The strategic objective of building this system is to provide easy, quick and digitalized channel for all investors (individuals and organizations) to request any agriculture licenses inside the kingdom of Saudi Arabia. All types of agriculture licenses that authorize investors to operate their business under the rules, policies, procedures and conditions of the ministry and on other hand the ministry will be able to monitor, measure and improve its services all the time by redesigning and the business processes to increase the quality, reduce the time and control the cost for the investors and the ministry. The project scope is developing electronic portal that will contains 80 types of agriculture licenses that can any investor apply for them to get the license electrically. The main objectives of licenses portal: - Manage and tracking the licenses in centralized portal that will be accessible for all investors (individuals and organizations) - Getting the needed licenses without visiting the ministry or any of its offices - Paperless environment by reduce the paper work inside the ministry and its offices - Digitalized government to be aligned with digital transformation strategy for the ministry as one the main initiative for the kingdom vision 2030 - Transparently and ability to monitor the requests statuses from the beneficiaries by tracing the request ID through the centralized portal - Reduce the violations and have more control on the non-licensed investors - Ability to add the violations in an accurate way by License number

This project in the ministry is coming under the digital transformation initiative that focusing on providing electronic services to help the beneficiaries to get their services in less time and good quality. In addition to, enable the ministry to track, manage and improve the beneficiaries experience and enhance the social life for the communities. Licenses portal aims to transform the government of the Kingdom into a forward-looking nation of growth, people, governance, and environment that always accounts for the beneficiaries groups.

Also in goal 3 to achieve universal health coverage, goal 8 developing the Kingdom economic growth Goal 15 ensure healthy lives and promote well-being for all ages is important to building prosperous societies. Promote fair and equitable sharing of the benefits arising from the utilization of genetic resources and promote appropriate access to such resources, as internationally agreed. Goal 10 reduced inequalities the income as well as those based on age, sex, disability, race, ethnicity, origin, religion or economic or other status within a country. The statistics reports shows the number of applicants seeking their licenses and all those beneficiaries that got them, The main objective of this report is to describe the implementation and impact of the application.

The social target for this system as it’s will touch all social components by increase the quality of life, food and services for social communities by manage and control the licensing process and exposure the services for bigger social community This application will encourage the beneficiaries to apply their licenses requests in a sustainable manner to return with good quality for the agriculture products and livestock Providing business opportunities to a vast army of beneficiaries. As a matter of fact, the process of economic development is being initiated with our application The environmental impact that licenses portal is contributing in is the growth of cultivation The beneficiaries can apply for licenses request electrically without having to visit the ministry

The licenses portal gives great attention regards digital transformation as a tool to bring about sustainable development in the Kingdom. Tackling the issues that face the individuals and organizations is therefore a cornerstone of this initiative mission. Digital technologies can ensure equal access to opportunities to all, eventually allowing for providing the financial help and improving lives. It ensures the right policies are promoted, ushering in better, more inclusive, digitally enabled services that are accessible, efficient, savings-generating, open, and sustainable also catering to all different sectors of society. This is being done with the notion of the beneficiary being collaborative in applying for their needed licenses in licenses portal. This portal will encourage the investors to invest in the all types under agriculture domain by keeping the sources and materials well maintained all the time from the companies and investors. Also will return with good quality for the agriculture products

The portal is expecting to receive 50-80 request per day and the average processing time will be 2-3 days that will reduce the paper work in the ministry and giving the ability to monitor all licenses in addition to the ability of capturing the violations that will checked in the renew process of the licenses and notify the other government entities about the violations to can take an immediate actions

The main obstacles that License portal has faced are: - Awareness of using the application in the remote villages. - Internet access coverage in not covered in all cities areas - Challenge to check with all importations roles and guidance

Licenses portal is an adaptive platform where each country could transfer this platform to their rules and regulations, however it will not be transferred.

Licenses portal performance is primarily measured through the level of digital transformation maturity, as it is a main goal and objective to guide the process of digital transformation on a national level.
