixty-five schools, volunteer homes, and they can advise, give opinion and ask for help. Information of case will be informed by crowdsourcing which is helpful to not ask victim repeatedly. Crowdfunding is a resolution of lacking and late budget and insufficient. Donation budget that are from only one organization will be not obvious and the donator will have influence in the project. Crowdfunding is the way to get few subsidies from lot of people with no limit.

The problems of government budget are late (in case of urgent cases), insufficient and complex procedures to require. Sa Kaeo Shelter for Children and Families and network participations consult each other that are five ways of coming budget. Those are Ministry of Social Development and Human Security, the main budget, private sector, foundation, people, Corporate Social Responsibility (CSR) and government budget from another ministry. Crowdfunding improved the budgets entirely and constantly. Sa Kaeo Shelter for Children and participate with network participations Interdisciplinary team in each district and the member of The Children and Youth Council of Sa Kaeo who can join community activities. For example, volunteers of social development and human security, this activity is looking after children, the elderly and the disabled. Moreover, Sa Kaeo Shelter and network participations specify the place to be a Cloud Office in each community such as school, police station, hospital and volunteer’s house, instead of Sa Kaeo Shelter for Children and Families, which will be the places for meeting Interdisciplinary team. After changing meeting places, expenses are lower and time has been saved and the service is more convenient for victims and workers.

Sa Kaeo Shelter for Children and Families collected and evaluated all the problems in Sa Kaeo, then ask for cooperation with government organizations and private organizations to consult about assistance for victims of social problems. The areas along the Thai and Cambodia border were specified to be a pilot. Now all the districts were included. The problems, which are impoverishment, violence, drugs, unwanted pregnancies etc., are solved more quickly after people or victims received consultation by specialists. Impoverishment is the greatest problem that was solved by occupational training that makes profit by themselves to family and community. Sa Kaeo Shelter for Children and Families also connected Community leader and people, then give advice about assistance procedure. Foster Home were organized and followed by committee members. The members of The Children and Youth Council of Sa Kaeo were assigned to inspect the problem which happens in the community and report to the Interdisciplinary team. Sa Kaeo shelter plans to teach another community, who are working at the border and far away, about cloud office, Foster Care. We give an opportunity to government organization to study this project.

Sa Kaeo Shelter for Children and Families encourages people to assemble voluntarily. We expect people to have friendship, generosity, and same goals and ideals with each other. People will learn together and continually by the activities and work for solving the problem and developing economy, mind, social, culture, and environment. After people have been through activities and work, there appeared a voluntary leader. The Community Social Watch and Prevention is integration which consider from permanence of solutions. There was small project that is integration of worker in many generations which are working age who are main staff, elders who are volunteer, mainstay of children and youth, and The Children and Youth Council of Sa Kaeo. Integration of every segments and budget which from many ways can be adapted with other district, which has the same frontier context, that have the same problem. Sa Kaeo Shelter laid the foundation to community to have self-development and invited specialist each sectors to educate. After work by the Integration team which was advised by Sa Kaeo Shelter, the community has a strong relationship and there were projects continuously undertaken that involved children writing to the project to request support former government project. Moreover, when the people have the knowledge, they exchange representatives with frontier provinces people for exchanging knowledge and sharing experiences and taking the knowledge of other provinces back to adapt in their provinces.

Sa Kaeo Shelter for Children and Families and network groups held community meetings for brainstorming about building social watch network groups and registering local foster homes. Community meetings will be contained about levels of target groups. There are three target groups. First is Green Flag that is normal people who can be network group, mainstay, and volunteers. The second is Yellow Flag that is people who need to be educated, kept an eye on, and supported by network group, young parents and at risk people involved drugs. Third is Red Flag that is people who are estimated to be at risk group unable to live a regular daily life. The Red Flag group will be estimated by the Interdisciplinary team to find out facts and problems for assistance in the future. All the information will be connected with the government by a digital system. People will take the services in many ways by themselves with smart phones or tablets. The private sector will provide support that makes smart and high performance government. That means people can reach e-learning which can learn and test in online and learner get certificate. When we apply e-learning and Cloud Office that leads to increase worker and improve network group from coordination and cooperation to collaboration. All of workers plan to accomplish, use resource, take risk, and take responsibilities with each other. The social problems are more complicated and need to be solved by new innovation. The innovation was invented and designed to satisfy needs of people efficiently by using design thinking because people will be the part of finding solution for making understanding, empathize and adapting digitization. People will be connected in real time everywhere and every time.

Sa Kaeo Shelter created a new social innovation that is well known by every network group around Sa Kaeo. The shelter never sent the innovation to the center to evaluate, but this project was evaluated back every four years by us. We found that the social problems are lower. Sa Kaeo is on the border with Cambodia that leads to immigration issues, human trafficking and drugs which were a much larger issue in the past but at the present these problems are finished because of the domestic network group and foreign network group especially Cambodian Women’s Crisis Center (CWCC). Big C meeting (border issues children) is the meeting for crises and solving the problem closely, moreover we plan for human trafficking prevention project which participate with Cambodia and is integrated by Cosecam. There is an annual meeting, and in 2016 the level of Human Trafficking for Sex problems in Sa Kaeo was lower; there were only two cases. Beggars were helped and there are still thirty-two beggars and three homeless. Sa Kaeo Shelter for Children and Families sent Cambodian victim to Poipet Transit and sent to CWCC that is responsible for preparing the meeting in every three months.

From using the screening test, accession to social problem victims is easier; workers can work faster with victims especially who are at Red Flag level. For Yellow Flag, social problem victims will be looked out and educated to level up to be the member of network group, and they can share their experiences for the victim that is community therapy. People will participate and be assigned to do activities that give an opportunity to target group to express the difference of social role that are to make friendship, leadership and coordinator. The members will inspire each other to improve themselves to be good role models and respect the rules that will help people live safely and the community has a system and structure. To make friendship between member and therapist is important to encourage having commitment with each other that changes procession continuously to be successful. The social problems that are poverty, human tariffing, prostitution and other problems are much lower after crowdfunding happened. For example, fire problem, network groups will mobilize by using instant application and keep together to compile resources to build a new house. Victims will be helped and healed more quickly.

The former procession of Sa Kaeo Shelter for Children and Families was only one organization that has 24-hour service and has to service five hundred and fifty thousand people, so Sa Kaeo Shelter for Children and Families cannot work efficiently. When Sa Kaeo Shelter took the Cloud Office, Crowdsourcing, Crowdfunding and Foster Care to be the part of procession, the network group and worker in every age group increased. The way of income has increased five ways. Moreover, the sufferer can get services faster and directly because sufferers can get the service in their district and do not need to come in Sa Kaeo Shelter. Vulnerable sufferers were developed to have potential in taking care of themselves and others. After healing, sufferers have improved self-esteem and can live in the district happily.

Sa Kaeo Shelter for Children and Families set up the coffeehouse forum about the creation of power of interoperability because each institute has the same problem with the services for people. This procession led to Change project which takes the needs of people to be the center, and integrate institute and budget. That makes budget increase because of the increasing of funding ways which from government sector, private sector, Corporate Social Responsibility (CSR) and crowdfunding. The office expanded from one office to 780 network offices named One Stop Service Crisis Center, covering the Thailand-Cambodia border, and communicates by using Cloud Office via instant application. The Ministry of Social Development and Human Security and Ministry of Labour and Social Welfare aims to solve social problems. The Ministry of Public Health educates the mind and body health knowledge. The Ministry of Education and Ministry of Agriculture and Ministry of Culture promotes culture and the foundation of education The Children and Youth Council of Sa Kaeo, the elderly and volunteers are the knowledge support group and collected the knowledge from generation to generation. In the process there is enrollment training to help sufferers and to provide foster homes. Foster homes help children, the homeless and people who have fewer opportunities in life. This replaces the main foster home in downtown that is crowded and lacks individual service. The volunteer foster home system will treat the sufferer like a family that is different from main foster home. Moreover, Non-government Organizations (NGOs), strong organizations which can work independently but when they joined this project with network group that makes NGOs stop the conflict with the government because we have the same goals and the customers are the center.

To emphasize sufferers being the center can fulfill the need of s directly and sustainably. Government policy, which is from the center, can stop the problem but not be accomplished and the budget was wasted because it is not suitable with every area. To compile resources and network groups in Sa Kaeo’s district reflexes that people in frontier areas have to be self-sufficient and the strength in the district following Change project which has been managed for more than four years. The Sa Kaeo Shelter for Children and Families is one of the mechanisms that compel the community to act with self-sufficiency and mutual cooperation; asking for help the government is lower because people can help themselves. The varieties of network groups are important to drive the community having harmony and hometown-appreciation. When the communities are strong, the problems are lower by the network group working hard and funding from many ways to community. These make the Change project which support people to develop community permanently by themselves. Many mini projects were written for asking for government and private budget. That project is according to the needs of the people.
